IN RE: OAKLAND COUNTY SESQUICENTENNIAL VETERANS MEMORIAL GARDEN
PROJECT GRANT APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, no appropriate recognition of the veterans from Oakland County
who have fought for their County and State is presently in existence; and
WHEREAS, since Michigan became a State in 1837 our men and women have
fought courageously in seven wars and one police action from this County; and
WHEREAS, the Oakland County Sesquicentennial Agency has deemed that a
memorial to these veterans is a suitable and appropriate project for Oakland
County's Sesquicentennial celebration; and
WHEREAS, consideration is being given to a memorial garden on the County
Service Center grounds as part of its Master Plan now being completed; and
WHEREAS, funding is available through the Michigan Department of Commerce,
and their "Yes 150 Grant Program," and the application for the proposed project
is consistent with the requirements of said program; and
WHEREAS, matching funds will be sought through the various veterans'
organizations in Oakland County, and through the proposed budget of the Oakland
County Sesquicentennial Agency.
NOW THEREFORE BE IT RESOLVED that the Oakland County Sesquicentennial
Agency, the coordinating agency for Oakland County and its more than one-million
residents and their Sesquicentennial celebration 1986-87, seek funding from the
"Yes 150 Grant Program" in the amount of $10,000, to offset a portion of the
costs for an Oakland County Veterans Memorial Sculpture Garden.
BE IT FURTHER RESOLVED that the Chairperson of the Oakland County
Board of Commissioners is authorized to sign this application.

SECTION 1 - PROJECT DESCRIPTION
The proposed project, a Veteran's Memorial Sculpture Garden, is to be completed by Fall 1987.

The tribute to the Veterans will impact all of Oakland County residents of whom there are one-
million plus. Additionally, those veterans who no longer live in Michigan, who are deceased
but have families who no longer live in the area, and those who live in other parts of Michigan
are emotionally and directly involved.
We also feel that this garden will be an educational project for students to learn of the wars
involved since the statehood of Michigan. This will be a history lesson depicted on the placque
within the garden area and at the statue site.
There are 8 different veterans' service organizations, of which there are 41 local groups.
Primarily this is a tribute to them and to the veterans who have died either in service or not.
Cooperation in the funding will be borne by these veterans organizations, the County of Oakland
through its appropriation to the Sesquicentennial Agency, through its donation of a site and
site preparation, landscaping and professional preparation. Letters of support are attached
and forthcoming as well.
It should be noted that nowhere in the County is such a tribute to our veterans erected,
despite the thousands of veterans who have served in the past 150 years in the 8 wars and police
actions of Michigan and the United States. This project is long overdue.

The County Service Center is centrally located, easily accessible to all, and the site chosen
is on the acres of sweeping lawn in front of the courthouse, on a knoll well treed and in close
easy proximity to a parking area. Every effort will be made to make the garden available to the
handicapped with dignity. All Sesquicentennial efforts in Oakland County are likewise
accessible to all with dignity. This is a prime consideration which we hope will educate
committees in the future to include this important, vital accessibility in all planning stages
whatever the event or project.
Prioritized will be the students of Oakland Schools wherein there are no classes or study in
Michigan history! Like our popular mini-art appreciation programs in the schools by volunteer
artists, we will prepare a mini-history (of Michigan) program utilizing the services of our
Historical Societies (27 in the Country). They will touch on the conflicts in which our
veterans have served, and arrangements will be made for future trips to the site. Many of our
students have never seen Arlington Cemetery and its tributes, or the battlefields of Gettysburg.
Our memorial will in no way compare, but will seek to open their minds to the history of
Michigan and its contribution to Peace.
The archives of Oakland County are stored at the Governor Wisner estate in Pontiac. The Pioneer
Society will research the background for the presentations to the students. This can also be
used by Sesquicentennial committee members as they speak to communities.
A site plan proposal is attached with the "garden" selected in red.
SECTION 2 - SERVICE AREA
Previously mentioned, the geographic area to be served is limitless, in as much as the world is
transient, and veterans and their families from all over the United States will want a quiet
moment of reflection at the site. Liken the proposed memorial to that of Arlington, or the
Veterans memorial in Washington. Wherever our fallen are remembered, people will seek out a
place at which to pay tribute and to reflect the losses of good men, and the bravery of good
men.
Primarily the tribute is to those who served from Oakland County. It is unknown how many were
involved at this writing, but as schools are involved in our project, as veterans organizations
participate, as history groups are requested to research the numbers involved, these questions
will be answered and will be an integral part of the learning process that will evolve as we
continue to grow with this project.
SECTION 3- MICHIGAN FIRMS (AND ORGANIZATIONS)
This project being unique, the main firms involved will be local foundries for the casting of
the sculpture, Michigan artists will enter the competition and though but one will be awarded
the design, all will receive publicity with an exhibit of the maquettes at the County Galleria
atrium.
It is well estimated that costs for casting and preparation of the sculpture, if bronze, will
be in the area of $7,000, the Sesquicentennial Agency (Oakland County) contribution. A placque
detailing the history and the agencies who contributed will cost an additional $700, the total
$7,700 being the line item "Special Projects" of the OCSA.

