TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the County of Oakland and the Oakland County Employees
Union have been negotiating pursuant to a wage and fringe benefits reopener
contained in the 1984 - 1986 labor agreement; and
WHEREAS an agreement for 1986 has been reached incorporating modi-
fications to the wage schedule and fringe benefis package; and
WHEREAS a labor agreement has also been -reached covering the period
of January 1, 1987 through December 31, 1987; ari -
WHEREAS these agreements have been reviewed by your Personnel Com-
mittee which recommends their approval;
NOW THEREFORE BE IT RESOLVED that the proposed agreements between
the County of Oakland and the Oakland County Employees Union be and the same
are hereby approved; and that the Chairperson of this Board, on behalf of
the County of -Oakland be and is hereby authorized to execute said agreements,
copies of which are attached hereto.
Mr. Chairperson, on behalf of the Personnel Committee, 1 move the - -

PERSONNEL COMMITTEE
This Agreement entered into this77.! day of , 1986
by and between the County of Oakland and the Oakland County Employees' Union
as follows:
1. Wages for represented employees for 1986 are as attached and shall
be effective January 4, 1986.
2. All employees in the bargaining unit shall be offered the oppor-
tunity to participate in the new fringe benefit plan as adopted by the Oak-
land County Board of Commissioner's Resolution #85232. Unit members
selecting the new plan shall be covered by the plan effective as soon as
the County can make appropriate arrangements with its insurance carriers.
3. The Union agrees to reimburse the County $1,000.00 (one thousand
dollars) for its share of the arbitrator's fee which the County had paid
to Arbitrator John B. Coyle. Payment shall be by certified check and paid
at the signing of the Agreement.
4. Arbitrator Sandra Silver will replace John Coyle on the current
panel of arbitrators.
5. Part-time, non-eligible employees may be utilized for up to 1,000
hours of employment per year as provided in the Oakland County Merit Rules
published February, 1986.
6. The following classes are considered "Permissive Equivalents" and
as such may move from the "I" level to the "II" level without need for exami-
nation or vacancy:

, 1986 1/ This Agreement entered into thist7W,-2.4 day o
by and between the County of Oakland and the Oakland County ElitPloyees' Union
as follows:
1. The parties agree to adopt the provisions of the 1984-1986
Collective Bargaining Agreement for the calendar year, 1987 with modifi-
cations as provided by this Agreement.
2. Represented employees shall receive wage adjustments for 1987
based upon the 1985 target maximum salaries contained on the attached sheet,
using the same formula, percentages and effective at the same time as non—
represented employees who were part of the 1986 Salary Administration
Project.
3. Commencing on January 1, 1987, the parties hereto agree that:
a. the co—pay on the County provided prescription rider shall
be increased to $3.00 per prescription;
b. the deductible on the County provided master medical plan
shall be increased to $100,00 per individual and $200.00 per family;
c. the Employer shall require that an employee obtain a
second surgical opinion pursuant to any Second Surgical Opinion Program with
provisions similar to those currently contained in the program available
through the County's present health insurance carrier;
d. the Employer shall adopt and require employees to follow
a Preauthorized Hospital Admission Plan (PREVENT);
e. the Employer will provide an optical insurance plan —
full—time represented employees who have completed their probationary period
will be eligible to participate in the County provided plan;
f. the lifetime benefit limit for orthodontia shall be
be increased to $750.00 per eligible dependent.

4. The County will provide the Union with a roster of bargaining
unit employees which will include the following information: name of
employee, classification, step in salary range, current salary rate. Said
roster will be provided at the signing of the Agreement and each January.

OPENER FOR 1986 AND AGREEMENT FOR 1987 - MISCELLANEOUS RESOLUTION # 86240
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed Miscel-
laneous Resolution #86240and finds:
1) This two (2) year agreement for the period January 1, 1986 through December
31, 1987 covers 248 governmental funded positions and 241 special revenue
and proprietary funded positions
2) The first year cost is an increase of $564,483 above the 1986 Amended
Budget; of which $444,442 is a salary increase and $120,841 is a fringe
benefit increase, as detailed in Schedule A.
3) Employees covered by the Oakland County Employees Union will receive wage
adjustments for 1987 in a manner consistent with adjustments received by
non-represented employees.
4) A second year savings of $41,298 is anticipated from fringe benefit changes
effective Janua .ry 1, 1987.
5) $228,067 is available in the 1986 Salary Adjustment Account and $61,624 is
available in the 1986 Fringe Benefit Adjustment Account to cover the 1986
cost of the agreement to the Governmental Fund. _ -
6) The Board of Commissioners appropriates $228,067 from the 1986 Salary Ad-
justment Account and $61,624 from the 1986 Fringe Benefit Adjustment
Account and transfers said amounts to the 1986 Governmental Funds Amended
Budget as detailed in Schedule A.

IN RE: CENTRAL SERVICES DEPARTMENT - APPROPRIATION TRANSFER AND CHARGES
FOR LIABILITY INSURANCE
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS resolution #85369 authorized the establishment of a self
insurance program to cover Comprehensive General Liability, Police
Liability, Medical Malpractice, Umbrella Excess and Public Officials
Liability; and
WHEREAS funding has been provided in the 1986 Budget for Liability
covera•;- in one account "Reserve for Transfer"; and
WHEREAS in previous years Departments/Divisions were charged based on
allocation of premiums; and
WHEREAS charging County Departments/Divisions and outside agencies
will establish a reserve and provide for cost recovery for 1986; and
WHEREAS funding of $2,468,573 is currently budgeted in Reserve for
Transfer-Insurance and Surety Bond with the balance of funds appropriated
within departmental budgets; and
WHEREAS funding must be moved from "Reserve for Transfer" to Community
Mental Health to offset department charges.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners
appropriates funds as follows:
