IN RE : CETA TITLE VII ON-THE-JOB TRAINING RECAPTURE AND REALLOCATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mt. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolutions NO. 6546 and No. 8883 applied for and was granted the designation
as Prime Sponsor by the U. S. Department of Labor to administer the provisions
of the Comprehensive EMployment and Training Act of 1973 and the Comprehensive
EMployment and Training Act Amendments of 1978; and
WHEREAS the Oakland County Board of Commissioners by Miscellaneous
Resolution No. 82261 approved funding to subrecipients for On-The--Job Training
in the amount of $1,451,656.45 in Title VII in accordance with Attachment A; and
the Fiscal Year 1983 On-The-job Training Procedures and
Contract Statement of Work, as approved by the Oakland County Public Services
Committee on July 20, 1982, and signed by the Chairperson of the Board of
Commissioners, calls for a recapture of allocations from subreeipients not
meeting their obligation requirements for the second quarter in accordance with
Attachment B, Item III (A).
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approve the recapture of CETA Title VII funds from subrecipients,
in the amount of $126,218.99 in accordance with Attachment C.
BE IT FURTHER RESOLVED that the Oakland County Board of Commissioners
approve the reallocation of recaptured CETA Title VII funds to subrecipients,
in the amount of $126,218.99 in accordance with Attachment D.
BE IT FURTHER RESOLVED that a written quarterly report, for review of
performance objectives, will be submitted to the Public Services Committee and
the Oakland County Board of Commissioners.
Mt. Chairperson, on behalf of the Public Services Committee, I move
the adoption of the foregoing resolution.

FY 83 PROCEDURES
Contract
A. Only fixed-cost contracts can be written.
B. Recipient program policies must be followed in the negotiation and preparation of On-
The-job Training contracts.
C. Subcontracting Agencies must follow the approved schedule for submittal of contracts.
D. Monitoring and corrective action of contracts is the responsibility of the
Subcontracting Agency. The Subcontracting Agency will also assume primary
responsibility for grievances pertaining to its On-The-job Training contracts.
E. • Any amendments to employer contracts must be approved by the Recipient's staff.
F_, The complete contract package submitted by the Subcontracting Agency includes the
applicant's eligibility application form, applicant's Employability Development Plan,
contract work Sheet, employer summary, employer checklist, Appropriation Planned
Expenditure Summary, reimbursement signature authorization sheet, proof of Workers'
Compensation, and a start date affidavit.
G. All major program procedure changes will be discussed with Subcontracting Agency
directors and agreed-upon changes will be submitted in writing and will be
implemented in an agreed-upon time framework.
H. The FY 83 On-The-Job Training rate sheet must be followed.
Residency requirements - All employers and training institutions should be located
within Oakland County, unless the following exceptions apply:
I. The applicant can demonstrate no means of adequate transportation and the
employer or training organization is more excessible outside of Oakland County
because of location and public transportation.
2. The training to be offered outside of Oakland County is not available within the
County.
. The employer or training institution has demonstrated an ability to serve
designated target groups such as the mentally retarded, handicapped, veterans,
etc.
Under any of these three options the Employment and Training Division would consider
allocating monies to employers and training institutions Appropriate documentation
must accompany the contract package,
Participant Forms
A. In no case can a trainee start working until a copy of the eligibility application form is
submitted,
Phase numbers must appear on all eligibility application forms, Employability
Development Plans, Activity Changes, and terminations.
EL Program Performance
A. Subcontracting Agencies will receive a first quarter evaluation. A corrective action
plan will be required from those Agencies that are not meeting their plan. In the
event that the Subcontracting Agency is unable to obligate 70% of their allocation by
the end of the second quarter of FY 83, the Prime Sponsor will recommend to the
Board of Commissioners to interrupt that Agency's contract and re-allocate On-The-
Job Training funds to a performing Agency or Activity which will include
accompanying Administration and Client Services funds proportionately.
Program Objectives
A. The primary objectives for the On-The-Job Training program are as follows:
Expenditure versus Award 90%
Enrollment versus Plan -- 85%
Positive Terminations — Entered Employment -- 80%
