RE: BOARD OF COMMISSIONERS-ADOPTION OF CERTAIN CONGRESSIONAL
PROCEDURES
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the Congress of the United States has certain
rules aid procedures in conducting its business that could be
beneficial to county government if adopted; and
WHEREAS, one such procedure is permitting members of Congress
to speak for one minute on any topic before legislative business
begins; and
WHEREAS, another is limiting members to five minutes when
speaking on legislative business; and
WHEREAS, a third Congressional procedure that would be
desirable if applied to county garemment is the practice of
calling on speakers alternately by political party during debate
both in committees and on the floor; and
WHEREAS, still another is permitting a motion to discharge
a committee to be amended on the floor; and
WHEREAS, the application of these Congressional procedures
to county government would serve to improve the existing system.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners adopt the Congressional procedures contained
in this resolution.
BE IT FURTHER RESOLVED that copies of this resolution be
sent to members of the Michigan Congressional delegation.
Mr. Chairperson, I move the adoption of the foregoing resolution.
