WILLIAM CADDELL, CHAIRPERSON IN RE: HEALTH DIVISION - 1935 HOUSEHOLD HAZARDOUS WASTE RECYCLING AND DISPOSAL PROGRAM GRANT APPLICATION The Finance Committee has reviewed the proposed grant and finds: 1) This is the first grant application of this program, 2) The grant covers the period of March 1, 1985 through December 31, 1985, 3) Total program cost is $27,369, $21,250 funded by the Federal EPA Waste Management Branch and $6,119 County. 4) The grant application requests $4,344 for salaries, $1,610 for fringe benefits, $21,250 for operating expenses, and $165 for indirect costs consistent with the attached schedule, 5) All personnel changes will have to be reviewed by the Personnel Committee, 6) Application or acceptance of the grant does not obligate the County to any future commitment Mr. Chairperson, on behalf of the Finance Committee, I move the acceptance of the foregoing report, and referral of the information contained therein to the Health and Human Resources Committee, in accordance with Miscellaneous Resolution #3145, Revised Federal and State Grant Application Procedures. FINANCE COMMITTEE (//i 1985 HOUSEHOLD HAZARDOUS WASTE SCHEDULE I RECYCLING AND DISPOSAL PROGRAM GRANT Salaries Environmental Health Staff Fringe Benefits (a) Operating Expenses Professional Services Materials & Supplies Sub-total Indirect Cost(b) Total Cost Funding Source Federal EPA Waste Management Oakland County (in-kind match) 19844's5 Application Amount 4,344 1,610 20,250 1,000 21,250 165 27,369 21,250 6,119 27,369 (a) Actual Fringe Benefits (b) Indirect Cost: 1983 6.9% Approved 4/18/83 Dept. of Labor 1984 3.8% Approved 8/28/84 Dept. of Labor 1985 13.2% Currently being negotiated Prepared by: Budget Division February 19,198.5 March 28, 1985 Miscellaneous Resolution 3 5099 BY: HEALTH AND HUMAN RESOURCES COMMITTEE, Nancy McConnell, Chairperson IN RE: HEALTH DIVISION - HOUSEHOLD HAZARDOUS WASTE RECYCLING AND DISPOSAL PROGRAM 1985 GRANT APPLICATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS •Mr. Chairperson, Ladies and Gentlemen: WHEREAS the safe disposal of hazardous waste is of crucial concern to the protection of our environment; and WHEREAS the citizen at large is generally unaware of safe approaches for recycling and disposal of hazardous wastes from their homes; and WHEREAS the Oakland County Health Division, in consort with the East Michigan Environmental Action Council (EMEAC), has applied to the U.S. Environmental Protection Agency for a grant to develop a Household Hazardous Waste Recycling and Disposal Demonstration Project; and WHEREAS project objectives include enhancement of community awareness of the health and environmental dangers associated with the improper disposal of household hazardous materials; increase citizen understanding of recycling and disposal options; sponsoring a home toxics recycling and disposal day; and WHEREAS the grant period extends from March 1, 1985 through December 31, 1985 and is 90% ($21,250) funded by federal funds and 10% ($6,119) funded by inkind matching funds from Oakland County for a total project cost of $27,369; and WHEREAS application for the grant does not obligate Oakland County to any future funding beyond the grant period. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the Health Division grant application to develop a Household Hazardous Waste Recycling and Disposal program. Mr. Chairperson, on behalf of the Health and Human Resources Committee, I move the adoption of the foregoing resolution.
