APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners has reviewed the Oakland
County Sheriff's Department application to continue the "Public Act 416 of 1978"
program and finds said program to be in conformity with the mandates of the law;
and
WHEREAS the Oakland County Board of Commissioners hereby requests the State
of Michigan and the Michigan Office of Criminal Justice to expeditiously process
said application and provide the necessary funding as required by the program
presented by the Oakland County Sheriff's Department to tontinue the eighth year
of the program; and
WHEREAS this grant application calls for total funding in the amount of
$668,954; which includes State funding of $594,582, through legislative appro-
priation, pending court decision, and County funding of $74,372 ($40,000 overtime
and $34,372 increased program cost) for the period October 1, 1985 through September
30, 1986 to continue said program.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby authorizes the Oakland County Sheriff's Department to request State funding
under Public Act 416 and continue the program as specifically delineated in said
Grant Application.
BE IT FURTHER RESOLVED •that the Sheriff's Department continue to present
quarterly progress reports to the Public Services Committee.
Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption
of the foregoing resolution.

The Finance Committee has reviewed the proposed State of Michigan,
Office of Criminal Justice grant application for the supplemental Road
Patrol Program - Act 416 of 1978 and finds: -
1) This is the eighth year of Act 416,
2) This program covers a period October 1, 1985 through
September 30, 1986,
3) The program calls for total funding of $668,954, which includes
State funding of $594,582, through legislative appropriation,
pending court decision, and County funding of $74,372 ($40,000
overtime and $34,372 increased program cost),
4) Application for or acceptance of these funds does not obligate
• Oakland County to any future County commitment for continuation
of this program. •
Mr. Chairperson, on behalf of the Finance Committee, I move the acceptance
of the foregoing report and referral of the information contained therein to the
Public Services Committee, in accordance with Miscellaneous Resolution #8245,

SUBJECT: Secondary Road Patrol and Traffic Accident Prevention Funding
This is to advise you that we are forwarding to your sheriff an application
for funds available to your county through Public Act 416 of 1978, as amended
(the Secondary Road Patrol and Traffic Accident Prevention Program) for the
state fiscal year beginning October 1, 1985. Continued state support is
available to assist your sheriff's effort to reduce traffic accidents and
improve traffic safety on county secondary roads.
;The forms contained in the application packet are basically the same as in the
past two years.
The amount allocated statewide for this program for FY 85-86 is $7 million.
If your county intends to participate in this program, your sheriff must
submit an application with a budget which is within the allocation identified
for your county in the enclosed listing. Inasmuch as this is a reimbursement
program there should be no problem of interrupting the program as long as
expenditures are consistent with the Act. However, completed applications _
should be submitted as soon as possib e. All contracts wi commence on
October 1, 1985 and expenses incurred for the program will be eligible for
reimbursement once the contract has been signed by all parties. Completed
applications will be processed in the order they are ,----4 ved and awards made
as expeditiously as possible.
P.A. 416, as amended, requires a "Maintenance of Fiscal Effort" by the county.
Your attention is directed to Sec. 77(1) which states in part:
"An agreement entered into under this section shall be void if the
county reduces its expenditures or level of road patrol below that
which the county was expending or providing immediately before
October 1, 1978 unless the county is required to reduce general
services because of economic conditions and is not merely reducing
law enforcement services:

County Agreements to Patrol County Roads
Cities and Incorporated Villages
Public Act 416, Section 76 (3) provides for service agreements between a city
or village and a county. Should you enter into such agreements a copy of the
resolution authorizing such action is to be included in the documents
submitted with your Annual Report due October 20. tSee Sec. 77 (4-c)]
Any or all of the following services may be requested:
1. Patrolling and monitoring traffic violations;
2. Investigating accidents involving motor vehicles;
3. Providing emergency assistance to persons on or near a highway or road
being patrolled; and
4. Providing a vehicle inspection program on roads being patrolled.
The city or incorporated village must certify in their resolution that they
have not reduced their own local law enforcement strength (certified officers)
below the highest level of employment within the 48 months preceding the
adoption of the resolution.
*** Attached to this application is a copy of the Sheriff's Department contract
with Rochester Hills. The Oakland County Sheriff's Department contracts
with ten (10) townships. ALL TOWNSHIP CONTRACTS ARE THE EXACT SAME AS THE
ONE SENT. Only the number of contracted men, salary totals, and contract
dates change, according to the individual township.

Dear Ms. Mansour:
Pursuant to your request, we are providing information regarding the Affirmative Action
Plan for the Oakland County Sheriff's Department. The appropriate work force analysis
and policy commitments are attached.
We do note one exception regarding your proposed estimate of minority and female
availability. We do not believe population percentages are the best estimate of
minority and female availability for work force determination. Population data does not
consider education, requisite skill or experience where required for occupational job
roups. Additionally, persons under 16 years of age and over the age of 70 are counted
_n population data.
We have analyzed several data sources for availability determinations of minority and
female. The sources include the U.S. Bureau of the Census Equal Employment'Computer
Tape; U.S. Bureau of the Census - Race by Sex and by Labor Force; Michigan Department
of Licensing and Regulation; Educational Institutions; Professional Organizations
and the Michigan Employment Security Commission. Our analysis resulted in what we
believe are more accurate data for minority and female work force availability
determinations.
There are differences between the population
we developed.developed. These differences, however, are minor and do not negate the fact that
there is a need for increased representation of minorities and females in the Sberiff'e
Department work force.
The Sheriff's Department has an ongoing Equal Employment Opportunity/Affirmative Action
Plan. This plan is implemented as a self-contained component of the overall Oakland
County Equal Employment Opportunity/Affirmative Action Program. The Sheriff's Department
commitment to Equal Employment Opportunity and Affirmative Action is fulfilled through
the systematic monitoring of the entire employment process sepafately for minorities
nd females.
