RE: EMS AND DISASTER CCNTROL DIVISION - TORNADO WARNING SYSTEM EXPANSION -
CITY OF WIXOM TO : THE OAKLAND COUNTY BOARD OF CCMMISSIONERS Mr.
Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board
of Cbmmissioners by Miscellaneous Resolution No.'s 7865, 7971, and 8664
accepted federal grants to defray a portion of the costs in purchasing
sirens to be utilized within the Oakland Cbunty Tornado Warning System; and
WHEREAS the County's share of the costs will remain at twenty-five
percent as has been the policy previously established by the Board of
Commissioners by various Miscellaneous Resolutions, whereby local units pay
seventy-five percent and the Cbunty twenty-five percent with the Cbunty
being responsible for the maintenance and electrical costs for the sirens
purchased; and WHEREAS the City of Wixom, per the attached Purchase
Agreement, has requested to participate in the siren system; and WHEREAS
the City of Wixom has agreed to pay seventy-five percent of the total
estimated cost of one siren; and WHEREAS consistent with the
attached standard agreement, the City of Wixom agrees that Oakland Cbunty
will retain ownership of the siren and will be responsible for the
maintenance and the electrical costs for said siren purchased under this
agreement. NOW THEREFORE BE IT RESOLVED that the Oakland Cbunty
Board of COMMISSIONERS authorize the appropriation of $3,881.00, consistent
with the attached budget, as Oakland County's match. BE IT FURIHER
RESOLVED that the expenditure of this appropriation is contingent upon the
execution of the attached written agreement between the County and the City
of Wixom. BE IT FURTHER RESOLUED that the Cbunty Executive be and
is hereby authorized to executive said agreement. BE IT FURTHER
RESOLVSD that written quarterly progress reports be presented to the Public
Services Cbmmittee by the Manager of the Emergency Medical Services and
Disaster Cbntrol Division and to the balance of the members of the Board of
Commissioners. Mr. Chairperson, on behalf of the Public Services
Cbmmittee, I move the adoption of the foregoing resolution.
PURCHASE AGREEMENT
THIS AGREEMENT, entered into this day of
, 198 , between the COUNTY OF OAKLAND, a Michigan
Constitutional Corporation, hereinafter called "County," and the
City of Wixom , hereinafter called
"Municipality;"
WHEREAS, the County has established a centrally activated
tornado warning system, and
. WHEREAS, the Municipslity desires to become a part of such
system,.
NOW THEREFORE in consideration of the sum of Eleven Thousand Six
hundred fourty two ($ 11,642 ) to be paid by the Municipality to the
County, the County agrees to install One ( l ) siren (s) within
the Municipality at locations to be designated by the Municipality Said
sum to be paid within thirty days (30) after installation and successful
testing of equipment.
IT IS FURTHER AGREED AND UNDERSTOOD that the maintenance and electrical
costs of the siren(s) shall be borne by the County.
This agreement and costs shown are subject to change depending upon
selection of siren location by the Municipality, bid costs, inflationary
trends, and the availability of Federal matching funds.
In the event that the Municipality desires relocation of the siren, all
costs associated with such relocation will be the responsibility of the
Municipality.
Local activation capability will be at the option and expense OL the

CITY OF WIXOM-MISCELLANEOUS RESOLUTION #86292 TO THE
OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairman, Ladies and
Gentlemen: Pursuant to Rule XI-G of this Board, the Committee has
reviewed Miscellaneous Resolution #86292 and finds, 1.. The City
of Wixom has requested participation in the siren system through
the purchase of one(l) tornado siren, 2. The estimated cost of
the siren is $15,523, of which $11,642 (75%) is the City of
Wixom's share and $3,881 (25%) is the County's share, 3.
Consistent with past agreements the County will retain owner ship
of the sirens, and will be responsible for maintenance and
electrical costs for the sirens, 4. $3,881 is available in the
1986 Contingency Account, said fund to be transferred to the
Disaster Control unit line item for Capital Outlay as follows,

5. Further, the Finance Committments that costs for maintenance
contracts and electricity will be ongoing (annual).