It is assumed that most grants applied for will speak to Michigan businesses, and though that is
of utmost importance, this project salutes our fine artists who often are not considered in a
business-like attitude but that of hobbyists, a sad commentary. We are lightyears behind Europe
who consider the artist as the finest of professionals.
SECTION 4- ADMINISTRATIVE PLAN
The administrative work will be performed by the Oak. Co. Sesquicentennial Agency's Executive
Committee working in concert with the Oak. Co. Cultural Council in as much as the latter has
considerable expertise in the choice and administration of a sculptural project.
The site plan will be executed by the Planning Department of the County with a Landscape
Architect submitting the plans to the Planning & Building Committee of the Board of
Commissioners. It will then be approved by the Board of Commissioners and be part of the Master
Plan proposed budget. Professional grounds department will carry out the plantings, benches,
and landscaping. The site plan will be sent to all participants in the funding process,
including the Michigan Sesquicentennial Agency and the Veterans organizations.
Attached qualifications and pertinent experience of directly involved persons is attached.
Documentation will be in compliance with the local governmental requirements, but additionally
the public information departments will be involved to see that the project is well publicized
and photographed. Copies of these releases and clips will be included in our final
documentation to the State.

Major project for which we request these funds is the completion of a sculpture garden on
the County Service Center grounds as a memorial to the veterans of the eight wars or polin
actions that have taken place since Michigan became a State in-1837. This would be a men- 6/86 10/87
orial garden to the veterans of Oakland County. None other is in the county and it is a
tribute long overdue. The County will donate the site and its plantings and landscaping
will be done by a landscape architect. Funds available through this grant and local parti-
cipation will provide a monument/sculpture (by a Michigan sculptor), A bronze placque
describing the tribute with appropriate recognition to the Mgan Sesquicentennial cele-
bration will be part of the presentation. The area will have a handicap accessible walk,
be near parking, and will also have county-provided benches for seating within the garden area.

Pending approval of the Board of Commissioners and the Executive Board of the Sesquicentennial Agency n proposed prolect
for the County Sesquicentennial contribution is a Veterans Memorial Garden on the County grounds. Since the State of
Michigan achieved its statehood, its men and women have fought in eight wars and/or police actions. Nowhere in Oakland
County are these veterans honored as a group.
Plan A would seek funding from grants and veterans groups for a statue or sculpture within a landscaped setting. It is
suggested that the artwork be that of an Oakland County artist, chosen through competition.
Plan B would incorporate a memorial garden setting with a suitable placque with future planning for the statue/sculpture
when funds were available.
, As office of communication, a newsletter of what each community is doing for their celebration will be a major part of
the budget above.
