IN RE: EMS AND DISASTER CONTROL DIVISION - EARLY WEATHER WA
STORMSCOPE WEATHER MAPPING SYSTEM
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WI:1=AZ the Oakland County Board of Commissioners authorized the
implementation and operation of an Oakland County Early Weather Warning
Program consisting of a tornado warning siren system and a tone alert receiver
system (Miscellaneous Resolutions 7365, 7971, 8664, and 83196); and
WHEREAS a goal of the program is to reduce personal injuries and
property damage as a result of severe weather by providing timely notification
of severe weather conditions to persons and agencies through appropriate
equipment and personnel; and
WHEREAS a vital piece of equipment to assure the timely and accurate
receipt of severe weather conditions is a Stormscope Weather Mapping System;
and
WHEREAS the total cost for the Stormscope Weather Mapping System is
$9,300; and
V;UILLAS such cost is contained in the present 1986 EMS and Disaster
Control Division Budget.
NON THERalORE BE IT RESOLVED that the 0J!Jlnd County Board of
Commissioners authorizes the expenditures of $9,300, funds available in the
EMS and- Disaster Control Division's 1986 Budget, consistent with the attoc•l
budget and program summary.
BE IT Fa:Tin.: RESOLVED that written quarterly progress resorts be
presented to the Public Services Committee and to the balance of the members
of the Board of Commissioners by the Manager of the Emergency Medical Services
and Disaster Control Division.
Mr. Chairperson, on behalf of the Public Services Committee, I move
the adoption of the foregoing resolution.

PROGRAM SUMMARY
I. Program Description
The Oakland County Early Weather Warning Program is designed to nrovide
timely notification of severe weather conditions to police, public
safety, hon7)ita1s, schools, businesses, and other persons and•,encies.
The goal of the program is to reduce personal injuries and pro2erty
damage as a result of severe weather.
By using appropriate equipment and personnel to receive severe weather
conditions, persons and agencies are immediately alerted by two major
notification systems:
. Tornado Warning System -- as an outdoor warning system, the 132
sirens indicate a tornado warning has been issued.
. Tone Alert Receiver System -- as an indoor warning system, detailed,
updated, and all-clear severe weather warning information is
broadcasted to 300-plus tone alert receivers located in County
.
departments, police and Eire departments, schools, industries,
businesses, hospitals, government agencies, media, and citizens.
II. Current Problem
The severe weather information system consists of weather teletype and
radar, National Weather Service hotline, and Si.:'ZnJdN spotters.
Information from these sources are valuable. Hceiever, the severity of a
thunderstorm is undetectable until the storm is in the County.
The ability is lacking to discriminate between rainstorms and actual
areas of severe weather with possibilities of high winds and lightening
damage. Resources are wasted in instances where storms are not severe
and when severe storms are detected too late for timely notification and
mobilization of personnel.
III. Identified Need
The identified need is to receive information on storm severity that
will provide the Division with the capability to:
1. Identify severe storm systems approaching the County
2. Monitor the storm as to direction and speed
3. Timely notification of the appropriate volunteers and public safety
personnel for response
rv. Recommended Solution
The purchase of a Stormscope Weather Mapping System will compliment the
weather radar system in giving a greater advance warning of severe
weather. Also, the stonmscope will augment information from equipment
and personnel support systems on severe weather conditions affecting
Oakland County.
The stormscope locates the electrical activity in a thunderstorm. The
electrical discharges in a thunderstorm can be seen long 'before it
enters Oakland County.
The system is designed to display at the EMS and Disaster Control
Division the severity of a storm and provides for the tracking of a
thunderstorm approaching or in Oakland County.
The service to Oakland County agencies and citizens will be improved by
providing notification of storm severity and intensity in a timely,
accurate, and reliable manner.
