LANNI, CHAIRPERSON IN RE: Community Development Division - Options for Reallocation of Recabtured Jobs Bill Funds WHEREAS the County of Oakland by Miscellaneous Resolution #83169 allocated $996,100 of Jobs Bill Special Activity funds to eight participating communities; and WHEREAS the Community Development Division's Jobs Bill Status Report as of December 31, 1984 for Part II, Special Activities indicates both the slow movement of some of these projects and the lack of current documentation evidencing the fulfillment of projected jobs associated with the project; and WHEREAS the County of Oakland by Miscellaneous Resolution 1/85073 of February 28, 1985 established a 1983 Emergency Jobs Bill Funds Recapture Process and Criteria; and WHEREAS the Community Development Division, in compliance with the Recapture Process and Criteria, reviewed and evaluated the project documentation and recommended recapture of Jobs Bill funds in the amount of $96,927.50; and WHEREAS the Oakland County Community Development Division has prepared three numbered options reflecting different methodologies that May be used for reallocation of the recaptured funds (attachment); and WHEREAS the Oakland County Community Development Citizens Advisory Council recommends approval of Option number II of the attachment by a 9 to 5 vote. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves of Option number III of the attachment for the reallocation of recaptured Jobs Bill funds in the amount of $96,927.50. Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. Interest free deferred loans, which do not require repayment until the house is sold, are available to very low income homeowners (adjusted income of $3,000 and under) while 3% interest installment loans are available to low and moderate income homeowners. Before rehabilitation begins, each home is carefully inspected and a work plan is prepared by Community Development staff. Once the rehabilitation begins, county staff makes periodic checks on the work being done and inspects the completed job. The program focuses on repairs that pertain to health and safety needs. This program is available to all 48 participating communities. The present goals of our program are to complete 200 projects per year (16.66 per month) $7,000 per project - which represents a total cost of $1,400,000. As of February 28, 1985 we had completed 69 projects for this program year and we had 126 home improvement applications on hand. If the $96,927.50 of recaptured Jobs Bill funds were reallocated to this program it would be used to complete the next 14 or more home improvement projects. This method would expend the $96,927.50 within two months of an approved allocation. The rehabilitation program provides jobs for contractors, electricians, builders, plumbers and other related construction trades. A copy of our February 1985 Home Improvement report is attached for your information. Preserving Oakland County's existing housing stock has been a long standing commitment of Oakland County's Community Development Division. * * * * * * This Option II for Reallocation of the Recaptured Jobs Bill Funds is the Community Development Division's staff recommendation. HUD is presently encouraging total expenditure of funds by September 30, 1985 due to the pending close out of this program. * The required documentation needed to substantiate project proposals regarding short-term and long-term job creation, and private sector commitments. * That the project proposals must be received in the Community Development Office by 5:00 p.m., April 1, 1985. That the project proposals will be reviewed and evaluated in accordance with the established criteria. A copy of the eligibility and evaluation criteria will be furnished to them. * That one or more project proposals may be selected based on their overall score and total fund availability. Effective Date: * This process and its criteria will be effective immediately on approval of the required resolution. * All proposals must be received in the Community Development Division Office by 5:00 p.m., April 1, 1985. Evaluation: Staff will evaluate all proposals submitted by 5:00 p.m. on April 1, 1985. The proposals will be measured against the following criteria, scored and then ranked from highest to lowest score. Eligibility Criteria for Project Proposals: All proposals must contain the following information to be eligible for evaluation and scoring: Maximum Possible Points Evaluation Items OPTION Ill Eligibility Criteria for Project Proposals (Continued): Project title and cost. Description of the project and its location. Project implementation schedule showing a start date on or before June I, 1985 and a completion date including the expenditure of all funds by December 31, 1%5. Be an eligible Community Development Block Grant project. Minutes or resolution approving the project by the municipality's local commission or council. Criteria for Evaluating and Scoring Project Proposals: 5 The community's overall objective in funding the project. 10 The beneficiaries as a result of project implementation. 10 Number and type of long-term jobs created. 5 Number and type of short-term jobs created. 10 Number of weeks of employment resulting. 10 Matching fund sources and amounts that will be allocated to the project. 20 Number of long-term jobs created per thousand dollars of project cost. 10 Community's past performance in completing either regular Jobs Bill projects or special activity projects. 20 Documentation from the private sector reflecting their commitment towards development of projected sources of employment. 100 Staff Recommendation: Staff will evaluate, score and rank all eligible proposals in accordance with the established criteria. A resolution with staffs ranked list of project proposals and recommended project or projects will be submitted to the Oakland County Board of Commissioners Public Services Committee for approval. Moved by Olsen supported by Richard Kuhn the resolution be amended under Option III as follows: under first paragraph amend it to read "Staff will notify all 48 participating communities in writing on page 2 of Option III change the Maximum Possible Points and Evaluation Items to add 20 points - Bonus points for those communities that did not previously receive special activities Jobs Bill funds. The total Maximum Possible Points after the 20 points is added will be changed to 120. A sufficient majority having voted therefor, the amendment carried. Moved by Fortino supported by Lanni to support Option II. AYES: Aaron, Doyon, Fortino, S. Kuhn, Lanni. (5) NAYS: Moffitt, Nelson, Olsen, Rewold, Webb, Wilcox, Calandro, Gosling, Hassberger, Hobart, R. Kuhn, Law, McConnell, McPherson. (14) PASS: Price. (1) A sufficient majority not having voted therefor, the motion failed. Moved by McPherson supported by Doyon that 20 points be considered in evaluating, based on high unemployed areas of communities. Mr. Kuhn suggested it would be more appropriate for 10 points to be put on the high unemployment areas. Mr. McPherson requested his motion be changed to show 10 points in place of the 20 points in his original amendment. There were no objections. Vote on Mr. McPherson's motion for 10 points to be considered in evaluating high unemployment areas: AYES: Price, Webb, Aaron, Doyon, Fortino, R. Kuhn, S. Kuhn, Lanni, McPherson.
