HomeMy WebLinkAboutResolutions - 1986.03.26 - 10713Miscellaneous Resolution # 86075, March 27, 1986 By: HEALTH AND HUMAN SERVICES COMMITTEE—Nancy Mcconnell, Chairperson In Re; HEALTH DIVISION—OPPOSITION TO MICHIGAN ASSOCIATION FOR LOCAL PUBLIC HEALTH FUNDING PROPOSAL TO THE OAKLAND COUNTY BOARD OF' COMMISSIONERS Mr. Chairperson, Ladies, and Gentlemen: WHEREAS the Michigan Association for Local Public Health (MALPH) was established in August 1985 and initially funded by an appropriation from the State Legislature and is recognized as the organization representing local public health departments in dealings with the Michigan Department of Public Health; and WHEREAS, recognizing the need for legislative liaison between the local public health agencies and the Department of Public Health, Oakland County joined the membership of MALPII; and WHEREAS MALPH has determined that it requires an initial annual budget of $150,000 and has proposed a funding method to support the organization which would skim 1% of the Cost-Sharing Funds from each County prior to distribution of these funds from the State; and WHEREAS under this method Oakland County's annual membership fee would be $19,882; Wayne County's would be $1,849; Macomb's would be $7,254; Genesee's would be $7,374; Saginaw's would be $5,920; and some Counties would pay either a minimal amount of several hundred dollars and in some cases nothing; and WHEREAS MALPH has as its basic espoused philosophy that the association is to represent the views of local public health agencies in an equal manner and that each local health department has an equal voice and vote on the Board of Directors, but MALPH has further erroneously contended that this proposed funding method equally distributes the financial support of the organization. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners does hereby vigorously oppose the MALPH proposed funding method of 1% of Cost-Sharing Funds as being grossly unfair to Oakland County. ee lth and' Human Services Committee I HEREBY APPROVE THE FOREGOING RESOLUTION P.4 Date Dards' T. mutp4; County v BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners opposes any funding which automatically siphons money from the Counties and thus makes participation in this or any other voluntary organization mandated by manipulation of the Counties' funding sources. BE IT FURTHER RESOLVED that certified copies of this resolution be immediately forwarded to Oakland County Legislators, the County's Legislative Agent, MALPH, the Michigan Association of Counties, and to Dr. Gloria Smith, Director of the Michigan Department of Public Health. RE.-.3, MATERIAL INTRODUCTION:. The Michigan Association for Local Public 'Health was officially formed on August 22, 1985, and has been recognized via a letter from Dr. Gloria Smith to Don Laf- ferty, President of MALPH, as the organization representing local public health depart.e . ments in dealings with the Mi .chigan Department of Public . Health. - The Finance 'Committee of MALPH has been charged with developing the first year bud- get for MALPH and with developing a means of financing MALPH during the first and sub- sequent years. The Finance Committee consim..s of Bob Scranton, Health Officer, Livingston County; John Plowman, Chairperson, Shiawassee County Board of Health; G. Jane Marsh, Chairperson, Kent County Board of Health; Chuck Newell, Health Officer, Shiawassee County health. De- .partment; and Kent L. Gray, Health Officer, Central. Michigan District Health Department. The Finance Committee looked at a number of funding formulas that involved fees for member departments, separate state appropriations, cost sharing and several other alter- natives, The Committee has recommended to the Executive Council and to the Board of Directors . of MALPH that the organization be funded from the cost sharing line item within the Michi- gan Department of Public Health Budget. The Michigan Michigan Association for Local Public Health has as its basiVphilosophy that the associon is to represent the views of local public health agencies in an equal manner . The proposal being recommended by the Finance Committee does that and it does it in a manner that will not adversely affect the financial operation of any of the local health _departments. , - The Finance Committee recommends that the Michigan Department of:Pnblic Health dis- tribute up to 1% of the cost sharing line item in its 1985-86 budget to MALPE prior to distribution of any other cost sharing funds. (This, of course, would be done on the ba- sis of submission of a budget and budget justification to MDPE. Tentative budget for MALPH $151,742.) The following chart shows the impact on the total cost sharing line item by funding MALPH in the aforementioned manner for 1985-86. - 1984-85 Cost Sharing 1 985-86 Cos- Sh---nr, 1 98=-86 Cost Sharing After 1i4:7 16,888,700 18,206,500 18,05 ,4,758 Because of this increase in cost sharing, the following conditions will exist. 1. Even with the funding of MAIPTI every local health department has the oppcmunity of receiving more money from cost sharing in 1986 than they did in 1985. (Because of changes in local bases, there is no guarantee that every department will gain because cost sharing is increased, but this would be true regardless of whether MALPH was funded from this line .item or not.) - 2. By funding MALPE it this manner, the costs of MALPB are borne equally by all the local health departments, which is consistent with the equal jurisdiction representation. 3. An adequate financial base is.established to make MAIPE an effective ongoing or- ganization thereby enabling MALPH to acquire a quality Executive Director and operate the association for the benefit of local public health. 4. The amount of money from the cost sharing line item for the support of MALPH for 1985 -86 represents less than 8/10 of 1% which means that 89Z of the increase of funds gain, between last fiscal year and this fiscal yearwill be distributed to local departments. 5. This method of handling cost sharing funds is exactly the same as that currently being used for the public health code 1% education and training funding. 6. No local health department will be adversely affected by this means of financing.
