To the Oakland County Board of Commissioners
Chairperson, Ladies and Gentlemen:
WHEREAS as a result of the current economic crisis faced by local governments, several Oakland
County municipalities have either eliminated their animal control function or plan to do so in the near
future; and
WHEREAS the Oakland County Animal Control Division currently provides animal control services to 39
municipalities and anticipates adding an estimated 22 more over the next three years; and
WHEREAS this reorganization allows the Animal Control Division to streamline its current operation to
expand its role and services without compromising the services it provides to the public; and
WHEREAS the Animal Control Division is requesting to purchase six (6) additional vehicles and increase
the budget for fuel and leased vehicles to accommodate the increase in activity estimated with expanding
services Countywide; and
WHEREAS the Animal Control Division will offset a portion of the reorganization costs by collecting dog
license fees from the additional municipalities; and
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the
proposed personnel actions for the Public Services Department/Animal Control Division as follows:
1. To delete one (1) full-time eligible GF/GP Office Assistant 11 (1070801-09183) effective January
29, 2011.
2. To decrease the salary of the Veterinarian Technician classification from $1,303.96 - $1,697.84
bi-weekly to $1,126.07 - $1,466.58 bi-weekly effective January 29, 2011.
3. To create three (3) full-time eligible GF/GP Animal Control Officer positions in the Road Unit
(1070810). One position effective March 10, 2012 and two positions effective June 2, 2012.
4. To create a new classification titled Animal Control Shelter Leader, overtime non-exempt in
bargaining unit 011 with a salary range of $1,103.96 $1,303.96 to $1,697.84 bi-weekly effective
January 29, 2011.
5. To create one (1) full-time eligible GF/GP Animal Control Shelter Leader position in the Animal
Control/Kennel Unit (1070805) effective January 29, 2011.
6. To create three (3) full-time non-eligible GF/GP 2,000 hour/year Animal Control Officer positions
in the Road Unit (1070810) effective January 29, 2011.
7. To create two (2) full-time non-eligible GF/GP 2,000 hour/year Office Assistant I positions in the
Administration Unit (1070801) effective January 29, 2011.

program.
BE IT FURTHER RESOLVED that the Oakland County Animal Control Division will increase its revenue
for the collection of dog license fees under the administrative-sale of licenses line item by $139,820 in
2011 FY, $209,738 in 2012 FY and $424,346 in 2013 FY. Revenue will decrease due to no contracts for
disposal in the amount of $33,410 for fiscal years 2011, 2012 and 2013 and no contracts for boarding in
the amount of $50,720 for fiscal years 2011, 2012 and 2013;

INTIODUCTION
Oakland County Animal Control Division was cre4ed when the first
state Animal Welfare Act was adopted in 1919. The Di nAsion provides
Animal Control and Sheltering services for 39 Oakland County
municipalities as mandated by law. In addition, the Div i sion provides
select services for additional Oakland County municipalities which
provide their own core Animal Control services but find it more cost
effective to contract for specialized services such as disposal, specimen
shipping and for some municipalities, sheltering.
Due to the current economic crisis faced by all state, county and
local governments several Oakland County municipalities have either
eliminated their Animal Control function or are contemplating
elimination. Oakland County Animal Control has been ipproached to
assume these operations county-wide. However, the cOunty is not
exempt from the same financial pressures as the local Municipalities and
to assume additional responsibilities either mandated or non-mandated
have both fiscal implications and impacts to the provisiOn of existing
services. Although the geography of the non-serviced communities is
compact and relatively small compared to the current geography served,
the south-end of the county is densely populated and t6e result of
assuming operations doubles the population that would, be served by the
Animal Control Division. Although doubling populationiserved does not
translate to doubling a budget or staffing it does require additional
resources.
The purpose of this plan is to outline the resource and financial
requirements of assuming Animal Control functions county-wide. With a
full understanding of all impacts, decision makers can than make an
informed decision on the request to expand county Animal Control
services.

«ACKGROUND
cince 2003, there has been a focused and concerted effort to bring the
Oakland County Animal Control Division, a mandated function, up to the
standards of other Oakland County functions and services. In addition t.
physical improvements, the Division adopted a Vision, Mission and Value
Statements.
The Mission is: To eliminate the euthanasia o dogs, cats and other
companion animals which are adoptable and/or treatable in Oakland
County. To promote the health, happiness and well-being of pets and
animals with the assistance of private, non-government01 funding, we do
this by providing:
• A humane shelter and
adoption center
• Homeless pet medical
care
• Pet Sterilization
• Adoption Events
• Pet Owner Education
• Immunization Clinics
• Foster Programs
• Pet Advocacy
Upgrades were maise in , z
technology and to the shelter facility; best practices in animal care,
business, management and services were incorporated While seeking cost
-fficiencies. Service delivery improvements were accomplished while the
budget was reduced. During this seven-year period the budget was
reduced from a high of $2.9 million to $2.3 million and staffing
reconfigurations were made:

During this same time, revenues remained constant while new
services/improvements were initiated including:
• Implementation of state of the art dispatch equipment,
• Web-based licensing system for resident convenience,
• Securing probono marketing assistance,
• Improved web presence,
• Shelter improvements:
o Installation of an in-house veterinarian clinic with surgical
suites,
o Paperless shelter software,
O Institution of outside kennels and an on-site dog
park/exercise
area,
o New stainless steel
cages,
o Expanded public-
friendly hours,
o Acceptance of
VISA/Master Card
for payment,
O Increased
volunteer participation for animals socia
exercise,
• Improved Animal Care:
O Increased re-homing efforts for homeless animals
including shelter events and participation in off-site

o Established the goal of becoming a no-killshelter for
healthy and treatable/manageable homeless animals.

As of 2009 the goal was met of adopting all healthy' dogs and cats and
treatable/manageable dogs.
During this same time, the Animal Control Division established
collaborations with Michigan Humane Society and the Michigan Pet Fund
Alliance (a statewide not for profit) to institute a spay/neuter program for
Oakland County low-income families to reduce the number of homeless
animals. Cost to the families are $20 per cat and as of July 2010 we have
sterilized 3700 animals and prevented the birth of over 15,000 unwanted
animals.
In 2010, the Division applied for and successfully receiVed a 2-year
foundation grant of $100,000 to begin to address the cbunty's feral cat
issue through a Trap/Neuter/Return program. This program will launch
the fall of 2010 with collaboration of the Michigan Pet Find Alliance and
All About Animals Spay/Neuter Clinic.

operation which has

CURRENT OPERATIONS
Oakland County Animal Contro :ade up o: two divisions:
• Oa land Pet Adoption Center, and
0 Oakland County Animal Control.
T ese divisions are mandated by Public Act. 339 of 1919, MCLA287.265,
MSA 12.515, acting in conjunction with the Oakland County Health
Department for anti-rabies prevention, the Oakland County Treasurer and
the Michigan Department of Agriculture for licensing and the Oakland
County Sheriff's Department for deputation. Within these two divisions
there are four units: Kennel, imimal Control, Administration and
Veterinarian.
The Administration Unit is responsible for running both the Animal
Control and the Oakland Pet Adoption Center operations and
management; the unit also provides interface with the Oakland Count
Board of Commissioners, county administration, local units of
government and other shelters and rescue groups in and around the
CO unty.

Center houses stray and
surrendered companion
animals that have been
impounded by the Animal
Control Unit or dropped off
by county residents. The
Shelter annually receives 9,000 to 10,000 animals. All animals brought
into the Center as stray are held from 4 to 7 business days to allow time
for owner identification. Once their stray time is up, every companion
animal is examined for health and temperament; animals that pass are
given their vaccinations, spayed or neutered and placed up for adoption
The staff of the Kennel Unit enters an electronic record for every animal
that enters the shelter from intake to adoption. They also sell dog
licenses, encourage adoptions, answer public questions over the phone
and in person and inform citizens of their options when it comes to

companion pets. The Kennel Unit also provides quarantine racnities for
dangerous animals, bite cases and other required quarantine situations.

full-time veterinary
technician and a few part-
time student vet techs.

homeless animals at the
shelter. The unit is also
responsible for finding
proper foster homes for
companion animals that
are too young, injured or
sick to be immediately
adopted by general
public.
The Animal Control Unit is made up of six full-time, one supervisor and
three part-time non-eligible deputized officers (each has received a
minimum of 100 hours of training as required by law) with nine vans;
each specially equipped to
provide animal control
services to 39
municipalities. Other
personnel included in this
unit are two full-time
dispatchers.
The unit s primary
functions are rabies
control and responding to
animal related citizen
complaints. Annually, they respond to over 1,000 anima bites reported
by residents. In addition, Animal Control enforces the Michigan State
Dog Law of 1919 and within that scope responds to over 8,500 annual
calls; is responsible for picking up stray dogs and livestock; investigatino
and prosecuting cases of animal cruelty; and inspecting andlicensing
boarding, breeding and training kennels within Oakland, County. The
Michigan State Dog Law also provides for this unit to conduct an annual
dog census every year, making sure the residents within our service area

comply with the law vaccinating their dog for rabies and procuring a dog
license every year to ensure that rabies outbreaks do not occur.
Mandated Services - The Animal Control Division is responsible for a
number of mandated services including:
Animal bite investigations under Michigan State Health Codes.
Deputies investigate and prepare reports on over 1000 bite cases
annually. Impounded animals are quarantined and observed over a
10-day period. If complications result the Health Department is
notified so they can respond to potential public health issues.
Sell, process and record the licensing of over 60,000 dogs which
are four months of age and older.
• Annually license and inspect the county's thirty-nine kennel
facilities (Breeding, Boarding and Training) and provide periodic
unscheduled reviews to insure compliance with the law and
adherence to standards for care, feeding and cleanliness.
• Impoundment (boarding, feeding and necessary medical attention)
of stray dogs running at large and attempt to reunite with the
owner. The owners of with identification - chips, tags and licenses
are contacted through telephone calls and if no response through
registered letter.
Impoundment (boarding, feeding and necessary medical attention)
of dogs molesting or killing livestock.
Implement the annual dog census. Annually visit over 15,000
county homes to insure dogs are licensed and current in their
rabies vaccinations.
• Impoundment (board, feed and provide necessary medical
attention) of livestock running at large and attempt to reunite with
the owner.
• Undertake investigations of reported animal cruelty (including
livestock), visiting the location, preparing reports, consulting
and/or including the services of a veterinarian. Prepare needed
reports to provide to the prosecutor to charge the individual.
Provide court testimony and expert witness when necessary.
• Provide the needed support and administration for Shelter
Operations and Enforcement.

• Provide reimbursement to the owners of any livestock killed by
stray dogs and recoup expenses from the owner of the dog(s).

Non-mandated services - The Animal Control Division provides a
number of non-mandates services which have been offered to both
improve the quality of life for residents and respond to requests and
demands. The non-mandated services include:
Pick-up stray and or nuance cats provide impoundment (board,
feeding and appropriate medical attention) and attempt to return to
owner.

Facilities & Staffing - Current Oakland County Animal Control consist of the
following:

Current shelter facilities are located on Brown Road in Auburn Hills. The
building was constructed in 1974 and was previously used by Michigan Humane
Society as a shelter before they moved to Rochester Hills, The main floor of the
shelter is 23,000 square feet. There is a lower level to the building which
previously housed the sheriff marine division but has been shuttered. The
shelter has
• 200 dog cages,
• 400 cat cages,
• 20 intake cages
• 20 dog and 12 cat quarantine cages
• 3 fully equipped surgical suites
• 1 examining room
• Animal recovery and sick bay
• 1 dispatch office
• 1 deputy office
• Deputy lockers
• 1 lunch room

EXPANDIO POTENTIALLY CHANGED SERVICES
Recognizing the fiscal constraints of all municipalities, a plan is proposed
that expands services to a larger geography and population and at the
same time reduces some non-mandated services to the entire service
area. Such an approach recognizes the fiscal responsibility of the county
for these services.
Additional Service Area & Population - Expansion of Animal Control Services
potentially includes adding 22 municipalities with an additional population of
530,432. The municipalities and their population are as follows:

The municipalities listed above, after recent cut-backs, employ fourteen
Animal Control Officers and operate seven hold/shelter facilities. Most of
the hold/shelter facilities are operated by the Animal Control Officers
however we are aware of at least three part-time staff people and of
course dozens of volunteers.
Services -All mandated services listed on pages 9 & 10 are proposed to
remain for the municipalities currently being serviced by the county and
the newly added areas to be serviced. However the following services
would be reduced or changed:
0 Cats would no longer be picked-up by Animal Control officers.
Cats would be accepted at the shelter.

• Eliminate the pick-up of injured wildlife
• Potential reduction of shelter hours to the public
• Delay in response to police assisted calls — restricted to response
only after police are on-site.
• Courier service delivery of rabies specimens totansing
• Possible eliminate of Feral Cat TRN program
• Provide only limited basis shelter quarantine of bite animals
• Limit owner requested euthanasia
• Limit owner "give-up", if necessary
• Animal Control Officer response to only calls for animals inside
living quarters to those with possible rabies exposure
• Limited assistance to citizens for court appearances
• Limited school/education presentations
• Limited shelter tours
• Increase use of volunteers at adoption events to reduce staff
• Involvement
Facilities & Staffing - It is anticipated that the assumption of Animal
Control responsibilities by the county for the areas currently served by
the local municipalities would occur over two fiscal years, FY 2011 and
FY 2012.
It is our estimate that 18 municipalities will be assumed the first year — FY2011.
The second year, FY2012, the other 4 municipalities would follow suit and use
the County for their Animal Control needs.
Increased staffing to accommodate the expansion includes:
• Three full-time Animal Control Officers
• Seven part-time non-eligible Animal Control Officers
• Creation of 1 Animal Shelter Leader
• Reclassification (downgrade of 1 existing Veterinarian
Technician position)
• Elimination of Office Assistant Position
• Creation of 2 Part-time Office Assistants
• Creation of 6 Summer Animal Census Workers ,
• Creation of 1 Part-time Animal Census Leader

All of the above staffing increases would be for the 2011 FY budget. The only
staff that comes into play later, 2012 FY, is the three (3) full-time Animal Control
Officers,
In order to keep costs to a minimum, part-time employees will be utilized at the
Shelter. Currently our staff cares for approximately 10,000 animals per year.
This number is expected to increase when the plan is fully actualized. In addition,
no additional funds have been included for migration and rationalization of
license records or pending prosecutions/legal matters.
There is a need for six vehicles for the additional officers and limited
vehicle equipment, The plan anticipates a single shelter currently located
on Brown Road. We will strive to find alternatives and hope that southend
communities may choose to keep one facility open for limited hold tirnes;
however no accommodation has been made in this plan to provide for staff to
feed and/or clean such a facility and would be the responsibility of the affected
communities.

Chairperson, Ladies and Gentlemen:
Pursuant to Rule XII-C of this Board, the Finance Committee has reviewed
the above-referenced resolution and finds:
1. Animal Control will offset a portion of the reorganization costs by
collecting dog license fees from the additional municipalities.
2. The annual savings from deletion of one (1) GF/GP (FTE) Office
Assistant II is ($63,367). Salaries ($36,215) and Fringe Benefits
($27,152).
3. The annual savings for the downgrade of one (1) Veterinary
Technician is ($8,535). Salaries ($6,013) and Fringe Benefits
($2,622).
4. The annual cost of three (3) GF/GP (FTE) Animal Control Officers (5-
yr. step) is $190,749. Salaries $117,240 and Fringe Benefits
$73,509.
5. The annual cost to create three (3) GF/GP (FTNE) (2,000 hrs) Animal
Control Officer positions is $129,535. Salaries $124,255 and Fringe
Benefits $5,280.
6. The annual cost to create one (1) FTNE (1 yr. step) Animal Control
Officer is $35,165. Salaries $33,731 and Fringe Benefits $1,434,
7. The annual cost of one (1) Animal Control Shelter Leader $71,822.
Salaries $44,144 and Fringe Benefits $27,678.
8. The annual cost to create one (1) PTNE Animal Census Leader (1,000
hrs.) is $12,622. Salaries $12,107 and Fringe Benefits $515,
9. The annual cost of two (2) FTNE (2,000 hour/year) GF/GP Office
Assistant I positions is $53,919. Salaries $52,720 and Fringe
benefits $2,198.
10. Funding will be appropriated in Non-departmental to fund six (6)
PTNE (520 hour/year) Summer Animal Census Leader positions
(Administrative Unit 1070801) effective January 29, 2011.
11. Operating Costs include the deputy supplies and the purchase of six
(6) vehicles.
12. The total program cost for FY 2011 is $340,235, offset by total
revenues of $55,690, for a net cost of $284,545.
13. The total program cost for FY 2012 is $445,093, offset by total
revenues of $125,608, for a net cost of $319,485.
14. The total program cost for FY 2013 is $555,139, offset by total
revenues of $340,216, for a net cost of $214,923,
15. The FY 2011, FY 2012, and FY 2013 Budget for the Animal Control
