CONFERENCE TO DEVELOP A COUNTYWIDE SYSTEM FOR POLICE TRAFFIC
SERVICES PERFORMANCE EVALUATION.
WHEREAS proactive and reactive services are the only "products" traffic law
enforcement has to offer and police administrators must constantly evaluate and develop
employee skills in order to effectively direct efforts in reaching a primary enforcement goal
of deterring violations contributing to human and economic losses in Oakland County.
WHEREAS conferences with a significant majority of chiefs of police of Oakland
County and Sheriff Department staff have revealed that there currently exists no systematic
procedures for Police Traffic Services activity analysis capable of producing accurate
performance evaluations with subsequent, comprehensive programs of positive motivation and
supervision.
WHEREAS the lack of availability of acceptable performance standards for police
traffic services has represented a two-fold problem for police administrators in Oakland
County; 1) internally, with respect to establishing standards of performance for employees
which are regarded by labor as neither arbitrary, capricious nor unreasonable, and 2) externally
in periodic newspaper coverage which has labeled performance standards efforts as
enforcement "quotas" generating strong negative public reaction.
WHEREAS Oakland County chiefs of police, through their associations, have requested
the assistance of the Traffic Improvement Association (TIA) in developing a countywide
system of police traffic activities analysis and performance evaluation which would be
sufficiently flexible to implement in local police agencies from the smallest to the largest.
WHEREAS a Strategic Planning Group comprised of local and state enforcement
administrators organized by TIA concluded that there is a significant need for a countywide
system of Police Traffic Services Performance Standards and that, as a first step in meeting
this need, a conference should be conducted for the purposes of: 1) developing an
understanding of the basic elements of commonly accepted performance appraisal programs, 2)
detailing the 'advantages to be gained in the adoption of a countywide performance standards
system, 3) outlining the steps necessary to creating such a system, including the use of
essential baseline data available through CLEMIS and TIA, and 4) generating active support of
enforcement administrators in the subsequent implementation of a flexible system of
riorrnanc st-Inctards.
WHEREAS the proposed conference woula be half oay in length; would be conducted in
.ne latter part of May or early April; would include, as panelists, leading police administration
authorities from the national, state and local levels an would, as an absolute minimum,
require an expenditure of $2,575 for facilities, the printing of handout materials and the
expenses of consultants.
NOW THEREFORE BE IT RESOLVED 'that the Oakland County Board of
Commissioners, in the interest of furthering a system which would result in increased
deterrence of traffic law violations contributing to human and economic losses, support the
proposed Police Traffic Services Performance Standards conference with an appropriation not
to exceed $2,875.

I. Purpose of the Proposal
To provide financial support necessary to conduct a seminar for
chiefs of police and command officers of Oakland County to meet a
widely recognized need for establishing and implementing, on a county-
wide basis, performance standards for police traffic services.
II. Background
A. In recent months a number of local chiefs of police contacted
TIA requesting information pertaining to the establishment
of performance standards which could be applied to officers assigned
to the broad range of responsibilities categorized under "police
traffic services" (PTS). These requests were motivated, in part, by
recent media attention to the setting of performance standards which
were regarded by some as "traffic ticket quotas." Informal inquiries
of local chiefs of police revealed that a lack of availability of
acceptable PTS performance standards is a matter of growing concern
throughout the county.
B. Existing performance standards for police traffic services are in-
adequate for current needs. They are far too general; were developed
decades ago; and, according to national experts contacted by TIA
staff, have never been validated.
C. During efforts to respond to the requests of local chiefs, TIA
learned of the existence of a "Manual for Police Traffic Services
Personnel Performance Evaluation System" developed in 1977 by
Dunlap and Associates for the U.S. Department of Transportation.
Contacts were initiated with the author, Edward W. Bishop, Vice
President, Dunlap and Associates, who provided a copy of his manuals.
TIA asked two chiefs to review and comment on Bishop's work. In
summary, their views were:
...The basic approaches, formulae and work sheets included in the
manuals were outstanding. Implementation of the evaluation system
on a countywide basis was regarded as having "highly significant
value." However;
The manner in which the approaches to performance evaluation is
presented in the manuals is "far too complex and convoluted
to be of use to chiefs, command officers and traffic supervisors
In its present form." (Over 150 pages in two separate volumes.)

D. On the basis of favorable reaction from local chiefs, preliminary
plans were drawn to conduct a half-day seminar for the purpose of
developing acceptable performance standards for use in Oakland County,
using Mr. Bish'op's basic approaches as a starting point.
This seminar would be open to all chiefs of police, command officers,
traffic supervisors and other interested parties with a panel of
presentors to include Mr. Bishop and two or three others representing
labor relations and personnel management interests. Mr. Bishop has
agreed to serve on this panel, indicating that implementation of his
recommendations for PTS performance evaluation would represent a
"national first."
E. On December 3rd, 12 members of a "Strategic Planning Group for
Establishing Performance Standards for Police Traffic Services" met
at the offices of the T/A to discuss the need for and value of such
standards and to offer recommendations for the seminar content and
future activities necessary to the successful implementation of
performance standards on a countywide basis. (A list of the members
of this Strategic Planning Group is attached to this proposal.)
A slimmary outline of the group recommendations for the seminar appears
under the following section.
III. Seminar Plan
(Some of the following information is tentative.)
A. Primary Seminar Objectives
1. To acquaint police administrators of Oakland County with
existing, proven systems for implementing performance standards
for police traffic services.
2. To obtain a concensus of Oakland County police administrators
regarding the system or systems most applicable to the current
needs of local police departments.
3. To enlist the support and active involvement of local chiefs
and command officers in the development and countywide implemen-
tation of a performance standards system; one which would be
flexible, thereby accommodating the disparate circumstances and
needs of local departments, with the ultimate objective being
that of increased deterrence of traffic law violations contributt
to human and economic losses in Oakland County.

Step No. 1: Establish a committee to advise and assist in the following
steps; the committee to include some of the members of the
TIA Strategic Planning Group, selected chiefs of police, union
representatives and others who are experienced and knowledgeable
in the area of performance appraisal and procedures.

Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed
Miscellaneous Resolution #85106 and finds funds in the amount of $2,875 available
in the 1985 Contingency Account for support of the Police Traffic Services Per-
formance Standards Conference.
Further, the Board of Commissioners appropriates $2,875 from the 1985 Con-
tingency Account and transfers said funds to the 1985 Traffic Improvement Associa-
tion Non-Departmental Account as follows:
