RE: BOARD OF COMMISSIONERS-AMENDMENTS TO BOARD RULES
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the Board of Commissioners has, by actual practice over the
past few years, developed specific responsibilities for the Personnel
Committee which were not incorporated in the original Board Rules; and
WHEREAS, the present Board Rules are silent as to the introduction
of resolutions and other matters at the committee level, even though the
majority of Board activity originates in this manner; and
WHEREAS, there is a need to further define the options available to
the Finance Committee in the development and adoption of Fiscal Notes;
and
WHEREAS, the present rules need to be clarified in regard to movement
of resolutions from the Board to committee(s) and from one committee to
another.
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners adopts
the attached amexiddlents to .Rules X and XI of the Rules for the Oakland County
Board of Commissioners, adopted by report on January 24, 1985.
Mr. Chairperson, on behalf of the General Government Committee, I move
the adoption of the foregoing resolution.

STANDING COMMITTEES' RESPONSIBILITIES
D. PERSONNEL COMMITTEE
Personnel Policies
To provide liaison with the Personnel Department, the Oakland
County Retirement Commission, and Deferred Compensation and
to confer and advise on all matters wherein the discretion or
approval of the Board of Commissioners is involved, and, if
necessary, present matters formally to the Board of Commissioners
by appropriate resolution.
To become informed on salaries, wages and fringe benefits paid
in the surrounding geographic area for classes comparable to
those in the county service and recommend same, to advise with
the county executive upon request as to classification or
reclassification of employees, to yearly prepare the budget
report for the Board of Commissioners as to the gross amount
of money necessary for salaries and personnel as well as the
numbers and classifications of personnel for the several
departments and to so inform the Finance Committee of these
recommendations for provision of the necessary funds, to review
and make recommendations , to the Board regarding requests for
additional positions, changes in position classifications,
department reorganizations and salary adjustments, to prepare
specific rules and to carry out the provisions and intent of
policies established pursuant to the Oakland County Merit
System and to recommend to the Board of Commissioners the
provisions of all employee fringe-benefit programs.

XI. PROCEDURE TO BRING MATTERS BEFORE THE BOARD
A. Any member desiring to bring a resolution before the Board
shall reduce to writing said resolution. A copy of said
resolution shall be presented to the Clerk prior to its
introduction. After copies have been distributed by the
Board of Commissioners staff to the members of the Board
of Commissioners, the resolution shall be introduced by the
member presenting said resolution under New and Miscellaneous
Business under the OrdeT of Business. The foregoing shall not
apply to resolutions initiated by a committee. No resolution
shall be discussed or commented upon until reported to the
Board of Commissioners by the appropriate committee or
committees. Any resolution not approved by a committee shall
not be reported to the Board except as provided in Rule XVII
and Rule XI-G. No resolution shall be read aloud except upon
the request of a member. Whenever a member asks for a reading
of any such resolution, evidently for information and not for
delay, the Chairperson shall direct it to be read except upon
objection of a majority of the membership.
B. The Chairperson of the Board shall refer all matters subject
to committee consideration to the appropriate committee or
committees. If an objection is raised, then said objection .
to said referral shall be sustained by fourteen (14)
affirmative votes.

paragraph G) committee. A resolution which increases or decreases the
number of personnel positions, changes the position classifications,
reorganizes the position structure or changes the salary ranges
must be referred to the Personnel Committee. A resolution so
referred shall be reported back to the Board when all such
committees have reviewed such referral, except as provided
in Rule XVII, and shall be placed on the Board agenda under
the reporting committee. For purposes of this paragraph,
the reporting committee will be the first named committee at
the time the referral is made by the Chairperson of the Board.
The Finance Committee should not be included in o multiple
committee referral except in those instances where the Finance
Committee is the liaison committee and will be the reporting
committee.
D. Any resolution referred to committee(s) shall be placed upon
said committee(s) agenda for consideration.
E. Any standing committee may initiate a resolution for presentation
to the Board. Operating departments or agencies shall refer
matters for committee consideration to the committee chairperson.

blaced on the committee agenda. Operating departments or
agencies shall submit proposed resolutions in writing prior
to the committee meeting for those matters which will require
board action. This rule may be waived or modified by a
majority vote of committee members present and voting.
F. Any committee, after initiating or receiving a resolution
pursuant to Rule XI, Sections A, B and C, may refer that
resolution directly to any other committee, except the Finance
Committee, for its recommendation or concurrence. Whenever
a committee is considering a resolution which involves personnel
matters, and such resolution has not otherwise been referred
to the Personnel Committee, the committee shall refer the
resolution to the Personnel Committee for its concurrence
and recommendation. Resolutions referred under this rule
shall be returned to the original committee for presentation
to the Board. Resolutions initiated by the original committee
may be amended by such committee to incorporate the
recommendations or notice of concurrence from the other
committees. All other resolutions or resolutions not amended
will be presented to the Board with the reports from the
other committees.
G. Every resolution appropriating funds, when reported favorably
to the Board by a committee other than the Finance Committee,
shall,- together with all amendments thereof and prior to
adoption of the resolution, be referred to the ,Finance
Committee. The Finance Committee shall repOrt on the
availability of funds to make the necessary appropriations
and the means of providing financing if such funds are found
to be available. The Finance Committee may find that funds
are not available for the purpose requested or it may suggest
what reasonable alternatives are available. A fiscal note
reporting such determination shall be attached to each resolution
requiring such review. The Finance Committee may also include
. on the fiscal note their recommendations for amendments to
the resolution.

H. When a committee is considering a resolution which will -
require the appropriation of uncommitted funds, the .Chair-
person of such committee may request the Finance Committee
to determine the preliminary financial feasibility of such
appropriation.
I. Any resolution when reported by a committee to the Board of • -
Commissioners shall be considered at the meeting during which .
said resolution was reported back to the Board. Every resolution
reported to the Board by a committee and referred to another
committee, including the Finance Committee, shall be considered
at the meeting during which said resolution was reported back
to the Board and shall be placed on the Board agenda under the
initiating committee
