(4c PROGRAM) TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Health and Human Resources Committee has reviewed a presentation by Oakland Livingston Human Service Agency (OLHSA) on behalf of the Oakland County Community Coordinated Child Care Program (known as 4C); and WHEREAS your Committee has determined that the work of the Oakland County Community Coordinated 611d Care Council begun in 1974 should continue; and WHEREAS this effort includes training, coordination and technical assistance to child care providers intended to reinforce and strengthen the family; and WHEREAS the 4C Council, through the Oakland Livingston Human Service Agency, is requesting that the amount of $6,503 be authorized for the 4C Program for the period October 1, 1983 through September 30, 1984; and WHEREAS the requested amount of $6,503 represents the identical funding request as for the 1982-83 period; and WHEREAS the funding request for the 1983-84 period will not require a future increase in the currently budgeted $90,000 OLHSA line item; and WHEREAS the requested amount is a portion of the total needed for local match for the State agency purchase of service agreement through the State 4C Council; and WHEREAS 4c will be securing the balance of monies needed from other community resources. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorize release of up to $6,503 to the Oakland County Community Coordinated Child Care (4C) Program for the period October 1, 1983 through September 30, 1984, Mr, Chairperson, on behalf of the Health and Human Resources Committee, I move the adoption of the foregoing resolution. WILLIAM CADDELL, CHAIRPERSON IN RE: OAKLAND COUNTY COMMUNITY COORDI7AT7.7) CHILD CARE (4C PROGRAM) TO THE.OAKLAND COUNTY BOARD OF COMMISS Mr. Chairperson, Ladies and Gentlemen: The Finance Committee has reviewed the Oakland County Community Coordinated Child Care (4C Program) for the period October 1, 1983 through September 30, 1984 and finds that: 1) The Oakland Livingston Human Service Agency (OLSRA) is re- questing County continued participation in the 4C Program in the amount of $6,503 for the period October 1, 1983-September 30, 1984, 2) These funds are released on a quarterly basis, 3) Of the $6,503, $1,625.75 is for the period October 1, 1983 through December 31, 1983 and is available within the 1983 appro- priation for the Human Service Agency, 4) The $4,877.25 for the period January 1, 1984 through September 30, 1984 has been considered by the [Gina :ommittee in the 1984 Budget and has been included in the 1984 Recommended Budget for final consideration of this Board, Funding beyond September 30, .1984 shall require proper action of this Boa -rd. ReVts, Exec ive Director RU OrITTEF October, 1983 TO: FROM: DATE: SUBJECT: Match Funds for Department of Social Services 4C Purchase of Service INTRODUCTION The Oakland Livingston Human Service Agency (OLHSA) is requesting that the Oakland County Board of Commissioners, Health and Human Resources Committee, approve the reauthorization of $6,503 to support the FY 84 Community Coordinated Child Care (4C) Program in Oakland County. This support will serve as match to the annually . funded' 40 grant, through the Michigan Department of Social Services (MDSS) at a continua- tion level of $32,928 (this amount includes the county's match). In addition to maintenance of existing services, 4C intends to implement a 7c7monity Work Experience Program (CWEP) Day Care Support component in the FY 84 procce7. Federal dollars, locally matched within the 4C budget, will allow for a 4C-CEP Specialist and expenses to train 100 CWEP registrants in quality child care techniques, as well as, the monitoring of their on-the-job training. This component will coordinate with the Community Work Experience and Training Program (CWEP) that Oakland County DSS is currently participating in. The goal of the program is to increase the number of ind -Niduals who achieve self-support status while applying for or receiving assistance. Self-support as used here, refers to entering employment, retaining employment, reduc- ing dependency on assistance resulting in welfare grant reductions and cost avoidance. The primary focus of NEP is on development of work habits, work attitudes, and under- standing of the employee-employer relationship. For those individuals who have been self-supporting, the program provides the opportunity to retain regular work habits. The combined total of the aforementioned program components is $47,083. BACKGROUND Community Coordinated Child Care (4C) is a network of eleven (11) coordinating agencies throughout Michigan. 40 was created by the Economic Opportunity Act of 1964 in order to advocate for effective service delivery to children. In 1972, the funding base for 4C operation was established through the Michigan Department of Social Services. Oakland County established the program in 1974 at the request of OLHSA after the need for service was established by the county funded needs assessment conducted by Moncrief Cochran. PROBLEM STATEMENTS The need for continuation of 4C services (Section A) and the expansion to include CWEP Day Care Support (Section B) can be seen in the following delineation. (over) , Conducted by Dr. Moncrief Cochran, and as a result, the 4C component was established to meet the following needs identified: 1) Training for child care providers 2) Increased child care services for low income families 3) Linkage of child care providers and consumers to community resources by establishing neighborhood sub-systems 4) Advocacy on behalf of parents and child care programs 5) Strengthening parenting programs for high-school age parents 6) Establishment of a child care information and referral service. The methods of service delivery include: workshops, newsletters, informational publications, on-site technical assistance, development of supportive networks and consultation. The 4C Council is the citizen participation component of the program. It is com- posed of providers, parents and community representatives who share a concern for child care. The Council is a working council, actively involved in impacting upon the needs identified by the Moncrief Cochran Report. The Head Start Program and 4C often coordinate efforts in meeting the needs of low income families with young children. The purpose of the CWEP component addresses the OLHSA mission to reduce the causes and effects of poverty, and improve the well-being of special groups such as the poor, near poor, socially isolated, economically and educationally disadvantaged. Recognizing OLHSA's mission, as well as its programmatic background with child care, Head Start, employment and training, the Oakland County HS requested that the OLHSA 4C component implement CWEP. The implementation of the 4C-CWEP com- ponent can provide a vehicle for self-sufficiency for a segment of Oakland County's welfare recipients by training them to become employed in the child care field. It should be noted that the 4C-CWEP training is consistent with the Child Development Associates Credential (CDA) training currently available to Head Start parents under the Education component of Head Start. The educational thrust for Head Start traditiOnally includes parents, as well as children. Parents are offered educational opportunities via Career Development, conferences/ workshops,.and CDA. Through CDA, parents are educated in quality child care com- petencies to enhance their role as the principle influence on their child's educa- tion, additionally providing them with employability skills within the area of child care. This philosophy is carried over to the CWEP component. Specifically, 4C plans to train 100 CWEP registrants in, among others, the follow- ing child care areas: 1) Safety, 2) Health, 3) Learning through Play, 4) Nutri- tion, 5) Professionalism and 6) Child Growth and Development. Twenty-seven (27) hours of classroom instruction will be provided, as well as, '240 hours of moni- tored on-the-job training. Through this program, the cycle of poverty can be broken by; self-employment; employment in a child care center; and by providing child care to additional CWEP clients while working towards self-sufficiency. Among the strengths of the 4C network, is its ability to work effectively with com- munity groups and agencies concerned with children and families. A natural link has existed between the 4C program and programs within the Education/Child Care Depart- ments of OLHSA, such as Head Start. The direction for 4C has been to expand upon, mobilize resources, and link the educational services of OLHSA and other community based services, with child care centers and family day care homes that serve low income families. To this end, resources from many programs are shared to assist in providing quality services to the economically disadvantaged.
