Webb In re: Health Division-Amendment of State Certification of Need (CON) Approval Process for Hospitals To the Oakland County Board of Commissioners Mr. Chairperson, Ladies and Gentlemen: WHEREAS the State of Michigan requires all hospitals to obtain state approval, of all capital expenditures that exceed $150,000, of any increase in the number of beds or a change in the use of such beds, of any new services regardless of cost; and WHEREAS this approval process affects every area of hospital maintenance and service delivery, including items of sophisticated medical technology as well as routine items such as replacement of antiquated heating systems; and WHEREAS this process is burdening Michigan's health care system with costly bureaucratic regulation which can take as long as 238 days to process a single request; and WHEREAS this government red tape is raising the cost of health care in Michigan and in many cases is depriving patients access to improved technology and services. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners requests the State of Michigan to make the following changes in the State Certificate of Need approval process for hospitals; 1) Increase the minimum value of capital improvement purchases needing approval from $150,000.00 to 2 million dollars and establish a minimum value of new services requiring approval at $300,000.00. 2) Establish a single state entity to handle all aspects of the Certificate of Need process to replace the present eleven bureau- cracies involved. 3) Revise the current review criteria to eliminate arbitrary decision making by the state and to provide a more competitive operating environment for Michigan hospitals and other health care providers. BE IT FURTHER RESOLVED that a copy of this resolution be sent to Governor James Blanchard and all State Senators and State Representatives representing Oakland County.
