HomeMy WebLinkAboutResolutions - 2010.04.22 - 10005MISCELLANEOUS RESOLUTION #-1-0069 April 12, 2010 By: General Government Committee, Christine Long, Chairperson IN RE: HEALTH AND HUMAN SERVICES — HOMELAND SECURITY — 2010 VISUAL COMMUNICATIONS GRANT INTEROPERABLE VIDEO EQUIPMENT APPLICATION/ACCEPTANCE TO: OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WIIEREAS National Satellite Corporation has been instrumental in the acquisition and deployment of visual communications equipment to first responders; and WHEREAS to further their goal of visual communications and interoperability between agencies National Satellite Corporation awarded five desktop systems with 3 years of advance replacement; and WIIEREAS Oakland County was a community awarded a 2010 Visual Communications Interoperablc Video Equipment grant for $4,200 for video conferencing with no match; and WIIEREAS this stand alone system will allow for first responders in and surrounding communities to connect for regional interoperability and information sharing: and WHEREAS the grant agreement has been reviewed and approved through the County Executive Contract Review Process. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accept the Visual Communications Interoperable Video Equipment grant for $4,200. BE IT FURTHER RESOLVED that the chairperson of the Board of Commissioners is authorized to execute the grant agreement and to approve any grant extensions or changes, within fifteen percent (15%) of the original award, which are consistent with the original agreement as approved. BE IT FURTHER RESOLVED that acceptance of this grant does not obligate the County to any future commitment. Within the last 48 months over 158 Fire Stations, Police Stations, Regional Training Facilities, Hospitals, Medical Control Authorities and Emergency Operating Centers have been linked through the Inter Ops Video Network and now enjoy secure, visual, interactive communications. (see attached dn-ectory) In an effort to further our goal of visual communication and interoperability between agencies, National Satellite Corporation will be awarding fi.ve Tandberg desktop systems complete with 3 years advance replacement, and Inter Ops Video Network support in a 100% funded zero match grant Eligibility extends to Regional training Centers, Emergency Operating Centers, County /State Government, Hospitals, State Police, County Sheriffs, County/State Agencies, Fire Service. Awards will be based on highest and best use of donatea equipment to service existing inter Ups Video Network participants, Priority will be given to those submitting a well thought out and creative plan to deliver services to existing network participants. Key words would include training, preparedness, updates, education and interoperability. FINANCE COMMITTEE, TOM MIDDLETON, CHAIRPERSON IN RE: HEALTH AND HUMAN SERVICES — HOMELAND SECURITY —2010 VISUAL COMMUNICATIONS GRANT INTEROPERAIBLE VIDEO EQUIPMENT APPLICATION/ACCEPTANCE TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee, has reviewed the above referenced resolution, and finds: 1. The Homeland Security Division was awarded equipment valued at $4,200 for video conferencing equipment from Satellite Corporation. 2. The equipment consists of one (1) Tandberg desktop system complete with 3 years advance replacement, and Inter Ops Video Network support in a 100% zero match. 3. No County General Funds will be used for installation or on going maintenance, and therefore, no budget is recommended. FINANCE COMMITTEE FINANCE COMMITTEE Motion carried unanimously on a roll call vote.
