IN RE: HUMAN RESOURCES DEPARTMENT — FISCAL YEAR 2011 COLLECTIVE
BARGAINING AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY
TEAMSTERS LOCAL 214 ‘OAKLAND COUNTY SHERIFF'S OFFICE — CORRECTIONAL
HEALTH NURSES)
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS the County of Oakland and Teamsters Local 214. have been negotiating a
contract covering approximately 16 Sheriffs Office employees: and
WHEREAS this agreement provides for a 1.5% wage decrease effective vvitn the oay
period beginning SepternDer 25, 2010; and
WHEREAS This agreement provides that should the salary rates for he general, non-
represented employee group be reduced less that 1.5%, members of this bargaining unit shall
have their wages affected in a similar manner; and
WHEREAS this agreement provides that any retroactive amount shall be deducted from
the employee's first two pays following the execution of this agreement; and
WHEREAS this agreement provides that effective Fiscal Year 2011 the retention bonus
will be eliminated; and
WHEREAS the agreement has been reduced to writing in the form of a Memorandum of
Agreement: and
WHEREAS the agreement has been reviewed by your Human Resources
Committee, which recommends approvai of the agreement:
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the
proposed agreement between the County of Oakland and Teamsters Local 214 covering the
period of October 1. 2010, through September 30, 2011, and that the Board Chairperson on
behalf of the County of Oakland, is authorized to execute said agreement as attached:
Chairperson. on behalf of the Human Resources Committee, I move the adoption of the
foregoing resolution.
MEMORANDUM OF AGREEMENT
This agreement is entered into on this day of .2010, between
the County of Oakland and the Teamsters Local 214 (Oakland County Sheriffs Office
Correctional Health Nurses.) The parties agree to extend the provisions of the 2007-2010
collective bargaining agreement though September 30, 2011, with the following exceptions:
The bi-weekly salary schedule shall decrease by 1.5% effective with the pay period
beginning September 25, 2010. Should there be no wage reduction for the general, non —
represented employee group or should their salary rates be reduced by a percentage less than
1.5%, members of this bargaining unit shall have their wages affected in a similar manner.

This agreement provides that any retroactive amount shall be deducted from the
employee's first two pays following the execution of this agreement.
Beginning Fiscal Year 2011, the retention bonus will be eliminated.
The following language is added to Article VI —Seniority:
"Bargaining unit seniority is defined as time spent working in a Union represented
classification. It shall be used for granting leave requests, holiday assignments and shift
assignments.
Should an employee be transferred/promoted out of the bargaining unit, he/she shall
cease to accrue bargaining unit seniority; however, should the employee return to the to the
bargaining unit within 180 days, seniority shall be counted as if the employee never left the
bargaining unit, Employees returning to the bargaining unit after 180 days shall have forfeited
all prior bargaining unit seniority."
The parties further agree that vacancies as a result of an employee being off on short-
term/long-term disability shall be offered to bargaining unit members prior to a temporary
employee.
The collective bargaining agreement shall only be modified as indicated in this
memorandum of agreement,

AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTECD BY TEAMSTERS LOCAL 214
(OAKLAND COUNTY SHERIFF'S OFFICE — CORRECTIONAL HEALTH NURSES)
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above-referenced
resolution and finds:
1. The County of Oakland and the Teamsters State, County and Municipal Workers Local
214 (approximately 18 Oakland County Sheriffs Office — Correctional Health Nurses) of
Bargaining Unit #049 have agreed to a bargaining agreement extension for the one (1)
year period of October 1,2010 through September 30, 2011.
2. The agreement allows for a 1.5% wage reduction effective September 25, 2010, and
further eliminates the retention bonus for Fiscal Year 2011,.
3. This agreement provides that any retroactive amount shall be deducted from the
employee's first two pays following the execution of this agreement and should General
Salary pay adjustments be less than 1.5%, the Correctional Health Nurses under BU
#049 will be affected in a similar manner.
4. The wage reduction equals approximately $25,439 in salaries and fringe benefits.
5. The 1.5% wage reduction and reduction in retention bonus is included in the FY 2011
Budget, and therefore, no budget amendment is recommended.
