THE OAKLAND COUNTY BOARD OF COMMISSIC
Mr. Chairperson, Ladies and Gentlemen:
wa=As Miscellaneous Resolution 486113 (May 8, 1986), adopted the
Tentative 9-1-1 Service Plan for the County of Oakland (attached); and
WHEREAS, by state law definition, the Final 9-1-1 Service Plan means
a Tentative 9-1-1 Service Plan that has been modified only to reflect
necessary changes resulting from any exclusions of public agencies from the
9-1-1 service district and any failure of public safety agencies to be
designated as public safety answering points (PSAP's) or secondary PSAP's
pursuant to the Emergency Telephone Service Enabling Act of 1986; and
WHEREAS the 9-1-1 service district boundaries and public safety
answering point hments reflect the boundaries of the 9-1-1 service
district and public safety answering point participation as determined at the
expiration time for filing the appropriate forms; and
Wir_77, by these attachments, the Tentative 9-1-1 Service Plan
becomes the Final 9-1-1 Service Plan for the County of Oakland; and
WHEREAS, after conducting a public hearing, the Oakland County Board
of Commissioners may adopt by resolution the Final. 9-1-1 Service Plan.

Commissioners adopts the attached "Final 9-1-1 Service Plan" consistent with
the Emergency Telephone Services Enabling Act,
BE IT FURTHER RESOLVED that written quarterly reports be presented to
the Public Services Committee by the Manager of the Emergency Medical Services
and Disaster Control Division and to the b9lance of the members of the Board
of ComAissioners.

I am pleased to announce that on May 8, 1986, the Oakland County Board of
Commissioners unanimously approved the county-wide 9 -1 -1 program modifications
and funding as proposed by me on April 17.
Consistent with Public Act 32 of 1986, the 9-1-1 network installation and annual
recurring costs would be paid by a monthly telephone charge to the telephone
customers in the 9-1-1 service district.
Under the program, the County would pay for thirty-three Public Safety Answering
Points (PSAP), Automatic Location Identification (ALI) controller equipment
installations, and annual recurring costs. The public agency with a PSAP would
pay for display equipment, establishment fees, and other specified costs. Public
agencies without a PSAP operation can enjoy 9-1-1 network services at no cost.
However, this does not take into consideration any arrangements between the
agency and a PSAP.
I am enclosing a copy of Act 32, our Tentative 9-1-1 Service Plan Resolution, and
various response forms. Consistent with the Act's provisions, please forward
your appropriate form(s) to the County Clerk and one copy to the Division of EMS
and Disaster Control within 45 days of receipt of these materials.
I am confident that you share my sense of need and enthusiasm for the 9-1-1
system in Oakland County. The citizens of Oakland County and your community can
soon enjoy the benefits of a 9-1-1 system.

At a Regular Meeting held on the 10th day of June, 1986, the Township
Board of the Charter Township of Commerce adopted the following reso-
lution:

Pursuant to section 306 of the emergency telephone service
enabling act, the Charter Township of Commerce hereby notifies
the Board of Commissioners of the County of Oakland that the
Charter Township of Commerce is excluded from the 9-1-1 service
district established by the tentative 9-1-1 service plan adopted
by the Board of Commissioners on May 8, 1986 unless and until the
Charter Township of Commerce is notified of the estimated costs
associated with inclusion in the service district. If the fore-
going Language is deemed not to be in compliance with section 306 of
the emergency telephone service enabling act then this notice
shall be considered as a notice of exclusion.

Please find enclosed our notice of intent to function as
a Public Safety Answering Point in conjunction with the
Village of Lake Orion at the existing police and fire
dispatch center located at 37 E. Flint Street in Lake Orion.
It is our intent that this PSAP function in the following
manner.
1. Direct Dispatch Method
A. Fire/rescue service in Orion Township, Village of
Lake Orion, the Oakland Township Contract Area, and
the City of Lake Angelus Contract Area.
B. Police services in the Village of Lake Orion.
2. Transfer Method
A. Oakland County Sheriff Department Contract Police
services in Orion Township and the Oakland Township
area which is provided fire/rescue service by Orion
Township.

This letter is to advise you that the Village Council for the Village
of Lake Orion has agreed to serve as the primary Public Safety
Answering Point for Orion Township. It is our understanding that all
calls will be coming to the Village Police Department Dispatching
Center, and that those calls for police services within Orion Township
will then be transferred to the Oakland County Sheriff's Department.
This was approved by the Village Council at their Regular Meeting June
23, 1986.

RESOLUTION
Motion by Councilman Phillip L. Poole, supported by Councilman Donald J.
Saunders, Jr., that the following resolution be adopted:
WHEREAS, the Ferndale City Council considered a proposal to participate
in a "9-1-1" emergency telephone service system sponsored by Oakland County
EMS & Disaster Control Division, at a regular Council meeting on March 3, 1986,
and adopted a resolution disapproving the concept of E-9-1-1 and the resolution
of endorsement until additional information is provided regarding the kinds of
services Ferndale will receive and the costs of such services (Index 104, pages
69 and 70 of the minutes), and
L WHEREAS, at a special meeting of the City Council held at 5:3Q on the
afternoon of July 2, 1986, Mr. Paul Phelps of the County Disaster Control Division •
of Oakland County explained the E-9-1-1 system as now planned under a new Law,
1986, PA 32, known as the "emergency telephone enabling act", and outlined the
ceiling on the costs that can be imposed upon consumers for this system (Section 401
of the Act), the actual costs being represented by Mr. Phelps as $0.16/month for
the first five years and $0.12/month thereafter per customer telephone line;
further indicating that the only cost to the FernAalegovernment in addition to the
line fee would be the cost of certain equipment which could be purchased for approxi-
mately $8,000 or leased for $6,800/year plus an installation cost of $11,500; the
system to begin "loading" in mid 1987, and
WHEREAS, Police Captain Sullivan, Fire Chief Easterwood, and our telephone
consultant Mr. C. Smith, advising that the E-9-1-1 system should be an asset to
Public Safety, and that the original concern as to the containment of costs has
been resolved favorably by the enactment of 1986 PA 32, and
WHEREFORE, IT IS RESOLVED that the City of FERNDALE does hereby express
its desire to become a part of the E-9-1-1 program as developed. by Oakland County,
and
FURTHER RESOLVED, that the City of Ferndale intends to function as a PSAP
(Public Safety Answering Point) and to file a Notice of Intent pursuant to Section
307 (1) of 1986 PA 32, and
FURTHER RESOLVED, that the City Clerk is directed to file a "Notice of Intent
to Function as a PSAP or Secondary PSAP" within the time limits and in the form as
prescribed by Section 307 (1) of 1986 PA 32, consistent with the desire of the
Council as expressed above, and to take any other action required to be taken in

Sec. 307. (1) Any public safety agency designated in the tentative
service plan to function as a PSAP or secondary PSAP shall be so designated
