IN RE : P.S.E. Waiver Request - C.E.T.A. Titles II-D and VI(Decetber 31, 1979)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution No. 6546 applied for and was granted the designation as Prime Sponsor
by the U. S. Department of Labor to administer the provisions of the Comprehensive
EtTployment and Training Act of 1973; and
WHEREAS Section 676.30 of C.E.T.A. Regulations allows Prime Sponsors
to apply to the Department of Labor for a temporary waiver of the 78-week
limitation of participation by P.S.E. participants in cases where severe hardship
has been encountered in transitioning these participants into unsubsidized
employment; and
WHEREAS eight (8) of the Prime Sponsor's subrecipients have indicated
to the Prime Sponsor that they are experiencing severe hardships in their
efforts to transition P.S.E. participants into unsubsidized employment
(Summary - Attachment A); and
WHEREAS these eight (8) sUbrecipients have requested the Prime
Sponsor to apply to the Department of Labor for a temporary waiver of the 78-week
limitation for 37 P.S.E. - participants scheduled to be terminated between
September 1, 1979 and December 31, 1979; and
WHEREAS the waiver application meets all of the criteria as defined
and approved by Miscellaneous Resolution NO. 9054.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the submission of the waiver application for
subrecipients identified in Attachment A for C.E.T.A. Titles II-D and VI to the
Department of Labor for their review and consideration for approval.
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners
be and is hereby authorized to execute said application.
The Public Services Committee, by Henry William Hoot, Chairman, moves
the adoption of the foregoing resolution.

Dear Mr. Roberts:
In accordance with Section 676.30 of the regulations, we are
requesting review and final approval of a temporary extension of the
78-week PSE limitation for 37 participants. The participants
represent 43% of all those who are affected by the 78-week PSE
limitation and scheduled to terminate on or before December 31, 1979.
We request this waiver for the following length(s) of time:

This waiver is necessary for the following reasons:
1. To allow subrecipients additional time to absorb their PSE
participants.
2. To allow time for additional referral and absorbtion into
private sector employment, through job development and
public-private sector cooperative efforts.
3. To allow time to enhance the employability of the PSE participants
through the following activities:
A. Employability Skills Workshops in "Job Seeking Skills"
and "Assertive Interviewing Techniques".
B. Enrollment and/or completion of training in relevant
career areas as referenced on the individual participants'
Employability Development Plan.

D. Currently, and in the near future, the pace of hiring in
both the public and private sectors will be somewhat slow.
The dramatic drop in auto sales is having an impact
on municipalities in that it directly affects the amount
of money municipalities receive from the State of Michigan
through shared sales tax returns. This, coupled with the
Headlee Tax Limitation Amendment, has greatly restricted
the ability of municipalities to maintain services, let
alone expand them. Therefore, there will not be the large
scale absorption of PSE participants on October 1, 1979
that we had planned for. Instead, we are now looking toward
a gradual but steady rate of absorption over the next twelve
months.
In the private sector the dominant employer is the auto
industry. As a one-industry labor market,-the occupational
opportunities in Oakland County (taking into account the
"ripple effect" of supplier and commercial firms dependent
upon the four (4) major auto companies) vary as a function
of auto/truck sales. There are three (3) salient factors
affecting the ability of the auto industry to hire right now:
1) Due to model year changeover, there is currently
a hiring freeze on almost all manufacturing
related positions with the four major auto
manufacturing firms.
2) The slow down in truck and large auto sales is
resulting in a reduced number of job opportunities
in a private sector. According to the Employers'
Association of Detroit, as of June 15, 1979, auto
sales are down 21% over the previous year. As a result
of slow auto sales, General Motors Corporation is
currently laying off 2,300 employees in the Prime
Sponsors' area; GMC Truck 4 Coach Division will be
laying off 1,300 employees and 1,000 employees will
be laid off at Pontiac Motor Division
3) The potential of a strike, should negotiations falter
between the auto manufacturers and the U.A.W., has
employers being very cautious about hiring additional
employees.
E. It must also be pointed out that many of this Prime Sponsors'
subrecipients are operating in areas of substantial unemployment,
and as a result, seventy-eight percent (78%) of the waivers being
requested are from subrecipients in these areas, as indicated
below:

2. Status of Transition Efforts
A. The Prime Sponsor has a written agreement with the Michigan
Employment Security Commission (4.E.S.C.) which affords
terminating PSE participants the opportunity to utilize
the services of M.E.S.C.'s Job Placement Department. This
service is available to participants thirty (30) days prior
to their scheduled termination date.
B. According to the M.E.S.C.'s Occupations in Demand listing —
(Attachment 2), the occupations in demand in the Prime Sponsor's —
area are:

Field Service Technician (Electronics)
C. The M.E.S.C. maintains records of the total number of job orders
received by their local employment offices. Since occupational
groupings used by the M.E.S.C. are not similar to those used in
section 1 (c) of this reports we areunable to report the number of
job openings received by the local employment offices for each of the
groups. The following information, taken from Attachment 3, reflects
the total number of job orders received by the two local M.E.S.C.offices
between January 1, 1979 and March 31, 1979:

D. The Prime Sponsor and its subrecipients employ twenty-four (24)
job developers that have the responsibility of placing PSE participants
into jobs. This figure does not include the job developers that
are employed by the local employment service, as they do not develop
jobs exclusively for PSE participants.
E. Employability Development Plans have been developed for
all of the PSE participants covered by the waiver request.
F. Of the 37 PSE participants covered by the waiver request,
8 were referred to unsubsidized jobs in the past three (3)
months (April 23, 1979 to July 23, 1979).
G. Oakland County, as Prime Sponsor, strongly encourages its
Subrecipients to allow PSE participants time off in order that
they may seek and hopefully secure unsubsidized employment.
As a result, this Prime Sponsor has a standing policy with its
subrecipients allowing reimbursement of time off granted for
this specific purpose.
H. The job placement component of the Prime Sponsor's PSE program
is organized in such a manner as to insure placement services on
an individualized basis for all termiating PSE participants.
Each job developer is assigned to work with a specific group of
PSE participants and is responsible for developing job opportunities
and encouraging his participants to pursue these opportunities. Each
of the ten (10) placement agencies funded by the Prime Sponsor has
one or more of its job developers so assigned. These agencies
freely exchange current job openings thereby affording PSE participants
a wide range of job potentials.

J. In addition to the individual career counseling that all PSE
participants receive, the Prime Sponsor is currently funding
one subrecipient to provide Employability Skills Training to
PSE participants in a group setting. It is estimated that
between 25% and 35% of the PSE participants covered by the
waiver request will be exposed to this training. The primary
areas covered are "Job Market Hunting Skills" and "Assertive
Interviewing Techniques". It is expected that this will
facilitate, initiate and accelerate the placement rate of those
PSE participants exposed to this training. An outline of
the curriculum being used in this seminar is attached for your
edification (Attachment 4).
3. Other Factors
A. All of the labor organizations representing participants
affected by this temporary extension have been notified of
the Prime Sponsors' intent to apply for waivers and been
given the opportunity to review the proposal. The responses
received from the unions have been overwhelmingly favorable.
All of the written responses received from the unions are
included as attachment S. The following list indicates the
affected unions in our area:

