Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the Oakland County Community Development Program has as an objective
the provision of decent housing, a suitable living environment and expanded econom1e
opportunities principally for persons of low and moderate income: and
WHEREAS, the Charter Township of Royal Oak is a participating unit of
government within our CDBC entitlement program: and
WHEREAS, the Charter Township of Royal Oak has prepared an economic re-
development plan for (7) seven blocks of urban renewal land along Eight Mile
Road; and
WHEREAS, the township and the county Community Development Division staff
have prepared a grant application for technical assistance reQuesting $60,000
for consulting services to implement this redevelopment plan; and
WHEREAS, this grant request is directed towards a special HUD OPEC
Secretary's Discretionary Fund, which is not part of the county CDBC entitle-
ment grant or any county budgeted funds: and
WHEREAS, federal procedure recuires that the Oakland County Community
Development Division submit this grant application to the Department of HUD
on behalf of the Charter Township of Royal Oak: and
WHEREAS, the Oakland County Community Development Advisory Council
unanimously recommended approval of this grant application submittal.
NOW THERE BE IT RESOLVED that the Oakland County Executive be author-
ized to sign and file the attached application for a Technical Assistance Grant
for $60,000 from -the Secretary's Discretionary Fund on behalf of Roval Oak
Township.
Mr. Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

ABSTRACT
West Eight Mile Road Urban Renewal Project:
Michigan R-2 Charter Township of Royal Oak, Michigan
Based principally on the findings of the township's adopted Urban Renewal
Plan and a feasibility study of the project completed in 1979, the redevelop-
ment of this project area requires the organization and agressive promotion of
a local development corporation (LDC) to direct and to encourage economic
growth and stability in this community. Technical requirements relevant to
the successful implementation of the West Eight Mile Road Urban Renewal Project,
teamed with a lack of an alternative means to finance the cost of obtaining con-
sulting services and promotional expertise makes this grant request necessary.
The project area consists of approximately 11.3 acres of vacant land (see
Map B). The township proposes using the technical assistance grant to contract
for the services of a management and financial consultant. This consultant
will be responsible for coordinating the efforts towards developing this Eight
Mile Road project area. For the development phase, the consultant will organ-
ize separate corporations for 1) a commercial/retail center, 2) a multi-service
complex, and 3) a housing component. The consultant will obtain anchor tenants,
ancilliary tenants (except for housing) and the financing for each component of
this development effort. The consultant will initiate the construction phase
by obtaining written financial commitments from several agencies such as the
Small Business Administration and private lenders— The consultant will
coordinate and track all project soft costs for related services (architectural,
engineering, insurance and bonding costs, legal costs, etc.). The time frame
for implementation of the development and construction phases is estimated to
be approximately eighteen (18) months from the project start-up date. (see
attachment: schematic)
The total cost for the services of the consultant as proposed is $60,000.
This is the amount we are requesting from the technical assistance grant.
Additional related service costs and project soft costs shall be financed from
other funding sources such as the township's annual Community Development Block
Grant allocation from the Urban County program.
NARRATIVE STATEMENT
A. Proposed Recipients of Technical Assistance Grant:
The proposed TA recipients will be the Charter Township of Royal Oak and
a citizen-controlled Local Development Corporation (LDC). The LDC will be
organized through the services provided by the consultant under contract with
the Department of Housing and Urban Development in partnership with the County
of Oakland and the Township of Royal Oak.
Due to the lack of technical personnel in the township, its citizens are
in need of creating an entity to commence redevelopment efforts such as the
promotion for sale and development of vacant land parcels in the project area
along Eight Mile Road. (see Map B) The township itself has been unable to
financially maintain a community development staff which would be able to
assist in the creation of an LDC. Lacking in this Way, and facing an urgent
and critical point in the township's economic future, it is therefore proposed
that this technical assistance grant be utilized to hire and finance a con-
sultant.
