HomeMy WebLinkAboutResolutions - 2010.08.04 - 10029MISCELLANEOUS RESOLUTION # 10185 August 4, 2010 BY: FINANCE COMMITTEE, TOM MIDDLETON, CHAIRPERSON IN RE: Information Technology - Wireless Oakland Initiative to Provide Training: Retooling Automotive Engineers in Preparation for Defense Engineering Positions - Grant Acceptance TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: WHEREAS the Information Technology applied to the U.S. Department of Labor Employment and Training Administration, for $190,000 in grant funding to provide training for retooling automotive engineers; and WHEREAS the grant funding period for this grant is from June 1, 2010 through May 31, 2012; and WHEREAS the U.S. Department of Labor Employment and Training Administration has awarded Oakland County with a grant in the amount of $190,000; and WHEREAS grant funding will be used for twenty-five displaced workers, who are residents of Oakland County to enroll in Lawrence Technological Graduate Certificate Program. The workers will receive a certificate in Defense Manufacturing Engineering upon completion of the program. The primary partners will be Oakland County Workforce Development Board, Michigan Works and Lawrence Tech; and WHEREAS no County grant matching funds are required to accept this grant nor to purchase the equipment; and WHEREAS the acceptance of this grant does not obligate the County to any future commitment; and WHEREAS the continuation of this program is contingent upon future levels of grant funding. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the Fiscal Year 2010 Wireless Oakland Initiative to Provide Training: Retooling Automotive Engineers in Preparation for Defense Engineering Positions Grant from the U.S. Department of Labor Employment and Training Administration in the amount of $190,000 and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. In this section, grantees should also provide a brief statement which explains how the costs associated with each object class category relate to the implementation of the statement of work and the achievement of grant goals. Grantees should try to anticipate factors that may affect the budget when developing their projections and provide a narrative explanation of these factors in this section of the grant proposal. See - proposal guide Section II for examples of budget narratives. Administrative Costs: In this section, also include a narrative explanation describing the percent of the award amount that will be spent on administrative costs, including a description of administrative services being charged to the grant. Administrative costs are limited to 10% of the grant award. ETA uses a function based definition of administration which means costs associated with certain functions, such as accounting, procurement, financial management, payroll etc. are considered administrative costs. Be sure to review the definition and limitation discussion on administrative costs in Section II of the proposal . guide. The costs charged to the Earmark Proposal will assist 25 displaced workers with obtaining the funds necessary to enroll in the graduate certificate program. Lawrence Tech is providing admitted participants with a grant in the amount of $4,300 to reduce the tuition charge for the program to $7,600. Lawrence Tech's published tuition rate for graduate credit hour is $798, however, accepted participants will receive a credit hour rate of $506.60. Lawrence Tech is also waiving registration and application fees. Graduate students are not eligible for Pell grants and other forms of State and Federal financial aid. Efforts are being coordinated with local One Stop Centers who provide WIA funds for dislocated workers, but there is great demand for their funds at this point so the Earmark funds will be addressing a population they are currently not able to serve. Participants will be encouraged to explore at the One Stop Centers use of funds for other costs beyond tuition, like living costs while in training. Oakland County Michigan Works! One-Stop Centers plan to assist these displaced workers with ITAs and Lawrence Tech will have each individual apply for all applicable scholarships and financial aid.
