HomeMy WebLinkAboutResolutions - 1979.04.05 - 10611MISCELLANEOUS RESOLUTION 8912 April 5, 1979 BY: PUBLIC SERVICES COMMITTEE - Henry William Hoot, Chairman IN RE: Formation & Approval of Private Industry Council (PIC) Membership Under Title VII Private Sector Initiative Program (PSIP) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution No. 6546 applied for and was granted the designation as Prime Sponsor by the U.S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973; and WHEREAS, the CETA - Reenactment of 1978 created Title VII which identifies involvement in the private sector for CETA programs; and WHEREAS, the Private Industry Council (PIC) is part of that planning and design; and WHEREAS, the membership of the Private Industry Council is composed of members from all sectors of the community as required by the CETA Title VII regulations (Attachment A); and WHEREAS, the Prime Sponsor is not altering its position as referenced in the previous communique to the Public Services Committee on January 30, 1979 (Attachment B) but is requesting authority to form a council to comply with Department of Labor requirements to establish a PIC council for funding eligibility by April 30, 1979. NOW THEREFORE BE IT RESOLVED, that the Oakland County Board of Commissioners approve the formation of a Private Industry Council to conform to Federal requirements and that the membership as proposed in Attachment A be approved as submitted. The Public Services Committee by Henry William Hoot, Chairman, moves the adoption of the foregoing resolution. Small business and industry represents more than 50% of the council make up. MURPHY, COUNTY EXECUTIVE DATE: January 30, 1979 FROM: Harold McKay, Manager, .EMployment and Training Division TO : Henry William Hoot and MeMbers of the Public Services Committee RE : Cbmmdttee Report/Private Sector Initiative Program On January 18, 1979, the Etployment and Training Division received correspondence from the Department of Labor indicating that the application for the Private Sec- tor Initiative Program (PSIP) was due from 5th Region no later than January 25, 1979. Congress is currently debating the appropriation level of Title VII; there are-no appropriations available at this point in time. The planning level for this program is less than two hundred million dollars nationally. Based on past history, our percentage of funding for this program (based on the planned level) would be less than three hundred thousand dollars. Congress is currently debating reduction in this funding level. Based on verbal commitments from the Department of Labor, it is being requested that $25,000 be utilized from our Letter of Credit from other grants in order to develop an additional council and application. It is the prime sponsor's recommen- dation that the application be delayed until the funding level is announced. The decision not to use the planning funds from our current Letter of Credit will not exclude consideration for future funding. DEPLOYMENT AND TRAINING DIVISION RECOMENDATION It is the Eftployment and Training Division recommendation that application for the Private Sector Initiative Program be delayed until the specific funding level of the Title is identified, in order to avoid high administrative costs and reporting procedures for small grant allocations. Moved by Hoot supported by Lewand the resolution be amended as follows: "that the Council members be appointed by the Chairperson with the approval by the Board". A sufficient majority having voted therefor, the amendment carried.
