BY: Dorothy M. Webb, County Commissioner, District #18
RE: SUPPORT OF LEGISLATION TO STRENGTHEN CITIZEN INITIATED
REFERENDUM PROCESS
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen :
WHEREAS, the Michigan Supreme Court has overturned an Attorney General
Opinion and has upheld a state law which limits to 180 days the signature-
gathering period for placing constitutional amendments on the state ballot ;

the peoples' rights to initiate ballot proposals ; and
WHEREAS, such restriction gravely impacts the rights of the Citizens
of Michigan to participate in the democratic process of their government.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners does hereby urgently request the Legislature to immediately
enact legislation which would re-establish for the Citizens of Michigan their
right to initiate proposals for state-wide referendum by providing for a
minimum of two years time period for collecting signatures.
BE IT FURTHER RESOLVED that certified copies of this resolution be
given to Oakland County's Legislators, the Governor, and the County's Legislative