B. Method of Determining and Prioritizing Needs:
Project implementation had been slated to begin since 1979 and is hoped to
follow the methodology called for in the feasibility study prepared by Holland
Consulting, Inc. The method of determining needs and prioritizing them will
be accomplished by sticking closely to the feasibility study and the recommen-
dations of the consultant. The benefit of an established review procedure as
required in the SOW will assist in "prioritizing" needs, having already
determined what those needs are. During redevelopment and as part of the
scope of the agreement with the consultant, close monitoring on the part of
Royal Oak Township, the Local Development Corporation and coordinating agencies
will provide the recipient with the greatest control to adjust priorities in
order to ensure the successful completion of this project. Identification of
tasks as described in the SOW will be the guide to selecting priorities as
relating to this proposal and as called for in the contract.
C. Goals and Objectives of the Project:
The long standing goal of the township has been to foster the redevelop-
ment of the commercial-retail area along Eight Mile Road from Wyoming Avenue
east to the township's boundary. The manner by which this goal is to be
achieved is chiefly addressed in the 1979 feasibility study. .Economic sta-
bility and growth for small communities is threatened by diminishing revenues,
and inability to attract and retain business in the community, and the growing
price of providing essential services to the community at large. Over the past
10 or more years, Royal Oak Township through its Urban Renewal and Block Grant
Programs, has obtained ownership of more than 10 acres of marketable commercial
land, which is presently exempt from the tax assessment rolls. Added to this
is the impact of a shrinking population in the township (8.6% decrease 1970
to 1980 U.S. Census). The objectives of the W. Eight Mile Road Redevelopment
Project are to increase the number of jobs in the community, create a viable
place for new incoming businesses, increase revenues to the township through
land sales and increased tax base, and to make more services available to the
citizens of Royal Oak Township through private sector redevelopment.
It is imperative that Royal Oak Township be competitive with -other locali-
ties in competing for economic development attention from the private sector
business community. This proposal reflects how Royal Oak Township can have the
ability to compete by providing this project the benefits of a consultant, via
the Technical Assistant Grant.
D. Duration of the Project:
The developmental stage will commence by the signing of a contract with
the consultant to provide technical assistance. Based on the feasibility plan,
a total of eighteen (18) months constitutes the time from beginning of develop-
ment through the point of issuance of construction funds for the commercial/
retail development and multi—services center.
The earliest possible project start—up time anticipated by the township
is March 1, 1985. If the township must delay this proposed start—up date
substantially, it will in turn delay the carrying out of this project. This
type of delay will continue to diminish the prospects of a successful imple-
mentation of the redevelopment plans as developed in 1979 due to the increase
in costs and changes in economic conditions associated with the passage of time.

STATEMENT OF WORK
Task 1: Pro lent Management Plan:
The contractor shall prepare: and submit to the Government Technical
Representative (GTR) and the Contracting Officer (CO) for review and approval
a preliminary project management plan for carrying out the objectives of an
economic development technical assistance program. The preliminary plan shall
be due within 10 working days of the effective date of this contract. The pre-
liminary project management plan shall establish resources and time schedules
for the project, and provide a -detailed methodology for how the tasks are to be
accomplished. It shall show person hours and key personnel for each task. The
plan shall provide a budget by task and line item which shows how expenses are
to be incurred for the remainder of the contract period. The contractor shall
be expected to utilize this budget breakdown to report on project progress and
funds expended. The GTR shall respond with written comments and/or approval
within 10 working days after receipt of the project management plan. The
contractor shall not proceed with any further -tasks until the preliminary
project management plan has been approved. The preliminary plan, if approved,
shall be incorporated into and made a part of this contract. The final project
management plan shall be submitted after approval of the preliminary project
management plan, and shall include:
1). The location of the on—site assistance and the training;
2). a time frame for delivery of the on—site technical assistance;
3), the number of trips anticipated for delivery of technical
assistance;
4). the length of time for each visit;
5). specific allocation of staff for each task visit; and
6). locations and dates for each anticipated workshop.
