Gosling, Chairperson INFANT HEALTH PROMOTION GRANT PROPOSAL TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Michigan Department of Public Health has been awarded funding by the legislature as a part of redistribution of Maternal and Child Health Block Grant funds because Michigan is one of the states which contributes excessively to the incidence of infc,int mortality in the United States; and WHEREAS, the Michigan Department of Public Health has selected ten (10) areas in the state based on a three (3 year average of infant death rates that identified those with the highest rates of which one is the City of Pontiac; and WHEREAS, the Michigan Department of Public Health has requested that the lead agency for implementing a demonstration project in Pontiac be the Oakland County Health Division; and WHEREAS, the grant period is January I, 1983 through September 30, 1984; and WHEREAS, due to the short-lead time required to begin this program, the Health Division is requesting authorization to both apply for and accept subject grant, NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the application and acceptance of the Infant Health Promotion Grant in the amount of $177,000 for the period January I, 1983 through September 30, 1984. BE IT FURTHER RESOLVED that the Chairperson of the Oakland County Board of Commissioners be and is hereby authorized to execute said grant contract. BE IT FURTHER RESOLVED that in accordance with the grant procedures, the Chairperson of this Board is hereby authorized to approve minor changes and grant extensions, not to exceed a ten percent variance, which are consistent with the grant as approved, Mr, Chairperson, on behalf of the Health and Human Resources Committee, I move the adoption of the foregoing resolution. The Finance Committee has reviewed the proposed grant and finds: 1) This is a new grant and program and is for the application and acceptance due to the time constraints, 2) The drant covers a twenty-cna (21) month period from January I, 1983 through September 30, 1984, 3) Funding is in the amount of $177,000, of which 100% is State fnnded, 4) The grant application an award designate $102,743 as Salaries, 944,501 as Fringe Eenefits, $22,967 as operating expenses and $'7,089 as Indirect Costs. A complete cost breakdown and comparison is provided in the attached schedule, 5) Application or acceptance of the grant does not obligate the County to any further commitments. Mr. Chairperson, on behalf of the Finance Committee, I recommend acceptance of the foregoing report and referral of the information contained therein . to the - Health and Human Resources Committee in accordance with Miscellaneous Resolution 7=8145 - Revised Federal and State Grant Application Procedures.
