IN RE: EMERGENCY MEDICAL SERVICES GRANT CONTINUATION APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
The Finance Committee has reviewed the subject Emergency Medical
Services Grant and finds:
1) The subject Grant is a part of the Southeastern Michigan
Council on Emergency Medical Services Grant application to the De-
partment of Health, Education and Welfare for the purpose of Implement-
ing the Oakland County EMS Plan,
2) The Grant covers the period from July 1, 1979 through June 30,
1980,
3) Composed entirely of Federal Funds, the total Grant being
applied for is $44,900, of which $23,600 is for Communications, $13,000
for Medical Control, and $8,300 for Training as per the attached budget,
4) Application or acceptance of the subject Grant does not obligate
the County to future commitment,
5) There is no assurance that Federal funding will be continued
beyond June 30, 1980.
The Finance Committee, by Dennis L. Murphy, recommends acceptance of
the foregoing report and referral of the information contained therein to
the Public Services Committee in accordance with Miscellaneous Resolution
#8145 - Federal and State Grants Procedures.

IN RE: SUBMISSION OF EMS 1204-1 GRANT APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution #6713 has established the Emergency Medical Services Council to plan,
coordinate and advise regarding EMS activities in Oakland County; and
WHEREAS the Oakland County Boardof Commissioners per Miscellaneous
Resolutions #8421 and #8623 has accepted $230,460 as Oakland County's share of
1203-1 and 1203-II funds; and
WHEREAS the Southeastern Michigan Council on Emergency Medical Services
is submitting a grant application to the Department of Health, Education and
Welfare for 1204-1 funds for the period of July 1, 1979 through June 30, 1980;
and
WHEREAS the EMS Council has reviewed the attached budget for $44,900
which does not require any County funds and recommends the submission of the
budget as part of the Southeastern Michigan Council on Emergency Medical Services
grant application to the Department of Health, Education and Welfare for 1204-1
EMS funding; and
WHEREAS this application is consistent with Oakland County's multi-year
EMS Plan as adopted by the Oakland County Board of Commissioners through Miscel-
laneous Resolution #7244.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorize the filing of an application to the Department of Health, Education and
Welfare for 1204-1 funds as part of the Southeastern Michigan Regional grant
application consistent with the attached program summary and budget; and
BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners
is authorized to sign application; and
BE IT FURTHER RESOLVED that the EMS/Disaster Control Staff and the Council
will provide written quarterly reports to the Public Services Committee.
The Public Services Committee, by Henry William Hoot, Chairman, moves the
adoption of the foregoing resolution.

IN RE . EMERGENCY MEDICAL SERVICE PLAN AND GRANT APPLICATION
TO THE OAKLAND COUNTYBOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
WHEREAS, the Oakland County Board of Commissioners by Miscellaneous
Resolution #6713 established a sixty-member Emergency Medical Service
Planning Council; and
WHEREAS, the Oakland County Board of Commissioners by Miscellaneous
Resolution #6786 appropriated the sum of $40,000 to establish the Emergency
Medical Service Division;... and
-WHEREAS, the Oakland County Board of Commissioners Charged. the
-
Council andAhe-staff withl.the responsibility-of preparing an Emergency
,
- -WHEREAS; such a plan has been prepared and recommended by the County
Executive and. the Emergency Medical Service's Planning Council; and
_
WHEREAS, the proposed E.M.S. plan, in part, recommends the filing of
-
a Grant Application with the Department of Health, Education and Welfare for

the purpose of implementing phase one of the E.M.S. plan; and
WHEREAS, the actions recommended in this resolution have been
concurred with by -the Public Services and Human Resources Committees.
.NOW,THEREFORE,:BE RESOLVED that the Finance Committee recommends
to the Oakland County Board of Commissioners the adoption of the Oakland
County Emergency Medical Service plan; and
BE IT'FURTHER RESOLVED that the Oakland County Board of Commissioners
authorizes the County Executive to file a Grant Application with the Department
of Health, Education and Welfare for the purposes of securing implementation
funds for phase one of the E.M.S. plan.
The Finance Committee, by Richard R. Wilcox, Chairman, moves the
adoption of the foregoing resolution.