The CO and the GTR shall complete review of the final project management
plan within 5 working days after receipt. The final management plan, if approved
in writing by GTR, shall be incorporated into and made a part of this contract.
Task 2: Select Recipients for Technical Assistance:
Recipients for technical assistance are the Charter Township of Royal Oak
and its proposed local development corporation (LDC). Within one (1) month
from the effective date, the contractor shall submit to the GTR selection
criteria for recipients of the TA, which shall include, but not be limited to:
*the community's commitment to use the CDBG program for economic
development, asdemonstratedby its economic objectives/strategies
and the allocationof (or willingness to allocate) CDBG funds for
economic developemnt; and
*the community's capacity to successfully implement. CDBC economic
development activities with. the TA to be provided.
The GTR shall review and approve the selection criteria, making any changes
deemed necessary, within 30 calendar days of receipt. Within 10 calendar days
after approval of the selection criteria, the GTR shall notify in writing the
Area Office of the purpose and objectives of the technical assistance effort,
explain the criteria for selection, and request that the Area Office assist
the contractor in assessing the need for such technical assistance.
Area Office will be required to respond within 30 calendar days of the
date of notification, identifying additional communities (if any) which appear
to be suitable candidates for assistance under this contract.
Within 10 working days following the due date for Area Office to identify
other candidate communities, the GTR shall forward to the contractor the names
of all comunities so identified.
Within 30 calendar days after receiving the names of recommended communities
(if any) the contractor shall complete a formal evaluation of additional selected
communities in accordance with the selection criteria, and shall submit the
results of their evaluation to the GTR along with recommendations of which
communities should be selected.
The GTR shall make the final selection ofcommunitieswithin 10 working
days of receipt of the contractors' recommendations, and will notify the
contractor.
Task 3: Secure Signed Agreement with TA Recipient:
Within 30 days after the effective date, the contractor shall prepare and
submit to GTR for review and enproval a model contract to be used to ensure
each entity to be assisted (Royal Oak Township and Local Development Corporation)
cooperate in the technical assistance effort. The GTR shall review the model
contract, and make any changes deemed necessary, within 30 calendar days of
receipt. The contract shall include the Township's agreement to:
I). Make a commitment to economic development as a high priority.
2). Allocate local staff for the technical assistance effort.
3). Compensate the contractor for travel and per diem expenses
of an on—site administrator/coordinator.
4). Compensate the contractor for follow—up assistance provided after
delivery of technical assistance.
5). Provide follow—up reports and a final evaluation to the contractor
on the technical assistance effort.
The model contract shall also contain a provision which makes the agreement
contingent upon the township's review and approval of the contractors- technical
assistance work plan. If approved by the township, the work plan shall be in-
corporated into and made a part of the signed agreement.
Within 120 days after GTR approval of the model contract, the contractor
(using the approved model contract) shall secure a signed agreement with each
of the entities involved (Royal Oak Township and Local Development Corporation).
Copies of the signed agreements shall be sent to the GTR within 10 working
days of receipt by the contractor.
Task 4: Formulate Work Plans
Within six months from the effective date, the contractor shall conduct
an on-siteneeds assessment of Royal Oak Township relative to economic develop-
ment to identify the specific problems to be addressed. The contractor shall
then prepare a work plan designed to deal with the specific problems of Royal
Oak Township. In developing the work plan, the contractor shall contact the
appropriate HUD Area Office representative by telephone and invite his/her
suggestions, which shall be considered and incorporated into the work plan.
Work plans shall be submitted to the GTR for review and approval within 15
working days after the needs assessment. The work plan shall then be submitted
to the community for review and approval. Copies of the approved work plan
shall be sent to the GTR and the Area Office.
