ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the State of Michigan, Michigan Council for Arts and Cultural
Affairs, as administered by the Council's Region 2 Regrantor, Oakland County
Arts, Culture and Film, has awarded the Oakland County Children's Village
Division funding in the amount of $4000.00; and
WHEREAS this amount will fund quality hands-on art opportunities,
conducted in a professional art studio, to under-served children and youth
residing at Oakland County Children's Village; and
WHEREAS this project consists of a partnership between Birmingham
Bloomfield Art Center and Oakland County Children's Village; and
WHEREAS the "Art for All Kids" program will consist of 2-hour, twice-
weekly studio classes for a period of 20 weeks; and
WHEREAS this funding is for the period of April 1, 2010 through
September 30, 2010; and
WHEREAS the award acceptance has been submitted through the County
Executive Review Process and is recommended for approval.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby accepts the Michigan Council for Arts and Cultural
Affairs FY 2010 Regional Mini-Grant Agreement.
BE IT FURTHER RESOLVED that the future level of service, including
personnel, be contingent upon the level of funding for this program.
BE IT FURTHER RESOLVED that the Board Chairperson is authorized to
execute this agreement, any changes and extensions to the agreement not to
exceed fifteen percent (15 50, which is consistent with the agreement as
originally approved.

FY2010 GRANT CONTRACT PACKET
Congratulations once again on your FY2010 grant award. The projects provided by organizations like yours are
essential to the quality of life of the citizens of Oakland County and the State of Michigan. Oakland County
Arts, Culture & Film and the Michigan Council for Arts and Cultural Affairs (MCACA) are pleased to join with
you in this important endeavor.
Enclosed is your Contract for Art Services. As a grantee, you are expected to fulfill all of the requirements
outlined in your contract. Read the contract carefully and in its entirety.
Keep in mind, a signed contract must he received and approved by Oakland County Arts, Culture & Film
prior to payment of grant funds. When your signed grant agreement is received in our office and stipulations
met, the processing of your payment begins immediately.
Any substantive changes in project dates, budget or activities must be requested in writing and approved by the
Oakland County Arts, Culture & Film prior to their taking place.
Oakland County Arts, Culture & Film and the Michigan Council for Arts and Cultural Affairs must be credited
with support of your project. Credit includes the language "This activity is supported by the Michigan Council
for Arts and Oakland County Art, Culture & Film." And logos for each agency must be included in programs,
reports, media releases and all printed and broadcast materials for the funded project. Further, when printed
materials are not used, verbal acknowledgement must be provided prior to activities, such as performances
and/or presentations.
After reading the grant agreement, have your authorized official sign and date all three copies. Keep the one
copy for your files. Return two copies to:

You are required to keep accounting records and documentation pertaining to projects funded by Michigan
Council for Arts and Cultural Affairs for at least four years. Random audits are conducted annually. If you

CONTRACT FOR ART SERVICES
This Contract is made on June 4, 2010 between Oakland County Office of Arts, Culture
& Film, a regranting agency for the Michigan Council for Arts and Cultural Affairs
("Regranter"), 1200 North Telegraph Road, Pontiac, MI 48341, and OAKLAND COUNTY
CHILDREN'S VILLAGE ("Contractor"), 1200 North Telegraph Road —63 West, Pontiac
MI 48341-0444 agree to the following:
I. The Parties acknowledge that the Regranter has no funds to disburse except those it receives
from the Michigan Council for Arts and Cultural Affairs, and the regranting of funds to the
Contractor as provided herein is completely contingent upon receipt of such funds from the
Michigan Council for Arts and Cultural Affairs. Further, this Contract is subject to any terms
or conditions set by the Michigan Council for Arts and Cultural Affairs.
2. CONTRACT TERM. This Contract shall terminate on September 30, 2010, unless
terminated earlier as set forth in this Contract.
3. SERVICES. Contractor shall provide the following Art beginning April 1, 2010:
Art for All Kids - The Birmingham Bloomfield Art Center's Studio 1 outreach program
will partner with Oakland County Children's Village to provide quality, hand-on art
opportunities in a professional art studio. The program will run April 1 through
September 30, and consist of 2-hour, twice-weekly studio classes, for a period of 20
weeks. Approximately 80 children and youth, who are court wards placed into
residential treatment, will be served.
4. TERMS AND CONDITIONS OF PAYMENT. Regranter shall pay Contractor an amount
not to exceed 54,000. Payment of such amount is subject to and conditioned upon
Contractor's compliance with the terms and conditions set forth in this Contract and
Regranter's receipt of monies from the Michigan Council for Arts and Cultural Affairs. The
Regranter, in its sole discretion, shall determine whether the Contractor has fulfilled these
conditions. In the event the Regranter determines that the Contractor has failed to comply
with any of the conditions, the Contractor shall not be entitled to, nor shall the Regranter be
liable for, payment of any monies under this Contract. If the project/services provided under
this Contract produces material, which could be copyrighted, the copyright must reside with
the author. The Michigan Council for Arts and Cultural Affairs and the Regranter reserve the
right to use the copyrighted work for Council and Regranter purposes without the obligation
to pay royalties to the owner. If the Contractor is NOT an arts or cultural organization and
the project/services provided under this Contract make a profit, the surplus (up to the grant
amount) must be returned to the Michigan Council for Arts and Cultural Affairs through the
Regranter.
Payment shall be when Regranter receives payment from the Michigan Council for Arts and
Cultural Affairs and upon Regranter's receipt of a signed Contract from Contractor.

