TITLE III HIRE II RECAPTURE OF FUNDS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners by Miscellaneous Resolution No. 6546 applied for and was granted the designation by the U.S. Department of Labor or Prime Sponsor to administer the provisions of Title I of the Comprehensive Employment and Training Act of 1973; and WHEREAS, HIRE II On-the-Job Training was directed at the Veteran population in Oakland County; and WHEREAS, HIRE II On-the-Job Training funds in the amount of $391,444 were approved by Miscellaneous Resolution No. 8498; and WHEREAS, additional funds in the amount of $391,444 were approved by Miscellaneous Resolution No. 8622, bringing the entire grant funding level to $782,888; and WHEREAS, a combination of events, (attachment A) including a delay in the start up of the program, in subcontracting of services, and the resultant hardship in obligating funds caused expenditures significantly below projected levels; and WHEREAS, the Department of Labor, in CETA Letter-of-Credit Number 16-01-5163, recaptured the additional $391,444 grant NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the recapture of funds by the Department of Labor in the amount of $391,444. TITLE III - HIRE II CHRONOLOGY - May 15, 1978 Notification fram Department of Labor of HIRE II funds availability in amount of $391,444. - May 19, 1978 Annual plan for HIRE II submitted fo Department of Labor - June 1, 1978 By Miscellaneous Resolution #8498, the Board of COmmissioners approves application for HIRE II funds in the amount of $391,444. - July 5, 1978 Notification from Department of Labor that HIRE II annual plan has been approved - start date of program is July 1, 1978, runs to September 30, 1979. - September 14, 1978 Department of Labor announces additional fund availability undPr HIRE II in the amount of $391,444 if application is delivered by September 22, 1978. - Septmeber 20, 1978 Nbdification #1 to the annual plan for HIRE II requesting additional funds in the amount of $391,444 is submitted. - September 21, 1978 By Miscellaneous Resolution #8622, the Board of Commissioners approves application for additional funds in the amount of $391,444, which would increase total funding level of HIRE II to $782,888. An amendment to the resolution, however, deletes Pontiac Business Institute as supportive services provider and establishes a competitive bid process for delivery of supportive services. - October 7, 1978 Advertisement for bids to deliver supportive services for HIRE II program appears in The Oakland Press - October 25, 1978 Modification #1 to the HIRE II annual plan is approved, increasing the HIRE II funding level to $782,888. - NoveMber 30, 1978 By Miscellaneous Resolution #8716, the Board of Commissioners approves the Pontiac Business Institute as deliverer of supportive services for the HIRE II Program; performance criteria for the HIRE II Program is also approved. - March 15, 1979 Notification form Department of Labor that HIRE II funds have been decreased by $391,444, returning total funding level of HIRE II to $391,444. - April 26, 1979 Notification from Department of Labor that period for obligation of HIRE II funds has been extended from March 31, 1979 to June 30, 1979.