The technical assistance work plan shall include:
*a definition of the technical problem(s) to be addressed;
*the objective(s) of the techncial assistance;
*the work to be done and form of assistance to be provided;
*the person(s) who will perform the work (both the contractor and
the communitv/LDC);
*the estimated number of days of assistance to be provided, and
dates for starting and completing the work;
*the anticipated products and materials to be developed, if any;
*HUD responsibilities, if any; and
*budget to implement the work plan
Task 5: Provide On-Site Technical Assistance:
Within seven (7) months from the effective date, the contractor shall
provide on-site assistance to each TA recipient in accordance with the work
plan. The techncial assistance shall consist of, at a minimum, the following:
*Defining the extent, scale, and specifics of the redevelopment
project.
*Gathering and analyzing financial statements (i.e., balance sheets,.
profit & loss statements) of the business • and/or principals
involved in each venture.
*Conducting market studies, including product definition, trade area
trends, market volume, market supply and demand factors, market
capture strategy and projected sales and product mix.
*Analyzing the construction and other development costs of the ventures
and devise a development budget.
*Analyzing return on investment to the business, including the impact
of depreciation and investment tax credits.
*Structuring a financing strategy including equity participation,
private and public financing components; computing average;
determining debt service (compared to cash flow); and establishing
security for each source.
*Packaging the ventures for financing consideration.
*Negotiating with private and public financing sources to determine
the level of participation of each.
*Developing a schedule for the ventures and a reporting control
system to monitor progress.
Task 6: Workshops:
The contractor shall conduct training workshops relating to the use
of the CDBC andfor . UDAG, SBA 502 & 503 programs for promoting public/private
partnerships and economic development. All workshops shall be completed
within 18 months from the effective date
In fulfilling the requirements of this task, the contractor shall provide
for theGTR's review and approval:
*a list of the specific teaching points that will be covered, and
an outline of the workshop program that will be used for each of the
training session workshops (these points must clearly and demon-
strately relate to the CDBC/UDAG & SBA programs);
*a list of the persons proposed to serve as faculty members including
a brief description of their qualifications;
*a list of proposed workshop attendees;
*proposed workshop materials and handouts;
*two proposed evaluation forms to be filled out by attendees
(one for use at the training session and one to be used in a
follow—up evaluation 3 months later); and
*the exact date, site and time of the workshop sessions.
The first item of required information (teaching points and outline) must
be presented to the GTR for approval not less than 6 weeks prior to a given
session; other items must be presented for GTR approval not less than 4 weeks
prior to the session.
Task 7: Peer—to—Peer TA:
For each peer—to—peer exchange, the contractor shall:
*Identify the person or persons requesting the assistance.
*Identify the person or persons receiving the assistance.-
*Identify the action to be taken as a result of the TA.
Task 8: Project Coordination:
Throughout the 18—month term of the project, the contractor shall
coordinate project activities of HUD funded initiatives in the area of economic
development, with respect to TA recipients.
Task 9: Project Evaluation:
The contractor shall be responsible for having Royal Oak Township andLthe
LDC complete a technical assistance program evaluation. Two (2) copies of
the evaluation form shall be provided to each receiving technical assistance.
The township shall be responsible for completing the evaluation 1) within 30
days of completion of the technical assistance provided by the contractor;
and 2) six (6) months after the initial evaluation has been completed. The
contractor shall be responsible for notifying the GTR when work has been
completed for each participating entity, and providing the name of a contact
person, indicating an evaluation will be forthcoming within 30 days, and
stating that follow—up evaluations will be submitted by each TA recipient
6 months after the date of their original submission to HUD. All evaluation
reports will be sent to the county. CDBGstaff'for:review.
Task 10: Reporting:
The contractor shall submit quarterly narrative reports to the GTR and the
County no later than 15 calendar days after the close of each calendar quarter
(April 15, October 15, and January 15).- If less than 45 days will elapse be-
tween the award date and the due date for the first quarterly report, the first
report shall not be due until 15 calendar days after the close of the'first full
quarter from the award date.
A final report shall be submitted in lieu of the last quarterly report
and shall be due on the last day of the contract period.
The narrative reports shall identify progress attained be milestone as
identified in the management plan and site specific management plan(s)
incorporated into this contract. The narrative reports shall identify funds
expended to date on a Task/Subtask basis; significant program achievements or
successes; problems encountered or anticipated that may impact upon the timely
completion of the project within the agreement period and budget amount; and
action that will be taken to correct any deficiencies. The GTR, upon receiving
the final report, must reply within 15 working days as to any other additional
information or requests it must have for its own documentation policies. The
contractor shall be responsible for completing Optional Form 272 and Form
NTIS-79 for the following product deliverables: Items 6, 7, 8, 9, 10 and 11.
The completed forms shall be submitted to the GTR simultaneously with the
delivery of each product.
Along with the quarterly narrative report, the contractor shall submit an
original and two copies of a Financial Status Report (Standard Form 269). The
contractor shall report by the tasks identified in the management plan. Costs
that cannot be allocated or prorated to the tasks should be aggregated and
presented as a separate category labelled "Costs not Prorated." All reports
should be prepared on an accrual basis, the contractor shall not be required
to convert its accounting system, but shall develop such information through
best estimates based on an analysis of the documentation on hand. Reports
should be submitted to the GTR, the Contracting Officer, and the County.
Task 11: Product Deliverables:
1. Preliminary project management plan.
2. Final project management plan.
3. Selection criteria for TA recipient(s) for on—site assistance.
4. List of other recommended communities for on—site assistance, if any.
5. Model contract with TA recipient(s).
6. Technical assistance work plan for each TA recipient.
7. List of peer—to—peer matches including the specific purpose of the TA,
who will provide the TA, who will receive the TA, the training points
to be covered, and the action the community will take as a result.
8. Evaluation of each entity receiving TA.
9. Workshop training material including teaching points, list of
faculty members and qualifications, workshop material and handouts,
workshop attendees, and workshop evaluation format.
10. Quarterly reports (narrative and financial).
11. Final report.

(a) It possesses legal authority to make a grant. submission and to execute a
Community development and housing program;
(b) Its governing body has duly adopted or passed as an official act a resolution,
motion or similar action authorizing the person identified as the official
representative of the grantee to submit the final statement and all
understandings and assurances contained therein, and directing and authorizing
the person ,identified as the official representative of the grantee to act in
connection with the submission of the final statement and to provide such
additional information as may be required;
Prior to submission of its final statement to HUD„ the grantee has:
(1) met the, citizen participation requirements of S 570.30I(a)(2) and has
provided citizens- with
(A) the estimate of the amount of CDBG funds proposed to be used
for activities that will benefit persons of low and moderate
income; and
(13) its plan for minimizing displacement of persons as a result of
activities assisted with CDBG funds and to assist persons actually
displaced as a result of such activities;
(2) prepared its final statement of community development objectives and
projected use of funds in accordance with 5 570.301(4)(3) and made the
final statement available to the public;
cd) T ant will be conducted and administered in compliance with:
(I) Title VI of the Civil Rights Act of 1964. (Pub. L. g8-352; -42 1.:.S.C.:zuti(kj.