5. TERMINATION OF CONTRACT BY THE REGRANTER: Notwithstanding any other
provision, this Contract may be terminated by the Regranter, for any reason, upon the
mailing of a five (5) days written notice to the Contractor. This Contract shall terminate
immediately if the Legislature fails to appropriate funds or an Executive Order reduces or
eliminates funding for these services.
6. LIMITATION OF LIABILITY. The Regranter shall not be liable to the Contractor, its
subcontractors, and/or its agents for any direct, indirect, incidental, consequential, or other
damages sustained or incurred as a result of activities, actions, or inactions on the part of the
Contractor, its subcontractors, and/or its agents for services rendered pursuant to this
Contract. Any liability resulting from the activities engaged in the by the Contractor shall be
the sole responsibility of the Contractor. Contractor agrees to hold the Regranter, Michigan
Council for the Arts, the County of Oakland, and the State of Michigan harmless in the event
of any judgment incurred as a result of the activities described herein.
7. THIRD PARTIES. This Contract is not intended to make any person or entity not a party to
this Contract a third-party beneficiary hereof or to confer on a third party any rights or
obligations enforceable in their favor.
8. PROMOTION. Contractor agrees to prominently display Regranter's name and logo and
the Michigan Council for Arts and Cultural Affairs' name and logo in printed materials and
to include support credit in broadcast promotion, as follows: "This activity is supported by
the Michigan Council for Arts and Oakland County Office of Arts, Culture & Film."
When no printed material is used, verbal acknowledgement shall be given before each
presentation. Copies of printing, photographs advertising, and program materials prepared
for this activity must be forwarded to the Regranter.
9. ACCOUNTING. Contractor agrees to maintain appropriate documents, journals, ledgers,
and statements in accordance with generally accepted accounting practice; to retain these
records for a period of not less than four (4) years from the date of the final report; and to
make this accounting available for audit by appropriate agents of the Regranter and of the
State of Michigan and/or Federal Government.
10. REPORTS. In addition to requirements set forth in Sections 3 and 4 above, the Contractor
shall submit to the Regranter a financial statement of expenditures and report of activities in
a format prescribed by the Regranter upon completion of the service period, but no later than
THIRTY (30) DAYS following the termination date in Section 2 above. Failure to submit
this report in a timely manner may void Contractor's claim to funds provided herein.
Contractor shall admit Regranter's staff, members, and/or evaluators to activities without
charge and shall cooperate with in-depth reviews and evaluations as may be required, so
Regranter may properly appraise the nature and caliber of activities performed by Contractor.
11. EQUAL OPPORTUNITY. Contractor certifies compliance with Executive Order 79-4, the
Elliott-Larsen Civil Rights Act, and all other pertinent State, Federal and local fair
employment practices and equal opportunity laws. Contractor covenants not to discriminate
against any employee or applicant for employment, to be employed when services under this
Contract are undertaken, with respect to hire, tenure, terms, conditions, or privileges of

employment, or any matter directly or indirectly related to employment, on the grounds of
race, color, religion, national origin, sex or disability, or to exclude any person from
participation in, deny any person the benefits of, or discriminate any person due to the above-
listed grounds with respect to any program or activity funded in whole or part under this
Contract.
12. FAIR LABOR STANDARDS. All professional performers and related or supporting
professionals employed on projects or in productions which are financed in whole or in part
under this grant agreement will be paid, without deduction or rebate on any account, no less
than the minimum compensation determined by the Secretary of Labor to be the prevailing
minimum compensation for persons employed in similar activities. Furthermore, no part of
any project or production which is financed in whole or in part under this Contract will be
implemented under working conditions which are unsanitary, ha7ardous or dangerous to the
health and safety of those involved.
13. ENTIRE CONTRACT. This Contract is governed by the laws of the State of Michigan and
supersedes all prior agreements, documents, and representations between the Regranter and
the Contractor, whether expressed, implied, or oral. This Contract constitutes the entire
agreement between the Parties herein and may not be amended or assigned except by written
instrument executed by both Parties before the termination date set forth in Section 2 above.
The Contractor agrees to inform the Regranter in writing immediately of any proposed
changes of dates or services indicated in Section 4 as well as changes of address or personnel
affecting this Contract. If any provision of this Contract shall be deemed void or
unenforceable, the remainder of the Contract shall still be valid.

growth, tactile experience, and creative expression. The Studio I program will provide the
children and youth with an environment that facilitates learning and growing, as well as respect
for diversity. The art experiences will include a variety of mediums and complexity. Respect
will be shown for the children's limitations, as well as their unlimited potential. The program
will run April 1,2010 through September 30, 2010, and consist of two-hour, twice-weekly studio
classes, for a period of 20 weeks. Approximately 80 children and youth, who are court wards
placed into residential treatment, will be served. These children and youth are an under-served,
often emotionally-impaired, disadvantaged population, with high minority representation. Often
the children and youth are products of a neglectful and/or abusive environment. The 20-week
program will take place within the Birmingham Bloomfield Art Center's Studio 1. Children's
Village children and youth will participate in classes that have been created specifically for them.
The classes and art studio environment will be carefully predetermined based upon the
appropriate skill level of the youth. All necessary safety precautions will be undertaken for the
unique dynamics of each group of children or youth. Birmingham Bloomfield Art Center art
therapists and experienced arts instructors will provide quality art experiences, based upon the
children and youth's interests, needs, and skill level. Classes will be taught by two professional
artists, who are well-versed in art-making methods and materials. The instructors are uniquely
skilled in opening the doors of meaningful self-expression, and in encouraging the emergence of
the children's individual talents. Volunteers from the Wayne State University's Master-level Art
Therapy program will assist during the classes.
Project Manattement:
The Project Director will work closely with the Birmingham Bloomfield Art Center Studio I
Coordinator in managing the project. The Project Director is an Oakland County Children's
Village Administrator with 36 years of varied post-Master-Degreed professional experience in
children's services; 24 of those years spent as an administrator of children and youth residential
treatment programming services. The Project Director has functioned as a grants program
administrator within the last few years; and has also functioned as a volunteer fundraising events
manager for 12 years. The Project Director has submitted multiple required grants reports, both
state and federal. The Project Director has worked to provide a completed arts grant application
that is both clear and accurate.
Project Feasibility:
This project is an enhancement and expansion of an existing programming partnership between
the Birmingham Bloomfield Art Center and Oakland County Children's Village, which began on

October 5, 2009. Since that date, the Birmingham Bloomfield Art Center Studio 1 outreach
program, via 6-week-long classes, has successfully served Oakland County Children's Village
children and youth from the Shelter Care Cottage, a boys' Residential Treatment Cottage, and a
girls' Residential Treatment Cottage. Further, the Birmingham Bloomfield Art Center
successfully conducts about 100 classes per semester with up to 20 students per class. There are
21 staff at the Art Center on a daily basis, and 75 instructors teach classes at least once per week.
The Art Center provides experienced and high-quality arts educational experiences. Project
evaluation methodology is as follows: the teaching artists will conduct written assessments and
observations following each class session. These assessments will then be reviewed by the
Studio 1 Coordinator on a weekly basis. The Coordinator will then work with the teachers to
continually expand and improve the program's effectiveness.
Artistic/Cultural Merit:
Two talented, experienced, and successful artist-educators were chosen for and have committed
to this project. Both artists have already achieved success in working with children and youth
residing at Oakland County Children's Village. Robin Rutherford Servo has been a practicing
artist and art teacher for 28 years. She received a Master of Fine Arts in Metalsmithing from the
Cranbrook Academy of Art, a Bachelor of Fine Arts from Michigan State University with a
minor in art education, and a Secondary Teaching Certification from Michigan State University.
Robin is currently the head of the Metals Department at the Birmingham Bloomfield Art Center,
and has taught there for the past 11 years. Robin has also taught metalwork at the Center for
Creative Studies, Grand Valley State University, and Oakland Community College. Robin is
skilled in assessing the needs and skills of the children and youth of Oakland County Children's
Village, and in designing educational programming accordingly. Under her guidance, children
and youth have completed such projects as; stamped and forged metal pendants, cast silver rings,
and chain-linked bracelets.
Jess Collins has been a practicing artist for 26 years, and an arts educator for 14 years. She
received a Bachelor of Fine Arts in Advertising Design with a minor in Illustration from the
College for Creative Studies. Jess is currently a mixed media instructor at the Birmingham
Bloomfield Art Center. Jess has also taught classes and workshops at Echo Park School,
Birmingham Bloomfield Art Center Youth Camps, Paint Creek Center for the Arts, and VSA
Arts of Michigan. She has taught pre-school through high-school-age children and youth. Her
previous teaching experience with emotionally-impaired children and youth make her uniquely
qualified to work with the children and youth of Oakland County Children's Village. Jess is
gifted in creating a classroom of open communication and respect for students, while designing
work projects that are developmentally, socially, and artistically engaging. Under her guidance,
children and youth have completed such projects; as expressive figurative sculptures and
dream/identity boxes.

