HomeMy WebLinkAboutResolutions - 1985.07.25 - 11165June 27, 1985 MISCELLANEOUS RESOLUTION 85198 BY: HEALTH AND HUMAN RESOURCES COMMITTEE, Nancy McConnell, Chairperson IN RE: COMMUNITY MENTAL HEALTH -- Geriatric Mental Health Service Expansion TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Geriatric Mental Health Service of the Community Mental Health Division provides urgently needed treatment and counseling for the many older adults in Oakland County who are homebound and suffer from emotional illnesses; and WHEREAS the size of this segment of the population continues to increase, as does the demand for mental health services for older adults and their families; and WHEREAS the State of Michigan has awarded funding to the Community Mental Health Board for an additional Mental Health Clinician position for the Geriatric Service, plus associated costs: NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the expansion of the Geriatric Mental Health Service as proposed by the Community Mental Health Board, and authorize necessary matching funds as well as one additional Mental Health Clinician position for the Service. Mr. Chairperson, on behalf of the Health and Human Resources Committee, I move the adoption of the foregoing resolution. HEALTH AND HUMAN RESOURCES COMMITTEE GERIATRIC MENTAL HEALTH SERVICE EXPANS The Community Mental Health Board's Geriatric Mental Health Service provides outpatient assessment, therapy and family counseling to emotionally ill adults aged 60 and over who are unable or unwilling to come in to a conventional outpatient clinic. Many are homebound due to physical infirmities or lack of any means of transportation- The program also offers consultative services to nursing homes on behalf of their residents, and screens admissions of older adults to the State hospital. It is staffed by two Mental Health Clinicians, two psychiatric nurses and a half-time psychiatrist. The older adult (60 and over) population continues to grow at a rapid rate; this group increased its numbers by 43 percent in the ten years from 1970 to 1980. Later life brings with it a new set of problems -- physical decline or illness, retirement, economic stress, and loss of loved ones. These factors make the older adult population a high-risk group for mental illness. Social isolation can also contribute to this process. A 1975 study in Michigan found that 12 percent of adults aged 60 and over reported that they had neither friend nor relative in their present. neighborhood. Historically, older adults have been substantially underserved by community mental health programs around Michigan -- Oakland County included. The creation of the Geriatric Mental Health Service was a strong move to remedy this failing, and reach out to those who are homebound, socially isolated, and emotionally troubled. In recognition of the increasing mental health needs of older adults, the Michigan Department of Mental Health has awarded funding for one additional FTE Mental Health Clinician position for the program. This cltnician will provide services to about 100 homebound clients and their families per year. The State's allocation includes operating costs associated with the position, and provision for crisis intervention for the geriatric population as well as training of peer counselors who will work with other older adults who have emotional problems.
