Miscellaneous Resolution 3090 August 9, 1979 MILK SERVICES COMMITTEE \u Ty Wi iam Hoot, Charm Dets BY: PUBLIC SERVICES COMMITTEE - Henry William Hoot, Chairman RE: AUDIT PERFORMED ON THE CITY OF WALLED LAKE TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No. 6546 applied for and was granted the designation as Prime Sponsor by the U. S. Department of Labor to admirkster the provisions of the Comprehensive Employment and Training Act of 1973; and WHEREAS on August 11, 1978 an audit conference was held with the City of Walled Lake and 30 days for corrective action was given; and WHEREAS on September 11, 1978 an extension was granted until October 1, 1978 because of the City being short of help (see Attachment A). NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners direct our staff to do an audit and lay out a procedure for the City of Walled Lake to account for its C.E.T.A. funds in the future. BE IT FURTHER RESOLVED that the Manager of the City of Walled Lake personally report back to the Public Services Committee in 30 days to either accept or reject the procedure established and to advise whether or not he desires to continue the program. City Clerk said she would phone when documentation was ready - never phoned. Auditor requested documentation. City Clerk asked for 1 week extension (11/10/78) and would phone when ready. 11/11/78 - 12/15/78: Auditor continued pursuit of documentation. Extensions requested and granted. Call to City Manager was not returned. 12/15/78: Auditor requested documentation - legal action alternative for non compliance. City Clerk said docutentation was in the mail. Documentation not adequate for substantiating questioned costs, Documentation consisted of two scribbled sheets and a note which stated "she simply doesn't have time to devote to this anymore." Amount still in question: $14,897.74 • nIL The following is a list of questioned costs by cost categories: Wages $ 3,756.42 Fringe Benefits 2,880.89 Administration 8,260.43 $ 14,897.74 #9090 August 9, 1979 Moved by Hoot supported by Murphy the resolution be adopted.
