Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the staff of the Equalization Division of the Management and Budget
Department has examined the assessment rolls of the several townships and cities within
Oakland County to ascertain whether the real and personal property in the respective
townships and cities has been equally and uniformly assessed at true cash value; and
WHEREAS, based on its findings, the manager of the Equalization Division has
presented to the Finance Committee the recommended 1985 Equalization va.1.u.as ..K'hich adds
to or deducts from the valuation of the taxable property in the several townships and cities
an amount as, in its judgment, will produce a sum which represents the true cash value
thereof; and
WHEREAS, the Finance Committee in accordance with Rule XA8 of the Board of
Commissioners adopted :January 25, 1985, has reviewed the findings and recommendations of
the employees of the Equalization Division and conducted hearings to provide for local
intervention into the equalization process; and
WHEREAS, the Equalization Factors listed on the attached report are the result of the
foregoing process and are for information purposes only.
NOW THEREFORE BE IT RESOLVED, that the Oakland County Board of
Commissioners adopts the 1985 Equalization and authorizes its certification by the
Chairperson of the Board and further that it be entered on the County records arel
to the appropriate official of the proper township or city.

Mr. Chairman, Ladies, and Gentlemen:
The total recommended equalized value for 1985 in Oakland County, Michigan is
$15,319,946,552.
We have found that all units in the County, for the first time, have assessed
each class of property at an average of 50% of value in accordance with the State
Tax Commission procedures.
The primary function of the Equalization Division under Section 211.34 of the
General Property Tax Laws of the State of Michigan is to assist the Board of
Commissioners to equalize the county each year by adding to, or deducting from,
the assessed value of each class of property in each of the fifty (50) assessing
jurisdictions, so as to bring each unit to a common level of valuation. Obviously,
after the equalization process the relationship between individual assessments in
a taxing district remains the same.
In order to fulfill the requirements of Section 34, we have conducted sample
studies by class of property, to determine the relationships between assessed
value and current cash value in each assessing district. During 1984, your staff
made approximately 23,000 appraisals of real property and audited 2,000 taxpayers
statements out of a total of 400,000 descriptions. Maintenance of Equalization
data is the responsibility of the staff of the Equalization Division and is
available for inspection during the hours from 8:30 AM to 5:00 PM, Monday through
Friday.
The attached four (4) pages, are the findings and recommendations of the Manager
of the Equalization Division and is an analysis of assessed and equalized values
by class of property for the twenty-one (21) townships and twenty-nine (29)
cities in Oakland County. This summary was prepared by the staff of the Equaliza-
tion Division and is within the guidelines as established by the State Tax
Commission for the year 1985.

Recommendation as to Equalized Value
We have held hearings with the local assessing officials, reviewed available
data, and reports pursuant to the requirements of the General Property Tax Laws
and the State Tax Commission rules and procedures.
I wish to express my appreciation to my staff, in particular to Mr. William
Hoover, Assistant Manager, Mr. Don Bailey, Chief of Real Property, and Mr. Richard
Caldwell, Chief of Personal Property.

In our Data Processing Department, Mr. Shan Topiwalla directed his staff in the
procedures necessary to meet the Board of Commissioners' deadline of April 18,
1985, Mr. Joseph Maletta, Project Manager Data Processing Department, who worked
with Mr. Caldwell of the Equalization Division in the design and implementation
of our Personal Property system and Ms. Debra Pettit, User Support Specialist
Data Processing Department and Ms. Maureen Code of the Equalization Division, who
worked together with the local assessors.