This project will provide the children and youth of Oakland County Children's Village with the
chance to experience arts education and the local arts community. Without this project, it is
very likely that these children will have no such arts experience available to them. In fact, it is
likely that these children would not even know of the existence of such an experience.
The two artist educators will be paid fairly, and the Studio 1 environment is very safe and
adequate. The Birmingham Bloomfield Art Center is committed to providing high-quality arts
and cultural projects, and has an excellent reputation within the community. The Art Center
administrative staff were key participants in the planning of this project. Support material, as
Attachment 9, has been included to illustrate examples of the Art Center's commitment to
assisting the children and youth of Oakland County Children's Village in creating high-quality
artistic works.
Community Impact:
Community volunteers will provide support services during the project class sessions. The Arts
Center receives financial support from the Community Foundation and DeRoy Testamentary
Foundation. Following local media promotion, a special exhibit of the children's completed
artwork will be included in the opening reception of four other exhibits. The exhibit will remain
open to the general public for viewing for approximately six weeks. This project targets
underserved children and their families: minorities, disadvantaged, and emotionally impaired.
Regarding economic impact, project supplies are estimated to cost $2000, and will be purchased
locally from the Utrecht Art Supplies store in Royal Oak, Michigan. The project will assist the
participating children and youth in becoming productive community members. The project will
have a positive impact on: children served, families of the children, Children's Village staff, Art
Center staff and artists, and the general public visiting the Art Center.

Project Director's Resume
Oakland County Children's Village
Patricia A. Lahar, DCSW, LMSW, received a Bachelor of Science Degree in Psychology and a
Master of Social Work Degree from Michigan State University. She has provided clinical and
administrative services to children and families for 36 years. Twenty-four of those years have
been spent as an administrator of treatment programming and services at children and youth
residential treatment facilities: first at the 76-bed Camp Oakland facility; and since 1986, at the
240-bed Oakland County Children's Village facility. From 1986 through 1998, Patricia was
responsible for overseeing all functions and activities within several Children's Village non-
secure cottages, which provide comprehensive long-term treatment programming to juveniles.
She remained available for consultation on a 24-hour, 7-day per week basis; and was responsible
for the supervision of approximately 60 employees. From 1999 through 2008, Patricia was
responsible for overseeing all functions and activities within the non-secure shelter care cottage
(housing neglected/abused children), and within the four secure detention 20-bed wings, all of
which provide comprehensive short-term treatment programming to children and youth. She
continued to remain available for consultation on a 24-hour, 7-day per week basis; and was
responsible for the supervision of approximately 90 employees.
Since 2008, Patricia has added contracts management and grants management to her Children's
Village administrative experience. She has successfully managed several grant projects, and has
submitted all required grant reports, both state and federal.
Patricia holds professional memberships in the National Association of Social Workers and the
Academy of Certified Social Workers. In 1994, she was awarded a Diplomate in Clinical Social
Work, which indicates achievement of advanced clinical standing. She is licensed by the State
of Michigan as a "Master's Social Worker, Clinical and Macro". In 1995, Patricia developed
and implemented the county's first long-term secure boys' treatment programming at Children's
Village. In 1998, this treatment program was awarded a National Association of Counties
Achievement Award. For 12 years, Patricia functioned as a volunteer events manager; raising
funds for the American Heart Association, the youth Sea Cadet Program, a local nursing home,
and various community charities. Patricia has appeared as a guest on the "Due Process"
television show, speaking about children's legal and clinical issues.

Pursuant to Rule XII-C of this Board, the Finance Committee has
reviewed the above-referenced resolution and finds:
1. The Michigan Council for Arts and Cultural Affairs has awarded
Oakland County Children's Village $4,000 to help fund quality
hands-on art opportunities in a professional art studio with a
grant match and source from Birmingham Bloomfield Art Center in
the amount of $5,040 for a total of $9,040 in funding for this
program.
2. The grant award is funded through the Oakland County's office of
Arts, Culture, and Film's Arts Grant Fund (#29210), and a
transfer in the amount of $4,000 will be made into the
Children's Village Child Care Grants Fund (428010).
3. The $5,040 grant match from Birmingham Bloomfield Art Center is
comprised of private foundation donations ($200) along with in-
kind support of the private art center consisting of one (1)
artist-studio coordinator ($2,4 0 0 ), marketing ($1,200),
volunteer art therapy students ($680), and space rental ($560).
4. The project consists of a partnership between Birmingham
Bloomfield Art Center and Oakland County Children's Village.
The "Art for All Kids" program will consist of 2-hour, twice
weekly studio classes for a period of 20 weeks.
5. Funding period is April 1, 2010 through September 30, 2010.
