IN RE: RENEWAL OF PURCHASE OF SERVICE AGREEMENT FOR OAKLAND LIVINGSTON HUMAN
SERVICE AGENCY
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland Livingston Human Service Agency (OLHSA) desires to
continue providing comprehensive services for the older adult in Oakland and
Livingston counties through its multi-purpose centers and homebound programs; and
WHEREAS these services, which are available to persons sixty (60) years of
age or older, are made possible through the Michigan Department of Social Services
from Title XX of the Social Services Act; and
WHEREAS this program is directed toward providing an alternative to
institutionalization through health information and referral, home management
and counseling and socialization services; and
WHEREAS the OLHSA is requesting that an amount of $83,497 be authorized
for the purchase of service agreement renewal for the 1983-84 period; and
WHEREAS the funding request for the 1983-84 period will not require an
increase in the currently budgeted $90,000 OLHSA line item.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorize the release of funds in the amount of $83,497 for the purchase of service
agreement renewal for the period October 1, 1983 through September 30, 1984 for
the Oakland Livingston Human Service Agency.

Mr. Chairperson, Ladies and Gentlemen:
The Finance Committee has reviewed the Renewal of Purchase of Service
Agreement for Oakland Livingston Human Service Agency and finds that;
1) OLSHA is requesting continuation of $83,497 appropriation for
the period October 1, 1983 through September 30, 1984,
2) These funds are released on a quarterly basis,
3) Of the $83,497, $20,874 is for the period October 1, 1983 through
December 31, 1983 and is available within the 1983 appropriation
for the Human Service Agency,
4) The $62,623 for the period January 1, 1984 through September 30,
1984 has been considered by the Finance Committee in the 1984 Budget
and has been included in the 1984 Recommended Budget for final Con -
sideration of this Board,
5) Funding beyond September 30, 1984 shall require execution of the
Renewal of Purchase Agreement for said purpose.

SUBJECT: Direct Grant for Oakland County Comprehensive Senior Services
INTRODUCTION
The Oakland Livingston Human Service Agency (OLHSA) is requesting that the
Oakland County Board of Commissioners, Health and Human Resources Committee,
approve the reauthorization of $83,497 for FY 34 to support the comprehensive
senior services effort in Oakland County. This support will serve as a direct
grant to be combined with the annually funded Title XX grant through the Depart-
ment of Social Services (DSS) at a continuation level of $166,994 (this amount
includes the county direct grant).
BACKGROUND
In 1973 a report was prepared by the National Council on Aging for
County Board of Commissioners (the "Brown Book') on Planning for a
Service Delivery System for the Older Residents of Oakland County.

Act for social programs. In 1974, the counties of Livingston and Oakland desig-
nated OLHSA to be the Human Service Agency for the two counties and as such is
mandated to be a planning, coordinating and operating body for the elderly among
other population croups.
PROBLEM STATEMENT
In Oakland County, the 60 years and cider population is growing at a rapid rate.
According to the Bureau of Census (1980) the population aged 60 years and older
in Oakland County was 131,317, or 12.98% of the total County population. This
was an increase of 39,671 persons or 43.29% from the 1970 Census. These figures
correspond with the Michigan Office of Management and Budget projection that
from 1970 to 1990 this age group will increase 119% in Oakland County, reaching
an estimated total of 200,649 older adults or 13.5 percent of the total countv
population. Of the 131,317 older adults in Oakland County, 8,412 persons or
are living below the poverty line. Currently there is not a figure for those
persons just over the poverty line, but these people must be considered part of
the "at risk" population. The "at risk' population continues to be s;Jbjett to
increased cost of living and inflation which is compounded by increased longevity.

A new program component is being provided in FY 1983-84 to serve a newly recognized
problem area, Elder Abuse. The Elder Abuse component is a segment of the Counseling
services and will 1) train and utilize older adult peer counselors to work with
elder abuse victims 2) work in conjunction with DSS and other resources to identify
potential elder abuse victims and 3) develop a guide to community resources which
are involved with elder abuse.
The OLHSA emphasizes the involvement of program participants in the assessment of
need, planning, advocacy and implementation of programs. The Senior Citizen Depart-
ment involves older adults in these activities in the senior center. Of the
700 volunteers that work in senior programs, approximately 500 are age 60 and older.
Participation in senior center advisory councils, as well as the consumer sector
of the OLHSA Governing Board, is further evidence of their concern and dedication.
Further involvement of seniors is demonstrated by the Senior AIDE program which is
designed to provide employment opportunities for low income seniors age 55 and over.
Senior AIDES are a viable source of manpower where seniors help seniors through
outreach, information and referral, health screening, friendly visiting, home care
aides and home delivered meal drivers.
IMPACT OF COUNTY SUPPORT
The combination of Title XX funding and a direct grant from the Oakland County
Commissioners will provide the foundation from which other OLHSA senior programs
are built. A projected 6,192 unduplicated seniors will be served through 83,752
units of service during FY 84. The services provided will allow seniors in Oakland
County to maintain their independence, increase their quality of life and reduce the
chance of inappropriate and premature institutionalization.
ACTION REQUESTED
OLHSA is requesting reauthorization from the Oakland County Board of Commissioners
for a direct grant in the amount of $83,497 to enhance an equal share provided
through DSS for senior citizen programming in Oakland County- for FY 84.