B. Oakland County, as Prime Sponsor, is firmly committed to
transitioning its PSE participants into unsubsidized employment,
and at no time have our job development efforts slackened. The
temporary extension would allow this Prime Sponsor to more success-
fully bring these transitioning efforts to fruition.
4. Transition Plan
SECTION A Description of groups to be waived and rationale
for the transition plan for each group.
Group A - is composed of clerical and office workers who have
skills which are readily transferable to the private sector.
The transition plan is to utilize intensive job placement
activities for the group.
Group B - is composed of one community service worker. The
transition plan calls for six (6) months of job development
efforts which should result in this individual being placed in
the private sector.
Group C - is composed of one participant in the teaching/instruction
field. A nine (9) month extension should allow time for sufficient
turnover to occur and thereby further insure the chances of absorption
by the subrecipient.
Group D - is composed of laborers and maintenance workers. The
transition plan for this group is to provide additional time for
skills development and job placement.
Group E - is composed of one participant in the uniformed services
category. The job outlook in this field is not very promising.
Therefore, the longest extension possible will be necessary. This will
allow maximum time for absorption and/or job development efforts.
Group F - is composed of professional and technical personnel. The
extension for this group will increase the possibility of some of
them being absorbed. It will also allow for additional training and
skills development for those who will not be absorbed. This additional -
training should insure that job development efforts will be successful
for this group.
Groups G thru J - are all employees of the City of Pontiac.
In accordance with provisions of local collective bargaining
unit agreements, the City of Pontiac has no other option
possible with regard to separation of union CETA employees
other than to use the contractual mandate of seniority as the
principal governing factor for these employees. In conjunction
with this principle, the lower seniority union CETA personnel
who have not positively terminated in each quarter of FY .T..80
would have to be laid off first should the target figures not
be met each quarter.
Group G -to be granted a three (3) month extension. This
transition plan will allow additional time for absorption and/
or job developing.

Section C I) It is estimated that 30 participants will be referred
to job interviews after the waiver is granted. The
remaining 7 participants will not have to be referred
to job interviews as we are certain that these partici-
pants will be absorbed into unsubsidized positions by
their current employers.
2) Employability Development Plans have been prepared
on all PSE participants for whom a waiver is being
requested.
3) Estimated number of PSE participants for whom a waiver
has been requested that we expect to place in:

4) All participants that are granted a waiver will receive
individualized counseling and job placement assistance.
In addition, they will have the services of the M.E.S.C.
office available to them. The Prime Sponsor is confident
that the job development efforts which will be expended
for these individuals will be aggressive and successful.
For a more detailed explanation of the job search
assistance which will be available, please refer to
sections 2(D), 2(G), 2(H), 2 (3).
5) If a waiver is granted, all affected participants
will be notified of their rescheduled termination
date. In most instances, this will be done via a
letter delivered to the participant by his/her
supervisor. The remaining subrecipients intend to
inform the participant of this extension verbally.
Section D Oakland County, as the Prime Sponsor, assures that if it
is unable to satisfy this plan for a particular quarter
_through transition, transfer efforts and normal attrition
the participants shall be terminated from those specified
groups in the plan.

6. Comments and Recommendations of The Mdnpower Planning Council
Due to a serious time shortage, it was the Prime Sponsors" decision
to submit this request prior to receiving the recommendations of
the Manpower Planning Council. This request is scheduled to be
presented to our Planning Council on August 29, 1979.
At that time we will forward their written recommendations as well
as any additional comments received from labor organizations and
the general public.
PUBLIC NOTICE
OAKLAND COUNTY
EMPLOYMENT AND TRAINING DIVISION
The Oakland County Employment and Training Division is planning
to apply to the U.S. Department of Labor for a temporary waiver
of the 78-week participation limitation for 37 of its Public
Service Employees who are scheduled to be terminated between
September 1, 1979 and December 31, 1979. The waiver application
that is to be submitted requests the following revised termination
schedule:
5 Clerical/Office Workers to be granted a 3 month extension.
1 Community Service Worker to be granted a 6 month extension.
1 Teaching/Instructional employee to be granted a 9 month
extension.
4 Laborers/Maintenance Workers to be granted a 9 month extension.
1 Uniformed Services employee to be granted a 12 month extension.
4 Professional/Technical employeess to be granted a 12 month
extension.
P.S.E. participants employed at the City of Pontiac will be terminated
by seniority; the:least senior employees being terminated first
according to the following schedule:
5 participants to be granted a 3 month extension.
S additional participants to be granted a 6 month extension.
5 additional participants to be granted a 9 month extension.
6 additional participants to be granted a 12 month extension.
This temporary waiver proposal will be available for public review
and comment from Friday, August 10, 1979 through Sunday, August 19, 1979,
from 8:30 A.M. until 4:30 P.M. Monday through Friday at the following
