IN RE: SHERIFF'S OFFICE — FISCAL YEAR 2011 AUTOMOBILE THEFT PREVENTION
AUTHORITY (ATPA) GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson. Ladies and Gentlemen:
WHEREAS the State of Michigan. Automobile Theft Prevention Authority (ATPA), awarded the
Auto Theft Unit of the Sheriffs Office funding in the amount of $1.209.640 for the fiscal year
period of October 1, 2010 through September 30, 2011 and represents continuation funding; and
WHEREAS for FY2011 the Oakland County Sheriffs Office will continue to administer the total of
the grant aware; and
WHEREAS for FY 2011 the City of Detroit joins and wi,1 be participating in the ATPA program:
and
WHEREAS the Waterford. Hazel Park, Farmington Hills ; and Pontiac Police Departments will
continue to participate in the FY 2011 grant awarded to Oakland County; ana
WHEREAS Oakland County has been awardec total program funding of $1,209640 including a
required $604.820 local match allocated to participating municipalities as follows: Oakland County
Sheriffs Office $676,285 with a required $338,142 (note the budget contract reads $338,143)
local match, the City of Detroit Police Department $100,325 with a required $50,163 local match.
the Farmington Hills Police Department $116 291 with a required $58.145 (note the budget
contract reads $58,146) local match, the Hazel Park Police Department $100,927 with a required
$50,464 local match. the Waterford Township Police Department $111,504 with a required
$55752 local match, the City of Pontiac Police Department $104,308 with a required $52,154
local match; and
WHEREAS the Oakland County matching funds requirement continues to be fifty percent (50%)
and the County's share of $338.142 is available in the General Fund non-departmental grant
match account and has been included in the Fiscal Year 2011 Adopted Budget: and
WHEREAS the remaining total program required match of $266,678 is met by funds from each
participating municipality; and
WHEREAS the awarc provides full time funding for the following current positions with the
Sheriff s Office one (1) Sergeant (# 4030915-10333) and five (5) Deputy Irs (#4030915 -06108,
06109, 06147, 06148. & 10898 ); and
WHEREAS there are no new positions created or deleted with this grant acceptance; and
WHEREAS the acceptance of this grant does not obligate the County to any future commitment;
and
WHEREAS the continuation of the program is contingent upon future levels of grant funding; and
WHEREAS this grant award has been processed through the County Executive's Contract
Review process and the Board of Commissioners' Grant Acceptance Procedures.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approves the Fiscal Year 2011 Automobile Theft Prevention Authority Grant award in the amount
of $1209,640.
BE IT FURTHER RESOLVED that the Board Chairperson on behalf of the County of Oakland is
autnonzed to execute the grant acceptance_
BE iT FURTHER RESOLVED that continuation of this program, including positions, is contingent
upon continued grant funding of this program.

E The project's measurable objectives and evaluation criteria, as stated in the original grant application. were reviewed
and modifications ars indicated in attachment page 1A The grantee agrees not to make any modification of the
approved project without the written approval of the ATPA. Program modifications wilt not be considered after the
first quarter.
F. ATFA funds: This fund is to be utilized solely for the benefit of auto theft prevention programs,
G. All projects must maintain adequate support documentation for financial and performance activity repor,s to the
ATPA. Failure to provide evidence supporting the grant's activiiy may adversely affcct current-year reimbur3ementz,
and/or furuc funding requests. ATPA staff will make appoinnuents with grant per5otu3c1 in order to conduct on-site
project and financial reviews.
II Membership in an ATFA Tuk Force: When an agency withdraws its officer from art ATM Task Force, the
approved budget for that posZtion will remain with the task force. The Project Director needs to inform the ATPA
when the withdrawal occurs, and the vacant position must be replaced within the required time-period.
I. All officers who are fimded by an ATFA Task Force must have their activities approved by the task force
commander.

8. Financial Review and Summary:
A. A separate project fund or account must be established for grant revenues and expenditures.

The ATM also has the royalty-free right to copy, publish, and distribute any data or material associated with this grant.
F, Any funds received or generated as a result of auto theft activities shall be used to enhance currently funded and/or
,future auto theft prevention programs. Funds received include, but are not limited to, forfeiture of cash and receipts
from sale of property. if project enhancement activities are terminated, the unexpended revenues shall be promptly
returned to the Automobile Theft Prevention Authority, 333 S. Grand Avenue, P.O.Box 30634, Lansing, Michigan
48909-0634.

The measurable objectives submitted in the gait application are revised as follows:
I) Reduce the number of thefts in your grant area by investigating the cases that have the
highest potential for reducing the demand for stolen vehicles, by arresting the subjects
who are involved, and by reducing false theft reports.
2) Reduce the economic gain associated with auto theft by recovering stolen vehicles or
parts/equipment incidents, and by constantly identifying possible insurance frauds.
3) Recover more in stolen vehicles/parts/equipment value than the ATPA's total
approved budget for the project.
4) Comply with all ATPA guidelines/policies/conditions, and those of the Uniform
Crime Reporting System.
5) Maintain clear and reliable documentation for project's performance activity and
financial expenditures.
6) Report dollar amount deposited into forfeiture aCcount following auction.
7) Attend regular meetings for area detectives and insurance investigators.

4) Matching Funds is 50%:. The ATPA, reimbursement will be the lesser of the 50% of the total reimbursable
expenditures or the 50% of the total approved budget The semi-annual reimburseincrit cannot exceed 50%
of the approved budget amount for the covered _period.
5) Time and Attendance: Payroll expenditures must be supported by employee's earning history and eiteudance
sheet These records should be retained in your fde and made available to the AIM auditor during a field audit.
6) Fringe Benefits and overeme: Retain a copy of vendor invoice or cost allocation for fringe bene5Is charged to the
ATPA program in your .file. Overtime :lours cannot exceed 5% of total regular hours.
7) Budget:Modification will nut be approved after September 30.2011: Personnel modification will he permitted
only if the ATPA deem the ruttiest is lustified (filing positions for shortioerinds_l est to use u Dittnt funds
will not be approved)„. The A.TPA requires prior written aotiileation to/and received approval from the
ATPA prior to any change in budget and personnel.

Financial/Progress Repers: Progress reports are due 30 days after the end of each quarter. The 1 financial
report (covering period 10/1/2010 to 3/31/2011) is due on April 30,2011 and the 2'1 financial reported (covering
period 4/112011 to 913012011) is due on October 15, 2011, A separate account is required foz ATPA grant
revenue/expenditures.
12) Payment Procedure; Reimbursement —veith execution (Note: New rust time] grantees must be registered in the state's
vendor 5Ie by completing a vendor packet.) Project Director and Financial Officer will serve without any compensation
from A.TPA grant funds.
13) Membership in ATPA Task Force: The officer must be assizued tu the task force. Wlica no agency withdraws
its officer from an ATPA Task Force, the approved budget for that position will remain with the task force. The

IN RE: SHERIFF'S OFFICE - FISCAL YEAR 2011 AUTOMOBILE THEFT PREVENTION AUTHORITY (ATPA)
GRANT ACCEPTANCE
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed the above referenced resolution and
finds:
1. The Automobile Theft Prevention Authority (ATPA) awarded the Sheriff's Office, Auto Theft Unit,
funding in the amount of $1,209,640 for the grant period of October 1, 2010 through September 30.
2011.
2. Of the total award of $1,209,640, Oakland County administers $1,008,388, which excludes the Detroit
Police Department ($100,326) and Hazel Perk Police Department ($100,927) who each receive their
funding directly from the State.
3, The other participating municipalities are the Township of Waterford, the Farmington Hills Police
Departments, and the Pontiac Police Department. The City of Detroit is a new participant in this years
grant.
4. The Oakland County award is $338,143 with a required local match of $338,142, the City of Pontiac
Police Department is $52.154 with a required local match of $52,154, the Farmington Hills Police
Department is $58,146 with a required local match of $58,145, the City of Detroit Police Department is
$50,162 with a required local match of $50,163, the Hazel Park Police Department is $50,463 with a
required local match of $50,464, and the Waterford Township Police Department is $55,752 with a
required local match of $55,752:
5. The County's required local match of $338,142 (50%) is available in the Sheriff's Investigative and
Forensic Services Departmental GFGP Transfer Out account (#788001).
6. The grant continues funding for five (5) SR FTE Deputy II positions (#'s 4030901-116270-06108,
06109, 06147, 06148, and 10898) and one (1) SR FTE Sergeant position (#4030901-116270-10333).
7. The Sheriffs Office total FY 2010 Budget for this program is $1,191,191, and has been increased for
the FY 2011 Adopted Budget to $1,209,640, which is equal to the total FY 2011 application budget
amount.
8. There is no need to supplement the grant award of the required matching funds for this grant with the
Sheriff Auto Theft Prevention - Forfeiture Deferred Revenue Funds,
9. In addition to the County match requirements, the County is expected to incur administrative and
support costs of $36,772 for FY 2011, which have been included in the FY 2011 Adopted Budget. This
grant does not allow for recovery of those costs.
10. The General Fund (#10100) and Special Revenue Fund (#27310) budgets are amended as follows:
