HomeMy WebLinkAboutResolutions - 1977.07.07 - 105788079 MISCELLANEOUS RBOOLUrION July 7, 1977 7 RE: PUBLIC SERVICES COMMIITEE - Henry Hoot, Chairman IN RE: COMPREHENSIVE EMPLOYMENT & TRAINING ACT, FAMILY & CHILDREN SERVICES EX-OFFENDER CONTRACT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mt. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution No. 6546 applied for and was granted the designation by the U. S. Department of Labor of Prime Sponsor to administer the provisions of Title I of the Comprehensive EMployment and Training Act of 1973; and WHEREAS, Oakland County's C.E.T.A. Title I Grant Application has been filed and approved by the U. S. Department of Labor; and WHEREAS, the EMployment and Training Division recommends the termination of the Family and Children Services contract expiring June 30, with a 90-day close-out period ending September 30, 1977, and WHEREAS, the Public Services Cbmmittee has approved a 90-day extension of the contract with monthly review and monitoring by the Employment and Training Division, consistent with the reports described in the attached format (Exhibit I). These reports are to be submitted on the third business day of each month for 90 days beginning with the same report compiled as of June 30, 1977. WHEREAS, reimbursement will be contingent upon the receipt of these reports and all applications for training and all terminations for training as of June 30, 1977, forming a baseline of performance for the year ending June 30, 1977, and each subsequent month thereafter. These reports are also due on the third business day of each month, and WHEREAS, the salary ranges for all positions should not exceed the rates previously contracted for during Fiscal Yenr 1977, NOW, THEREFORE, BE IT RESOLVED that the contract for ex-offenders services be extended for the 90-day review period subject to the conditions of reporting described in Exhibit I and also subject to the minimum performance described in Exhibit II. The Public Services Committee, by Henry Hoot, Chairman, moves the adoption of the foregoing resolution. Persons enrolled in OJT positions who leave the employeritrainor either at the expiration of training or prior to completion to accept another unsubsidized position. This is not the specific intent of the OJT program but is an acceptable outcome. Other positive outcomes, specific lly intertitle transfer to other Manpower programs, return to school as a full-time student or entering Military service. These outcomes are not related to OJT success but itemized separately. Non-positive outcomes (moved fromi area, health/pregnancy, family care, transportation pdoblem, refused to continue, laid off, administrative separation, cannot locate, other) represents a return to the ranks of the unemployed and cannot exceed 25% of total terminations. Using cumulative statistics to date, the average cost of training per OJT contracted slot is 2,000 and the average OJT contract is for 1.5 persons or 1.5 x 2,000 = 3,000 per OJT contract.
