RE: GREAT LAKES WATER - ESTABLISHMENT OF A COMPENSATION
FORMULA IN THE EVENT WATER IS DIVERTED FROM THE REGION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the Governors of Michigan, Illinois, Ohio, Indiana, Minnesota,
Wisconsin, New York and Pennsylvania and the Premiers of the Canadian Provinces
of Quebec and Ontario recently signed the Great Lakes Charter; and
WHEREAS, the Great Lakes Charter was designed to make it known that the
states and provinces bordering these bodies of water intend to manage and protect
this valuable resource; and
WHEREAS, the Charter specifically states that "diversions of Great Lakes
water should not be allowed if individually or cumulatively they would have any
significant adverse impacts on lake levels, in-basin uses, and the Great Lakes
ecosystem;" and
WHEREAS, legal precedents make it clear that the U.S. Supreme Court will
not sustain unilateral water embargoes, thus it is reasonable to assume that at some
point in time water diversions will take place.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners urges the Great Lakes region to establish a compensation formula based
on cost per cubic gallon to provide adequate revenue for diverted water.
BE IT FURTHER RESOLVED that this revenue be used for reconstruction
of .1t,ater mains and sewers or new construction of water-related projects such as
harbor development.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded
to the aforementioned Governors and Premiers.
Mr. Chairperson, I move the adoption of the foregoing resolution.

The Chairperson referred the resolution to the General Government Committee,
Mr. Olsen objected to the referral.
The Chairperson stated that fourteen (14) yes votes are eequi,red to sustain
the objection.
The vote was as follows:
AYES: Rewold, Webb, Calandra, Hassberger, Hobart, Lanni, McConnell, Moffitt,
Olsen- (9)
NAYS: Wilcox, Doyon, Fortino, Gosling, R. Kuhn, Law, McPherson, Nelson. (8)
A sufficient majority not having voted therefor, the objection was not
sustained and the resolution was referred to the General Government Committee.
