IN RE; AUTHORIZATION TO RECEIVE BIDS - COURTYARD RETAINING WALL REPAIRS
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Facilities Engineering Division has been monitoring movement of the
retaining wall in the receiving yard at the north side of the Courthouse: and
WHEREAS it has been determined that the wall movement has resulted in bowing nd
continues to worsen each year; and
WHEREAS corrective work is recommended which will entail the removal of brick veneer
from the affected walls, patching and sealing of all cracks, replacement of the parapet wall
cad final sealing of all exposed concrete areas; and
WHEREAS it is estimated that the cost of this repair work is $30,000,00
NOW THEREFORE BE IT RESOLVED that the Department of Central Services be
and is hereby authorized to receive bids for the wall repair and a report from a structural
engineer thereon be made to this Hoard after receipt and tabulation of such bids.
MR. CTIAFRPERSON, on behalf of the Planning and Building Committee, I move the
adoption of the foregoing resolution.

Over the past several seasons, the Facilities Engineering
Division has been monitoring the retaining wall in the receiving yard
north of the Courthouse. An obvious bow in the brick veneer of the
wall is what originally focused attention on the problem, Refrence
marks were established on the brick veneer and these were periodically
checked for movement. It was confirmed that the wall is bowed and it
was also fnu that the bow is getting worse. The rate of movement
varies from zero to 1/16 of an inch per season. This movement is in
one direction and is cumulative. That is, it keeps getting worse.
Although there is no immediate danger of the brick veneer separating
and falling, that outcome is inevitable if remedial action is not
taken.
The corrective work being proposed includes the removal of the
brick veneer from the affected walls; the cleaning and patching of the
concrete surface behind the veneer; the sealing of all cracks; the
replacement of the parapet wall; and the surfacing of all exposed
concrete areas with a stucco-like material.
This work is estimated to cost $30,000. Funding is available in
the Miscellaneous Remodeling line item of the 1983 Capital Improvement
Program.
At this time, authorization to receive bids and report with a
recommendation is being requested.
