IN RE: HUMAN RESOURCES DEPARTMENT- FISCAL YEAR 2011 COLLECTIVE BARGAINING
AGREEMENT EXTENSION FOR EMPLOYEES REPRESENTED BY AMERICAN FEDERATION OF
STATE, COUNTY AND MUNICIPAL EMPLOYEES (AFSCME) COUNCIL 25
To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen .
WHEREAS the County of Oakland and AFSCME Council 25 have negotiated a collective
bargaining agreement extension for Fiscal Year 2011 for approximately four Board of Commissioner
employees. and
WHEREAS this agreement provides for a 1.5% wage aeLTUdSe 1-t-L..tive with the pay period
beginning September 25. 2010: and
WHEREAS this agreement provides that snould the salary rates for the general. non-represented
employee group be reduced less that 1.5%, members of this bargaining unit shall have their wages
affectea in a similar manner; and
WHEREAS this agreement provides that any retroactive amount shall be deducted from the
employee's first two pays following the execution of this agreement: and
WHEREAS the agreement has been reduced to writing in the form of a Memorandum of
Agreement: and
WHEREAS this agreement has been reviewed by your Human Resources Committee, which
recommends its approval.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners approves the proposed
Memorandum of Agreement between the County of Oakland and AFSCME Council 25 beginning the
period of October 2010, through September 30, 2011, and that the Board Chairperson, on behalf of the
County of Oakland. is authorized to execute said agreement as attached.
Chairperson. on behalf of the Human Resources Committee, move the adoption of the foregoing
resolution.

MEMORANDUM OF AGREEMENT
This agreement is entered into on this day of ,2010,
between the County of Oakland and the American Federation of State. County and Municipal
Employees (A.F.S.C.M.E.) Council 25 (Board of Commissioners Committee Coordinators).
The parties agree to extend the provisions of the 2004-2010 collective bargaining agreement
through September 30, 2011, with the following exception:
The bi-weekly salary schedule shall decrease by 1.5% effective with the pay period
beginning September 25, 2010. Should there be no wage reduction for the general. non -
represented employee group or should their salary rates be reduced by a percentage less than
1.5%, members of this bargaining unit shall have their wages affected in a similar manner.

This agreement provides that any retroactive amount shall be deducted from the

The collective bargaining agreement shall only be modified as indicated above.

COMMITTEE COORDINATORS)
TO THE OAKLAND CCUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee, has
reviewed the above referenced resolution, and finds:
1. The County of Oakland and the Amerdcan Federation of State, County
and Municipal Employees (AFSCME) Council 25, Bargaining Unit 028
with four (4) employees have negotiated an extension of the
current collective bargaining agreement for the period of October
1, 2010, through September 30, 2011.
2. The agreement provides fel- a 1.5W wage reduction for FY2011, which
totals approximately $4,383 (Salaries - $3,052; Fringe Benefits -
$1,331).
3. The FY2011 Adopted Budget incorporated the 1.5% Salary and 43.6t
Fringe Benefit reduction, therefore, no budget amendment is
recommended.
