HomeMy WebLinkAboutResolutions - 2010.06.09 - 10160June 9, 2010 MISCELLANEOUS RESOLUTION 110138 BY: Human Resources, Sue Ann Douglas, Chairperson IN RE: HUMAN RESOURCES - FISCAL YEAR 2010 WAGE AND BENEFIT RE-OPENER FOR EMPLOYEES REPRESENTED BY MICHIGAN NURSES ASSOCIATION (MNA) To the Oakland County Board of Commissioners Chairperson, Ladies and GentIemen: WHEREAS the County of Oakland and the Michigan Nurses Association (MNA), have been negotiating a wage and benefit re-opener covering approximately 86 employees; and WHEREAS the union had demanded Fact Finding through the Michigan Employment Relation Commission; and WHEREAS a Fact Finding Recommendation has been issued; and WHEREAS the parties have reached an agreement covering wages and benefits for Fiscal Year 2010 based on that report; and WHEREAS this agreement provides for a 2.5% wage reduction for Fiscal Year 2010, beginning with the December 19, 2009, pay period; and WHEREAS to recover the retroactive amount for Fiscal Year 2010, employees represented by this bargaining unit shall have their salaries reduced by an additional 3,2% for the period June 19, 2010 through September 24, 2010, as well as take July 4, 2010, as an unpaid holiday; and WHEREAS this agreement provides for the elimination of the $300 deferred compensation match effective January 2010: and WHEREAS the agreement has been reduced to writing in ihe form of a Memorandum of Agreement; WHEREAS this agreement has been reviewed by your Human Resources Committee. which recommends its approval. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the proposed agreement between the County of Oakland and MNA covering the period of October 1. 2009, through September 30, 2010, and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. WAGES FY 2010 The parties have agreed on wages and benefits for Fiscal Year 2010, which includes a 2.5% reduction in the salary rate for employees represented by this bargaining unit. Commencing with the pay period beginning December 19, 2009, the salary rate shall be: Base 1 Year 2 Year 3 Year 4 Year 5 Year Public Health Nurse I 1385.71 1469.20 1552.76 1636.18 1719.77 1803.46 Public Hea.lthNursell 1533.20 1625.55 1717.94 1810.51 1902.89 2011.68 Public Health Nurse III 1832.26 1942.52 2053.02 2163.20 2273.56 2383.95 For the period June 19, 2010, through September 24, 2010, the salary rate shall be reduced by an additional 3.2%. The overall wage reduction for the period June 19, 2010, through September 24, 2010, shall equal 5.7%. Additionally, July 4, 2010, shall be an unpaid holiday and may not be taken as a leave day. BENEFITS FY 2010 Employees represented by this bargaining unit shall no longer receive the County match of S300 to the deferred compensation plan. Benefits FY 2010 Employees represented by this bargaining unit shall no longer receive the County match of $300 to the deferred compensation plan. •••• • June 9, 2010 FISCAL NOTE %(MISC. #10138) BY: FINANCE COMM' fTEE, TOM MIDDLETON, CHAIRPERSON IN RE: HUMAN RESOURCES — FISCAL YEAR 2010 WAGE AND BENEFIT REOPENER FOR EMPLOYEES REPRESENTED BY MICHIGAN NURSES ASSOCIATION (MNA) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Chairperson, Ladies and Gentlemen: Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above-referenced resolution and finds: 1. The County of Oakland and the Michigan Nurses Association have reached an agreement regarding wages and benefits for Fiscal Year 2010. 2. The agreement includes a 2.5% wage reduction for FY2010 beginning December 19, 2009. 3. To recover the retroactive amount for Fiscal Year 2010 employees represented by this bargaining unit shall have their salaries reduced by an additional 3.2% beginning June 19, 2010 through September 24, 2010. Also, July 4, 2010, will be an unpaid holiday and may not be taken as a leave day. 4. The 2.5% wage reduction and 3.2% retroactive salary reduction equates to $154,807, for salaries and $63,626 for related fringe benefits, totaling $218,433. which is incorporated in the FY 2010 Adopted Budget. Therefore, no amendment is recommended.
