In re: PROBATION ENCHANCEMENT GRANT APPLICATION
To the Oakland County Board of Commissioners
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Public Act 126 of 1983 provides for funding
for County probation enhancement programs for fiscal year
1983-84; and
WHEREAS the statutory language of Public Act 126
requires the creation of a Community Corrections Advisory
Board; and
WHEREAS the main function of the Community Corrections
Advisory Board is to formulate and/or approve proposals
for enhancement of probation services and recommend to the
Department of Corrections funding of those programs they
approve; and
WHEREAS the Community Corrections Advisory Board has
approved the proposed enhancement program and recommends the
grant application which covers the time period March 1, 1984,
through September 30, 1984; and
WHEREAS the Finance Committee has reviewed said grant
application and referred its report to the Public Services
Committee; and
WHEREAS the Public Services Committee has reviewed
and authorized the Probation Enhancement Grant application
for an amount up to $75,000.00, which is 100% funded by
State sources.
WHEREAS the grant application has been reviewed by
the County Director of Federal and State Aid.
NOW THEREFORE BE IT RESOLVED that the Oakland County
Board of Commissioners authorizes application for the Probation
Enhancement Grant in the amount of $75,000.00, of which $9,470.00
shall be used for a purchase of service agreement with the
Boys and Girls Club of Royal Oak, contingent upon the approval
of the Community Corrections Advisory Board.
MR. CHAIRPERSON, on behalf of the Public Services
Committee, I move the adoption of the foregoing resolution.

IN RE: 1984 PROBATION ENHANCEMENT GRANT APPLICATION
The Finance Committee has reviewed the subject Probation Enhancement Grant
and finds:
1) The grant is made possible by Public Act 126 of 1983,
2) The grant application covers the time period March 1, 1984 through
September 30, 1984,
3) This application must be received by the Michigan Department of
Corrections by January 15, 1984 for consideration and review,
4) The total cost of this program is $75,000 which is one hundred percent
(100%) funded by State sources,
5) The grant application calls for the creation of fifteen (15) part-
time non-eligible positions, operatipg costs for mileage and training,
and indirect costs per the attached schedule,
6) Application or acceptance of this grant does not obligate the County
beyond September 30, 1984, however renewal of the Grant beyond this .date
is contingent upon Legislative Appropriation for this purpose.
Mr. Chairperson, on behalf of the Finance Committee, I recommend the acceptance
of the foregoing report, and the referral of the information contained therein to
the Public Services Committee in accordance with Miscellaneous Resolution #8145 -
Revised Federal and State Grant Procedures.

B. Community Corrections Advisory Boards
The Department suggests an advisory board of seven to fifteen mem-
bers representing the courts, prosecutor, law enforcement and reli-
gious, educational and human service organizations as well as local
probation staff. The board should have minimum operating bylaws
and designated officers.
C. Civil Rights Compliance
Grantees must comply with all applicable Civil Rights statutes_
3. SUBMISSION DATA
Grant applications for funding for the period ?arch 1, 1984 through
September 30, 1984, must be received by the Department by January 15,
1984. Grant applicants may submit a - grant continuation proposal for the
period of October 1, 1984 through September 30, 1985. Support for
programs beyond September 30, 1984 is contingent upon legislative
val of additional funds. Applicants wishing to apply only for grmts
starting October 1, 1984 through September 30, 1985 must submit tneir
applications to the Department by July 1, 1984.

5. GRANT APPLICATION FORXAT
All grant requests rust be submitted on the Tichigan nt of
Corrections Probation Services Grant Application and Gr
Budget forms. The application forms shall be accompanit by a grant
proposal. The contents of the propocals will become contractual cbliga-

tions, if the contract enses. These proposals should be prepared
simply and economically, providing a strlht forward and umlise
description of the applicant's ability to T:r2t proposal requirents.
Emphasis should be on completeness and clariij of content.
6. PROPOSAL HEADING
A. Problem Statement
-Describe the nature and scopeof the problem being addressed by the
proposal. Identify the population effected, types of services or
activities provided and the magnitude of the problem. Also
discuss consequences of not performing the services or activities.
B. Goals and Objectives
Describe the major objectives of the program and specify the
results to be achieved, the scope, and a time needed to achieve
them. The objectives should be used, first to determine and then
to evaluate the accomplishments of each program. In addition,
identifying relationships between this program and others and
discuss what effect this program has on the objectives of those
programs.
C. Target Clientele
Identify the population group or groups that- the program Is
directed towards and specify the size of the target population.
Show how the program is intended to benefit these groups.
Services and Activities
Describe the services provided or the activities formed by the
program in order to achieve the objectives. Specify the type and
number of services provided.
E. Organization
Provide an organizational chart for each program unit, describe
staff functions, and where applicable, describe staff distribution
by geographical area.
F. Coordination
Describe any relationships to governmental or local programs and

G. Monitoring and Evaluation

I. P;PENDITURE OF FUNDS
Fds awarded are to be expended only for the purpose arl
described in the Grantee's approved plan and budget,
2, TNATT0N OF GRANT
T:-;a grant may be terminated with ..30 chlYs advance notice, in writing, by
either the Department or the Grantee. The C:,2atment may ter::fooIm the
grant for the following reasons, but is not limited to them: failure to
comply with project rules, plan, or methodology as set forth in the
approved grant, or loss or reduction in state funding. The Grantee
shall be notified of the reasons for the decision to terminate.
No termination shall effect grant obligations or costs incurred prier to
receipt of notice of termination, provided such obligations or costs
were incurred in good faith and are otherwise allowable.
3. BUDGET AND FUNDS EXPENDITURES
Project budget formulation and fund expenditures shall conform to the
following conditions:
a. Travel and subsistent charges shall be limited to levels allowed by
the Grantee's uniform travel regulations or in the absence or such,
to levels allowed in the state travel regulations. Travel with
grant funds is restricted to within the boundaries of the State of
Michigan.
b. No funds will be spent for construction, real estate pure

4. OBLIGATION OF GRANT FUNDS

As you will have heard. from Mr. Don Eengesh's, of the Bureau. of Field Services, en,
of how the funding of Probation Enhancement Precra-:s came to be, the main function
board will be to formulate and/or approve proposals for the enhancement of probation
services and recommend to the Department funding of the approved programs.
have talked with my probation managers, supervisors, and all staff members regarding
this and the following proposals are my recommendations for the enhancement of probation
services for 1984.
1. For lack of a better title, I will call this position Electronics Data Information
Clerk to operate our LawEnforcement Information Network (L.E.I.N.) terminal
in making record checks for all new and current probationers and to collect
from the County's computer terminal that is necessary in performing our
i.e. Reimbursement data, Sheriff's Department records, Prosecutor's infonm ,-t;on
and docket information.
This is anticipated to be a part-time position, approximately 20-25 hours per week,
with the first week devoted to training, at a. total cost of approximately $6,500-$7,500.

2. Implement a Case Management Program. At present each probation officer devotes
thirty-two (32) hours each month as a report day. I am pr000sing each officer .rriploy

Court Community Service orders, transferring cases, etc.
We are recommending fifteen (15) interns with a projected cost of $4.00 per hour
at a cost of $4,000 per intern, per year, with $2,000 for travel
