Fiscal Year 1979 Summer Youth Plan TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairman, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution #6546 applied for and was granted the designation as Prime Sponsor by the U. S. Department of Labor to administer the provisions of the Comprehensive Employment and Training Act of 1973; and WHEREAS the Department of Labor has required C.E.T.A. Prime Sponsor to immediately submit a "short form" plan for the Fiscal Year 1979 Summer Youth Plan. This plan to be modified in April to include an expanded summary of all activities for the Summer Youth Program; and WHEREAS this "short form" plan allows the limited use of carry-over Summer Youth funds from fiscal year 1978 for the preparation of the summer pro- grams as approved by the Department of Labor in an amount not to exceed $107,174. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commis- sioners authorize the funding of the CETA Fiscal Year 1979 short form Summer Youth Plan consistent with the attached program summary and budget. BE IT FURTHER RESOLVED that a quarterly written report for review of performance objectives will be submitted to the Public Services Committee of the Oakland County Board of Commissioners. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to sign said contracts for an amount not to exceed that indicated in the attached budgets. Sincerely, (Chief Elected Official or Authorized Prime Sponsor Representative) Enclosure .1 "lb • I . . . 1979' SUMNER 'yOUTH PROGRA.11 VARRATIVE STATEMENT The purpose of the 1979 Summer Youth Program (SYP) is to provide eligible youth with useful work and suffici ,ent basic education and institutional training or on—the—job training to assist these youth to develop their maximum occupational paten tial and to obtain employment not subsidized under the Compre- hensive Employment and Training Act (CETA). The prime sponsor agrees that funds expende-d under this plan will be used solely for planning and design functions for the 1979 Sunnier Youth Program and expended consistentwith the provisions of 29 CPR 98.12 and the final rules Summer Program for Economically Disadvantaged Youth (SPEDY) issued on 5/19/78, except the provision that limits activities chargeable to administrative costs only under 29 CFR 97.17 Startup of Program, shall not apply. The prime sponsor is authorized to expend summer funds for the purposes described below. 1. Development of the summer plan; 2. Publication and clearance of the plan; 3. Hiring of planners, worksite developers, intake specialists etc.; 4. Worksite development; 5. Recruitment, intake, and selection of participants (Participants may not receive compensation for participation prior to the close of school); 6. Arrangements for supportive services; 7. Dissemination of program information, including orientation; 8. Development of coordination between schools and other services; 9. Staff training; and 10. Other activities (with the approval of the RA) that may be characterized as planning and design but not program operations. These activities shall be described on an attached. sheet (s) to this plan. Administration Client Services $ 16,000 91,174 $107,174 OAKLAND COUNTY PUBLIC SERVICES DEPARTMENT EMPLOYMENT AND TRAINING DIVISION SUMMER PROGRAM FOR ECONOMICALLY DISADVANTAGED YOUTH FY-1979 SUMMER YOUTH PLAN SHORT FORM BUDGET Staff to be funded with these funds include 2 technicians, 3 trainees, 1 stenographer, 2 typists, 6 summer assistants, and 2 cooperative education students. These funds are to be used to perform activities described on the 1979 Summer Youth Program Narrative Statement (Pre- ceding page). OAKLAND COUNTY PUBLIC SERVICES DEPARTMENT EMPLOYMENT AND TRAINING DIVISION DEVELOPMENT OF SUMMER YOUTH PROGRAM PLAN FY-1979 The Summer Youth Program for fiscal year 1979 will be developed for a potential enrollment of 1500 youth. Plans are to offer work experience as a primary activity with classroom training as an op- tional secondary activity. Emphasis will be on the development of quality work sites which are structured, well supervised, and provide participants with an opportunity to learn good work habits. The work site standards are listed on the following page. OAKLAND COUNTY MANPOWER SUMMER PROGRAM FOR ECONOMICALLY DISADVANTAGED YOUTH FY-1979 WORKSITE STANDARDS 1. Worksites will be public or private non-profit employing agencies. 2. Worksites will be located in Oakland County. 3. Worksites will adhere to the rules and regulations governing the Summer Program. 4. Participants will not be employed on the construction, operation, or maintenance of that part of any facility which is used for religious instruction or worship. Participants may not work on any job assisting in the normal church functions such as clerical or janitorial work that contributes to the operation of the church. 5. The program will not result in the displacement of employed workers or impair existing contracts for services or result in the substitution of federal funds for other funds in connection with work that would other- wise be performed. An employer or worksite may not hire an individual for a position with general funds and then begin to subsidize that job with CETA funds. 6. No participant will be employed in any occupation which is hazardous. Safe and healthy working conditions will be maintained at each worksite. 7. Worksites will abide by child labor laws. B. No participant shall be required to work or be compensated for more than 40 hours of work per week. 9. Adequate supervision will be provided for each participant. At least one supervisor will be provided for every ten participants. 10. Worksite supervisors will provide adequate accountability for participant time and attendance. 11. Worksites will provide meaningful work for participants in a structured well supervised work setting. Worksite supervisors will abide by the job description established for the positions in which the youth are enrolled. 12. Efforts will be made to match participants who have made vocational decisions with work experience positions which are related to their occupational choices. 13. Conditions of employment or training will be appropriate and reasonable with regard to the type of work, the geographical region, and the proficiency of the applicant. 14. Efforts will be made to enable youth to earn academic credit for their work experience. 15. Subcontractors are encouraged to develop worksites for youth outside the jurisdiction of their municipality/school district.