et- seq.); and
(2) Title VIII of the Civil Rights Act of 1968 (Pub. L. 90-284; 42 17..5.C.. 3601
et zta.):
(e) It will affirmatively further fair housing;
(f) It has developed its final statement of projected use of funds so as to give
maximum feasible priority to activities which benefit low and moderate income
families or aid in the prevention or elimination of slums or blight; (the final
statement of projected use of funds may also include activities which the
grantee- certifies are designed to meet other community development needs
having a particular urgency because existing conditions pose a serious and
immediate threat to the- health or welfare of the community, and other financial
resources are not available); except that the aggregate use of CDBG: funds
received under section 106 of the Act and, if applicable, under section 108 of the
Program. Year
Act, during 184-85 (a period specified by the grantee consisting of 1, 2,
or 3 program years),. shall principally benefit persons of low and moderate
income in a. manner that ensures that not less than 51 percent of such funds are
used for activities that benefit such persons during such period;

and specifies both short and long-term community development objectives that
have been developed in accordance with the primary objective and requirements
of the Act;

(i) It will not attempt to recover any ci cn o putdie improvements assisted
in whole or in part with funds provided und:77 section 106 of the Act or with
amounts resulting from a guarantee under section 108 of the Act by assessing
any amount against properties owned and occupied by persons of low and
moderate income, including any fee charged or a.ssessment made as a condition
of obtaining access. to such public improvements,. unless:. (1) funds received
under section 106 of the Act are used to pay the proportion of such fee or
assessment that relates to the capital costs of such public improvements that are
financed from revenue sources other than under Title 1" the Act; or (2) for
purposes or assessing' any amount against properties owned and occupied by
persons of ._low and moderate income who are not persons of low income, the
grantee certifies tor the Secretary that. it lacks sufficient funds received under
• . section 106 of the Act to comply with the requirements of subparagraph (1); and
(j) It wifl, comply with the other provisions of the Act and_ with other applicable
laws.

RESOLUTION
This resolution is made and adopted this 3rd day of
January , 1985 by Trustee Pedro Cain
and supported by Trustee Don McNeal
Of the Charter Township of Royal Oak, Michigan a•Titten
WHEREAS; the Charter Township of Royal Oak on November 29, 1983
made a request to the Department of Housing and Urban Development to seek
financial assistance under Section 107 (a) (8) of Title I of the Housing
and Community Development Act of 1974; and
WHEREAS; the Department of Housing and Urban Development in a
communication dated December 15, 1983 requested the County of Oakland
to be the applicant; and
WHEREAS; the Board of Trustees of Royal Oak Township has received,
reviewed and approved a Technical Assistance Grant Application in the
amount of $60,000 to hire consultant to further its Urban Renewal
economic development project along 8 Mile Road ; and
WHEREAS; the Board of Trustees understands its commitment to provide
available resources in support of this project and in coordination with
the efforts of the County of Oakland ; now therefore,
BE IT RESOLVED; that the Board of Trustees approves of this
Technical Assistance Grant Application to be forwared to Daniel T. Murphy,
County Executive for execution and approval of the Oakland County Board of.
Commissioners and further submission to the Secretary of the Department
of Housing and Urban Development.
In witness whereof the Board of Trustees at it regularly scheduled
meeting held on January 3rd , 1985 did hereby adopt this resolution.

Redevelopment Plan.
- An aggressive program to market seven blocks of Eight Mile property
could result in significant addition.li tax base to Royal Oak Township
and Oakland County.
because Royal Oak Township is a participating unit of government
under Oakland County's CDBG entitlement program and your County has
direct administrative responsibility, we are requesting that you
consider preparing the grant application on behalf of the Township.
Sometime after December 20, 15E3, we will contact Regional
Administrator—Regional housing Commissioner, Alfred C. Moran and Barbara_
Dorf in our Washington Office to determine when the next call for .

Dear Mr. Murphy:
Please review the enclosed Technical Assistance Grant Application favorably
for Royal Oak Township. The essence of the application relates to the economic
development of our area, namely the eight mile frontage. This government is sup-
portive of this development, because it means added revenue to the Townships already
depleted resources. These steps must be taken if Royal Oak. Township is going to
take advantage of its growth capabilities.
More specifically, this grant application will enable us to bring on a con-
sultant who will have several encompassing responsibilities. The duties of the
consultant will set in place the procedures, the plans, and the people involved
in marketing and selling the eight mile land sites. Please take the appropriate
