RE: PROBATE COURT 1986 SANCTUARY FUNDING/1986 DISBURSEMENT AGREEMENT
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, The Sanctuary provides shelter, counseling and crisis inter-
vention services for runaway youth; and
WHEREAS, The Health and Human SERVICES Committee recommends that the
work of The Sanctuary continue to be supported in part by Oakland County; and
WHEREAS, The Oakland County Board of Commissioners has previously ap-
proved inclusion of $9,999 in the 1986 budget for support of The Sanctuary's
programs;
NOW, THEREFORE, BE IT RESOLVED, That the Oakland County Board of Commis-
sioners authorize disbursement of up to $9,999 to The Sanctuary, in accord-
ance with the attached agreement between The Sanctuary and the Oakland County
Probate Court, with the understanding that the rate may be changed to re-
flect changed costs of operations.

AGREEMENT
PROBATE COURT
COUNTY OF OAKLAND
THIS AGREEMENT is between the PROBATE COURT for the COUNTY OF OAKLAND,
hereinafter called "COURT" and THE SANCTUARY, situated at 1222 South Washington,
Royal Oak, Michigan
WHEREAS, THE SANCTUARY, a community-based, private, non-profit, licensed'
child care institution, exists to provide shelter and counseling to young people
in crisis. While services , are targeted to Oakland County residents, THE SANCTUARY
will serve any youth who meets their eligibility requirements.
THE SANCTUARY seeks to provide a voluntary community-based program for
runaways and young people in crisis. THE SANCTUARY'S primary goals include
preventing court involvement of youth and reconciling young people and their
families. Services are provided without cost to families and include emergency
shelter care for up to fifteen days (with parental consent), daily group counsel-
ing, individual and family counseling, foster home care, and information and re-
ferral.
WHEREAS, The Board of Commissioners is supportive of THE SANCTUARY'S
service availability to Oakland County residents, has a history of support for
THE SANCTUARY'S program and has allocated funds not to exceed $9,999, to be
disseminated through the COURT,
IT IS HEREBY AGREED THAT The COURT, its Status Offender Program, and Youth
Assistance caseworkers, will make referrals to THE SANCTUARY, as appropriate.

THE SANCTUARY shall be reimbursed at the rate of $30.75 per day, per
child that has been referred by the Oakland County Juvenile Court 'programs,
up to $9,999 during the County budget period. This rate is applicable regard-
less of the client's wardship status. This reimbursement shall be effective
at the beginning of the County budget year (January 1, 1986)
THE SANCTUARY maintains the right to determine eligibility of clients
for its program and to terminate clients from services if deemed necessary.
IT IS recognized that THE SANCTUARY will continue to provide services
to clients referred by Oakland County Juvenile Court if the $9,999 available
for payment is exhausted.
IN WITNESS WHEREOF, The parties hereto have executed this agreement on
the day and date indicated below.
