IN RE: COMMUNITY DEVELOPMENT DIVISION - DESIGNATION OF TARGET
CONIMUNITIES FOR THE 1986 COMMERCIAL ASSISTANCE PROGRAM (CAP)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Oakland County has been a recipient of Community Development Block
Grant funds from the U.S. Department of Housing and Urban Development since 1974 and has
operated a residential rehabilitation program since 1976; and
WHEREAS the County of Oakland by Miscellaneous Resolution 1182283 of September
21, 1982 adopted the basic concept of utilizing Community Development Block Grant funds to
leverage private financial resources for the rehabilitation of residential and commercial
property; and
WHEREAS the County of Oakland by Miscellaneous Resolution 1183034 of February
24, 1983 approved the creation of a commercial rehabilitation financing program with
Community Development Block Grant funds and authorized the Community Development
Division to solicit lenders for a financial leveraging agreement; and
WHEREAS the County of Oakland by Miscellaneous Resolution #84239 of August 30,
1984, and amended by Miscellaneous Resolution 1185159, of May 23, 1985, approved the
Rehabilitation Leveraging Agreement with Manufacturers National Bank of Detroit for a
program of financing commercial property rehabilitation; and
WHEREAS the County of Oakland by Miscellaneous Resolution /185308 of October 24,
1985 adopted the 1986 Commercial Assistance Program (CAP) Guidelines; and
WHERE AS 10 of the 48 communities participating in the County's Community
Development Block Grant program through Miscellaneous Resolution 1/84211 of July 26, 1984
submitted proposals to participate with the County in the 1986 Commercial Assistance
Program (CAP); and
WHEREAS Miscellaneous Resolution #85308 authorized the Oakland County
Community Development Division to utilize the approved community evaluation criteria to
select, with approval of the Oakland County Board of Commissioners, the 1986 CAP Target
Communities; and
WHEREAS the CAP Review Team comprised of representatives from the Economic
Development Group, Community Development Division and 1985 CAP communities has
conducted community field visits and scored communities according to the evaluation criteria
approved in Miscellaneous Resolution 1/85303, and ranked the communities by score (attached);
and
WHEREAS the Oakland County Community Development Division has recommended
designation of the top ranking six communities as the 1986 CAP Target Communities with
appropriate proportional funding as stated in Miscellaneous Resolution 1/85308 describing the
three step funding allocation formula; and

WHEREAS the U.S. Department of Housing and Urban Development has advised the
Oakland County Community Development Division to use a thirty-one percent (31%) reduction
factor of the 1985 Community Development Block Grant funding allocation as a planning
number for the 1986 Community Development Block Grant funding level; and
WHEREAS the original 1986 CAP funding level of $350,000 authorized by
Miscellaneous Resolution 1185308 would need to be reduced for planning purposes to $241,500
with an additional amount of $63,037 of 1985 earned interest program income on the CAP
lump sum deposit account at Manufacturers Bank being added back resulting in a planning total
of $304,537 for the 1986 CAP program; and
WHEREAS the Community Development Advisory Council has recommended approval
by an 8-1 vote of the top ranking six communities for designation as 1986 CAP Target
Communities, as specified in the attachment.--
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves the Commercial Assistance Program (CAP) Review Team's scores and
ranking as presented in the attachment and in accordance with Miscellaneous Resolution
#85308, hereby designates the City of Rochester, City of Berkley, City of Keego Harbor, City
of Farmington, Springfield Township and the City of Madison Heights as the 1986 CAP Target
Communities.
BE IT FURTHER RESOLVED that the planned 1986 CAP funding allocation of
$350,000 be reduced by the actual HUD percent of the 1936 budget cut and then supplemented
by the $63,037 in CAP earned lump sum deposit interest income to arrive at a 1986 CAP
funding level not to exceed $350,000 to be proportionally distributed among the 1986 CAP
communities in accordance with Miscellaneous Resolution #85308.
Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of
the foregoing resolution.

COMMUNITY SCORES
Part I: (MINIMUM ELIGIBILITY REQUIREMENTS)
All of the communities" applications were reviewed by the CAP Coordinator. It was
determined that all ten applicant communities met the 10 minimum eligibility criteria.
Part II: SCORING - Each eligible community had the opportunity to receive a
final score of five hundred (500). The scoring was divided into two (2) categories:
A. Written Application

B. Field Visit

A. Written Application The applications were evaluated and scored by the Oakland
County CAP Review Team comprised of staff from Community Development (Susan
Affleck-Childs, CAP Coordinator and Jim Dennis, CAP Architect) and the Economic
Development Group (Dan Hunter and Sam Minnitte). Ten (10) selection criteria were
scored for a total of 400 points. The ten (10) criteria are:
Comprehensiveness of the Commercial Revitalization Program (80 Points)
• Potential for Commercial Development and Investment
Community Need/CDBG Eligibility
Local Government Commitment
Availability of other Financial Resources
Involvement of Civic, Community and Business Organizations
Historical/Architectural Significance of Buildings
Design Review Experience
Inter-governmental Approach
Potential for New Employment Opportunities

The communities' responses to a single criterion were read and scored by an individual
member of the Oakland County CAP Review Team. The County reader for each criterion
scored the applications by comparing communities' responses to each other.
The CAP Coordinator tallied each community's score on all ten (10) criteria to calculate an
overall score for their written application.
B. FIELD VISIT A two hour field visit was made to all ten (10) applicant communities
between January 17 and January 24, 1986. The purpose of the field visit was to allow
the community an opportunity to demonstrate "in person" how it met the selection
criteria, and describe its' plans for commercial revitalization. The CAP Field Review
Team was comprised of three representatives from the 1985 CAP Target
Com munities:
• Gloria Robinson, Economic Development Specialist, City of Hazel Park
• Bruce Potthoff, Village Manager, Village of Milford
• Don Winglernire, downtown property and business owner, Chairman of the Holly
Downtown Development Authority
The CAP Coordinator attended all field visits but did not participate in the scoring. Robert
Terry, Director of the Michigan Main Street Program, served as an advisor to the team and
attended the first two field visits.
After the field visit, each individual Field Review Team member consulted their field notes
and determined a preliminary score based on the community's actual demonstration of:
• participation by various groups/organizations involved in the commercial
revitalization program (20 Points)
• interest in CAP financing as expressed by prospective borrowers (20 Points)
• commitment of local elected and appointed government officials (20 Points)
• quality, initiative, thoroughness and energy of the field presentation considering
the community's staff and size (20 Points)
• comprehensiveness of the community's revitalization program (20 Points)
After all ten (10) field visits had been completed, the CAP Field Review Team reconvened
(1-23-86) to discuss the visits and reconcile their scores. A single score for each
community's field visit was issued by the Field Review Team.
FINAL SCORE - Upon completion of the scoring of the written applications and the field
visits, the CAP Coordinator tallied the final scores and ranked them accordingly. (See chart
below)
