POSITION OF BUSINESS ADMINISTRATOR-SHERIFF DEPARTMENT AND NEW UNIT
ENTITLED BUSINESS ADMINISTRATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Sheriff Department is responsible for the management
of and adherence to a $21 million annual budget; and
WHEREAS the Sheriff Department has requested a new position to
administer the business affairs of that department; and
WHEREAS the professional, full-time management of financial
matters at the Sheriff Department would ensure closer adherence to author-
ized spending; and
WHEREAS funds are available in the Sheriff Department budget to
support the creation of a new position to oversee the financial and budget-
ary responsibilities of the Sheriff Department;
NOW THEREFORE BE IT RESOLVED that a new classification and one (1)
'position of Business Administrator-Sheriff Department be created in a new
unit entitled Business Administration in the Administrative Services
Division of the Sheriff Department at the following salary range:

BE IT FURTHER RESOLVED that two (2) Account Clerk II, one (1)
Account Clerk I and one (1) Student position be transferred from the Admin-

the adoption of the foregoing resolution.

a) Request to create new unit entitled Business Administration.

c) Request to transfer four (4) positions from Administration Unit of Administrative Services.
REASON
In an effort to reduce costs and to streamline administrative operations
through the more effective utilization of staff and through the professional,
full-time management of financial matters, the Sheriff's Department has
requested that the classification of Business Administrator-Sheriff Depart-
ment and one (1) position be created in the Administrative Services Division.
As detailed in the attached job description, this position would be respon-
sible for all non-accounting business activities, with emphasis on financial
analysis and planning and on the preparation and monitoring of the budget.
Additionally, this position would be responsible for overtime control and
property control te ensure the maximum degree of cost containment possible.
The new position would also assist the Captain of Administrative Services
with the hiring, evaluation and discipline of employees and with the manage-
ment of payroll and personnel records.
The Business Administrator-Sheriff Department would directly supervise three
(3) full-time and one (1) part-time clerical positions and, in the absence
of the Captain of Administrative Services, be responsible for the day to
day operations of the Administrative Services Division, excluding the super-
vision of sworn personnel (see attached organizational charts).
COUNTY EXECUTIVE/PERSONNEL DEPARTMENT RECOMMENDATION
The County Executive and the Personnel Department support the creation of
the classification and one (1) position of Business Administrator-Sheriff
Department in the Administrative Services Division of the Sheriff's Depart-
ment. Although the salary range requested was $33,191-$40,632, the Personnel
Department recommends that the classification be established at the
following range:

The above suggested rate is the same as that for the Senior Budget Analyst
classification. Past budgetary and financial matters relative to the
Sheriff's Department have been handled by either a Budget Analyst ITT or
a Senior Budget Analyst and many of those duties will be assumed by the indi-
vidual in the new position. Also, the new position will report to the Cap-
tain of Administrative Services who is at a maximum salary rate of $38,620
(not including weekend duty pay). It would be difficult to justify the new
position at a maximum rate of $40,632 reporting to a Captain at a lower rate.

Funding Sources
The Sheriff's Department proposes to fund the requested position through
the utilization of funds saved through the departmental reorganization
effective June 3, 1985 and funds saved due to the court order of April 19,
1985 eliminating the Jail Monitor position (see copy of attachment). It
should be noted that using discontinued jail monitor fees to fund a position
on a long term basis may be a questionable concept.

Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed
Miscellaneous Resolution #85199 and finds that:
1) Request a new unit titled Business Administration (432-02)
be established,
2) Creation of one (1) new position - Business Administator -
Sheriff Department,
3) Two (2) Account Clerk II, one (1) Account Clerk I and
one (1) Student Position be transferred from the Administration
Unit to the Business Administration Unit,
4) Further, the Board of Commissioners makes the following Budget
Amendments as per attached Schedule I as no funding is necessary
from Contingency.
