Chairperson, on behalf of the Human Resources Committee, I move the acceptance of the foregoing Report. HUMAN RESOURCES COMMITTEE HUMAN RESOURCES COMMITTEE VOTE Motion carried unanimously on a roll call vote with Capella and Gingell absent October 21. 2010 MISCELLANEOUS RESOLUTION#10281 BY: Public Services Committee. Jim Runestad, Vice-Chairperson IN RE: SHERIFF'S OFFICE — CONTINUATION OF OCCMHA AGREEMENT AND INMATE CASEWORKER POSITION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen; WHEREAS the Sheriffs Office provides mental health services to inmates having serious and persistent mental illnesses; and WHEREAS the Oakland County Community Health Authority (OCCMHA) has provided support to the Oakland County Sheriffs Office in providing these services; and WHEREAS the Oakland County Community Health Authority (OCCMHA) has provided partial reimbursement of one (1) GF/GP Inmate Caseworker position since 1999; and WHEREAS CMHA agrees to continue partial funding in the amount of $64,468 for one (1) OF/GP full-time Inmate Caseworker (Pos.#4330320-06577) assigned to Inmate Program Services: and WHEREAS the acceptance of these funds does not obligate the County to any future commitment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the Fiscal Year 2011 OCCMHA Letter of Agreement in the amount of $64.468 and that the Board Chairperson, on behalf of the County of Oakland, is authorized to execute said agreement as attached. BE IT FURTHER RESOLVED to continue one (1) GF/GP full-time Inmate Caseworker (Pos_ # 4030320- 06577) in the Corrective Services-Detention Facilities Division/Inmate Program Services which is partialy funded by OCCMHA October 1, 2010 through September 30, 2011. BE iT FURTHER RESOLVED that the continuation of this position is contingent upon continued reimbursement funding. Bouchard County Service Center, Building #38 East 1201 North Telegraph Road Pontiac, Michigan 48341-1044 Mr, Bill Bullard, Chairperson Oakland County Board of Commissioners County Service Center, Building 12 East 1200 North Telegraph Road Pontiac, Michigan 48341 Re: Letter of Agreement for the FY 11 Inmate Caseworker Position Dear Ms. Russell and Mr. Bullard: This Letter of Agreement (LOA) is entered into between Oakland County Community Mental Health (OCCMI-LA) and the Oakland County Sheriffs Office (County). OCCMHA shall fund the County an amount NOT TO EXCEED (NTE) of $64,468 (salary) for the cost of one (1) Inmate Caseworker position. The NTE indicates the maximum possible financial obligation of OCCMHA regardless of Oakland County's total costs and expenditures under this agreement. The County will be compensated the amount of 564,468 upon commencement of this LOA. Prior to the close of FY 11, Oakland County will provide a cost settlement breakdown of the funding to OCCMHA's Chief Financial Officer, Rick Grove. A Financial Status Report on The total fiscal year expenses must be submitted to the Chief Financial Officer of OCCMHA 20 days atter the end of the fiscal year. Cost settlement of this agreement will be based upon a comparison of the actual allowable expense for the Inmate Caseworker position and the amount paid by OCCMHA to the County. Any unspent funds will be returned by the County to OCCMHA within 30 days of the final settlement letter. To ensure timely payment, the County shall invoice OCCMHA for the full amount and direct the invoice to the attention of Rick Grove, Chief Financial Officer. FISCAL NOTE (MISC. #10281) November 3, 2010 BY: Finance Committee, Tom Middleton, Chairperson IN RE: SHERIFF'S OFFICE — CONTINUATION OF OCCMHA AGREEMENT AND INMATE CASEWORKER POSITION To the Oakland County Board of Commissioners Chairperson, Ladies and Gentlemen: Pursuant to Rule Xtl-C of this Board, the Finance Committee has reviewed the above referenced resolution and finds: 1. The Sheriff's Office has received partial reimbursement funding from the Oakland County Community Mental Health Authority (OCCMHA) in support of (1) GF/GP full-time Inmate Caseworker position (#4030320-06577). 2. This position enables the Sheriffs Office to provide mental health service to inmates having serious and persistent mental illness. 3. This funding arrangement for partial reimbursement has been in effect since 1999. 4: The letter of agreement from OCCMHA provides supplemental funding in the amount of $64,468 for one (1) year during the period October 1. 2010 through September 30, 2011. After which, funding arrangements will be evaluated for extension and renewal, contingent upon continued funding from OCCMHA. 5. An Intergovernmental billing to OCCMHA for Fiscal Year 2011 and revenue receipts will be recorded to the Sheriff Office Community Corrections Division GF/GP budget. 6.
