Gosling, Chairperson RE: . 1983 SANCTUARY FUNDING - 1983 DISBURSEMENT AGREEMENT TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, The Sanctuary provides shelter, counseling and crisis intervention services for runaway youths and is the only such program in Oakland County; and WHEREAS, The Health and Human Resources Committee recommends that the work of the Sanctuary continue to be supported in part by Oakland County; and WHEREAS, The Oakland County Board of Commissioners has previously approved inclusion of $7,500 in the 1983 budget for support of the Sanctuary's programs. NOW, THEREFORE, BE IT RESOLVED, That the Oakland County Board of Commissioners authorize disbursement of up to $7,500 to the Sanctuary in accordance wtih the attached agreement between the Sanctuary and the Oakland County Juvenile Division with the understanding that the rate may be changed to reflect increased costs. Mr. Chairperson, on behalf of the Health and Human Resources Committee, I move the adoption of the foregoing resolution, HEALTH & HUMAN RESOURCES COMMITTEE THIS AGREEMENT, made this day of , 1983, AGREEMENT PROBATE/JUVENILE COURT COUNTY OF OAKLAND Thetween the PROBATE/JUVENILE COURT for the COUNTY OF OAKLAND, hereinafter !IcallPri 'COURT' and THE SANCTUARY, situated at 1222 South Washinc,ton, Royal Oak 1i chi qan. WHEREAS THE SANCTUARY, a community based, private, non-profit, licensed ijchild care institution, exists to provide shelter and counseling to young people in crisis. While services are targeted to Oakland County residents SANCTUARY will serve any youth who meets their eligibility requirements. THE SANCTUARY seeks to provide a voluntary community based program for Hrunaways, throaways, and young people in crisis. THE SANCTUARY'spriwory goals 1 ielude preventing court involvement of youth, and reconciling young people and ':their families. Services are provided without cot to families, and include emergency sheltercare for up to fifteen days With parental consent), daily group counseling, individual and family counseling, foster home care, and information and referral. WHEREAS, The Board of Commissioners is supportive of THE SAHr:THA :service availability to Oakland County residents, has a history of support for THE SANCTUARY's program and has allocated funds not to exceed $7,500 to be disseminated through the Juvenile Court budget. IT IS HEREBY A5RED THAT The Oakland County Juvenile Court, the Status :Offender program, and the Youth Assistance caseworkers, will make referrals THE SANCTPflY whenever possible. THE -2 THE SANCTUARY shall be reimbursed at the rate of $23.21 per day, per child that has been referred by the Oakland County Juvenile Court programs, lup to $7,500 during the County budget period. This rate is applicable regard- less of the client's wardship status. This reimbursement shall be retroactive to the beginning of the County budget year (January 1, 1983). THE SANCTUARY maintains the right to determine eligibility of clients tfor its program and to terminate clients from services if deemed necessary. IT IS recognized that the Sanctuary will continue to provide services 11 to clients referred by Oakland County Juvenile Court if the $7,500 available for payment is exhausted..
