Hobart, Chairperson RE: AUTHORIZATION TO RECEIVE BIDS-MISCELLANEOUS SIDEWALK REPAIRS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Planning & Building Committee has approved the concept of a concrete handicap ramp into the west entrance of the auditorium; and WHEREAS, other concrete walks and curbs on the Service Center have been identified as being in need of repair; and WHEREAS, $25,000 is available in the Capital Program for the con- struction of the ramp and the replacement of concrete walks and curbs on a priority basis to the extent of the available money. NOW THEREFORE BE IT RESOLVED that the Department of Central Services be and is hereby authorized to receive bids for miscellaneous sidewalk repairs and that a report thereon be made to this Board after receipt and tabulation of such bids. BE IT FURTHER RESOLVED that when the specifications are written that they specif Mr. Chairperson, on behalf of the Planning & Building Committee, I move the adoption of the foregoing resolution. OAKLAND COUNTY EXECUTIVE DEPARTMENT OF CENTRAL SERVICES FACILITIES ENGINEERING DIVISION MISCELLANEOUS STIF:17;!1ALK REPAIRS Project 82-30 August 11, 1983 On October 14, 1982, the attached Report was submitted to the Planning and Building Committee, The Committee's action is shown on the attached excerpt from the meeting minutes. In addition to the Auditorium sidewalk and concrete handicap ramp, there are also several other concrete walks and curbs which should be replaced. It is being proposed that drawings and specifications be prepared to do this replacement and that the proposal form be so designed as to receive a lump sum price for the Auditorium work and unit prices for both walk and curt replacement, The contract would be for an amount not to exceed $25,000 and would be awarded on the basis of that combination of lump sum and unit prices which would maximize the work. Twenty-five thousand dollars ($25,000) is available in the Miscellaneous Remodeling line item of the 1983 Capital Improvement Program. Depending on the unit prices received, however, it may not be enough to replace all the deficient areas. The worst locations have been identified and priority will be giver to high use walks such as those around the Courthouse, Jail, and Children's Village. If necessary, the balance of the work would be budgeted for 1984, At this time, authorization to prepare bidding docum advertise, receive bids, and report with a recommendation is requested. OAKLAND COUNTY EXECUTIVE . DEPARTMENT OF CENTRAL SERVICES FACILITIES ENGINEERING DIVISION REPORT ON AUDITORIUM SIDEWALK REPLACEMENT Project 82-30 October 14, 1982 This report is written in response to the Planning & Building Committee's request for additional information on providing a handicap entrance to the west side of the Auditorium. The attached sketch may be useful in visualizing the area involved and the scope of work. It is estimated that removal of the existing deteriorated sidewalk and replacement in the configuration shown would cost $7,755. This amount includes a 10 percent contingency but does not include the concrete ramp alternate. It should be noted that the plan calls for reducing the existing 16 foot wide approach to the building to 8 feet. If the project were to be built with the concrete handicap ramp alternate, the estimated cost (again including a 10 percent contingency) is $8,535. Besides the concrete ramp, this amount includes a curb cut at no additional cost and the appropriate signs and stripes for 4 handicap parking stalls. It has been suggested that the aluminum ramp at the east Auditorium entrance be relocated to the west entrance. It is true that this could be done at little or no cost simply by removing and replacing four anchor bolts. Doing this, however, would diminish the effectiveness of the handicap parking in front of the Courthouse. Regardless of which alternate is chosen, $500 should be added to the construction cost to cover advertising and reproduction expenses. The following total project cost estimates may be useful: A. Supported by Whitlock. Motion carried unanimously on a roll call vote with Montante, Caddell, Perinoff and Moore absent. Auditorium Sidewalk Replacement DiGiovanni moved to go with Alternate B with concrete romp. Supported by Patterson. (See Attached) Motion carried unanimously on a roll call vote with Montante, Caddell and Moore absent. Mr. Dick advised that the funds would come from Miscellaneous Remodeling. Monthly Progress Summary Report Mr. Malinowski distributed and reviewed the report for August. (Copy Attached) Patterson moved to accept the report. Supported by Whitlock. Motion carried on a voice vote with Caddell and Moore absent. Michigan Aeronautics Grant Program for Oakland/Troy Airport PerinafT moved approval of the attached suggested resolution. Supported by DiGiovanni. Motion carried unanimously on a roll call vote with Caddell and Moore eabsent. Quit Claim Deed, Ten Mile-Rouge Sanitary Drainage District Perinoff moved approval of the attached suggested resolution. Supported by Montante. Motion carried unanimously on a roll call vote with Caddell and Moore absent. Proposed Procedures for Selling Lots with Sewer Easements Encumbering Said Lots The Committee requested that a standard procedure be developed so there will be consistency in disposing of such property. It is to the County's advantage to have the property back on the tax rolls and not have to be concerned about maintenance and liability. The following suggestion! were made for inclusion in the procedure: there be a policy for determining the value of the lot; that the terms of the sale be on a parcel-by-parcel basis; and that Civil Counsel review the procedure. - Whitlock moved to carry forward. Supported by Patterson.
