IN RE: RULES OF PROCEDURE - OAKLAND COUNTY CULTURAL COUNCIL
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, the Oakland County Cultural Council has been in operation
since 1975; and
WHEREAS, to more effectively perform the duties of developing and
advancing all of the cultural resources of our County as a means to improve the
quality of life in this County, the Oakland County Cultural Council has found the
need for the establishment of Rules of Procedures; and
WHEREAS, to that end the Oakland County Cultural Council has approved
and submitted the attached Rules and Procedures to the Public Services Committee; and
WHEREAS, your committee has reviewed the attached rules.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
hereby approves the Rules and Procedures for the Oakland County Cultural Council
consistent with the attached document.
The Public Services Committee,by Henry William Hoot, Chairman, moves the
adoption of the foregoing resolution.

The name of the organization shall be kno!:;n he Oakland
CDmty Cultural Council.
ARTICLE II
Purpose
It is the purpose of the Oakland County Cultural Council to
sponsor and encourage cultural and educational activities in Oakland
County. The Council shall promote and encourage cooperative planning,
research, fund raising and public education programs, administer
objects of art and other cultural artifactsrecommend to the Board
of Commissioners fee schedules and undertake such other services and
crograms deemed necessary to encourage Participation and appreciation
of arts by all citizens of the County and shall undertake such other
:-..-_Jtural related purposes as may be determined from ti7le to time by
Board of Commissioners.

ARTICLE IV
Powers
All of the powers of the Council shall be vested in the
Council as a body who shall determine all policies and cond.uct
the business of the Council, and approve all expenditures, except those
under $50.00 which may be approved by the Chairman of the Board of
Commissioners or his designee, provided that such expenditures are
reported to the next meeting of the Council.A11 expenditures must be
countersigned by the Chairman of the Board or his designee.
ARTICLE V
Meetings

A RTICLE VI
Officers
The officers of the Council shall be a Chairman, Vice-
Chairman, Treasurer a-md=a9t7. The Chairman of the Council
shall be appointed by the Chairman of the Board of Commissioners,
with the concurrence of the Board of Commissioners. The Secretary
of the Council shall be the person from time to time designated by the
Board Chairman or his designee from the administrative offices of the
Board of Commissioners.
The terms of office for all officers except the Secretary
shall be for one year ending at 12 o'clock midnight on December
31 of' each year. Vacancies in the position of the Vice Chairman
and Treasurer shall be filled by a majority vote of the mernbers
of t;:u.D,. Council.
ARTICLE VII

ARTICLE VIII
ommittees
Committees of the Council shall be appointed by the
Chairman for special projects of the Council. Committee appoint-
ments will be for a specific time but in no case longer than until
the expiration of the term of the Chairman. Each Committee shall
be given a written outline of their duties and authority.
There shall be an executive Board which shall consist of

A RTICLE X
Fiscal Year '
The fiscal year of the Council shall be the sane as that
of the County of Oakland.
A RTICLE XI
Amendments •
These Rules of Procedure may be altered or amended by a
2/3 vote of the total members of the Council at any meeting.
Notice of any proposed amendment shall be submitted in
wrIting to the Council members and to the Board of ConrYssioners
days prior to the meeting at which that amendment is ,:ated upon.
