RESOLUTION NO. 83032

IN RE: CADDELL DRAIN
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
MR. CHAIRMAN, LADIES AND GENTLEMEN:
WHEREAS, proceedings have been taken by the Statutory
Drainage Board for the construction of the Caddell Drain under
the provisions of Chapter 20 of Act No. 40 of the Public Acts
of 1956, as amended, pursuant to a petition filed with the
Oakland County Drain Commissioner; and
WHEREAS, the said Drainage Board by resolution adopted on
February 9, 1983, authorized and provided for the issuance of
bonds in the aggregate principal amount of $3,270,000 in anti-
cipation of the collection of an equal amount of special assess-
ments against the City of Farmington Hills, the City of Farming-
ton, the City of Novi and the County of Oakland, said special
assessments having been duly confirmed by said Drainage Board; and
WHEREAS, said bonds are to be designated Drain Bonds,
are to be dated June 1, 1983, will bear interest at a rate not
exceeding 12% and will be subject to redemption prior to maturity
in accordance with the provisions of said resolution; and
WHEREAS, said Drainage Board deems it advisable and neces-
sary to obtain from this Board a resolution consenting to the
pledge of the full faith and credit of the county on the afore-
said bonds; and
WHEREAS, the said drainage project is immediately necessary
to protect and preserve the public health and therefore it is in
the best interest of the County of Oakland that said bonds be sold_
NOW, THEREFORE, BE IT RESOLVED BY THE OAKLAND COUNTY BOARD
OF COMMISSIONERS:
l. That pursuant to the authorization provided in Section
474 of Chapter 20 of the Drain Code of 1956, as amended, the
Oakland County Board of Commissioners does hereby irrevocably
pledge the full faith and credit of the County of Oakland for the
prompt payment of the principal of and interest on the said Drain
Bonds, and does agree that in the event any public corporation
assessed shall fail or neglect to account to the County Treasurer
of the County of Oakland for the amount of any special assessment
installment and interest, when due, then the amount thereof shall
be immediately advanced from County Funds, and the County Treasurer
is directed to immediately make such advancement to the extent
necessary.
2. That in the event that, pursuant to said pledge of
full faith and credit, the County of Oakland advances out of
County Funds, all or any part of said installment and interest,
it shall be the duty of the County Treasurer, for and on behalf
of the County of Oakland, to take all actions and proceedings and
pursue all remedies permitted or authorized by law for the reim-
bursement of such sums so paid.
3. That all resolutions and parts of resolutions insofar
as the same may be in conflict with the provisions of this resolu-
tion be and the same hereby are rescinded.

CADDELL DRAIN

DESCRIPTION OF THE PROJECT
The Caddell Drain project was initiated to relieve severe
flooding conditions along the route of the existing Tarabusi
Creek in the City of Farmington Hills and in the City of
Farmington during heavy rain events. The project consists of
improving carrying capacities of existing open channels, culverts
and enclosures, and of providing storage facilities for excess
rain waters for a ten (10) year frequency rain.
A brief description of the improvements to the existing Tarabusi
Creek facilities is as follows:
1. Construction of an overflow control structure on Tarabusi
Creek at a point located approximately 400 feet northwesterly
from the centerline of Bridgeman Ave. as measured along
existing creek and approximately 350 feet west of the
centerline of Gill Road.
2. Improvements of the Tarabusi Creek ditch section where needed
to carry design flows in N.W. 1/4 of Section 33, between
Bridgeman Ave. and Nine Mile Road.
3. Improvements of the Tarabusi Creek ditch section between Nine
Mile Road and M-102 including extension of the Nine Mile Road
culverts.
4. Improvements to existing on-line pond located in the Chatham
Hills Association Park, City of Farmington, including a
control structure.
5. Improvements of existing Tarabusi Creek ditch section between
Brittany Hill Dr. and Grand River Road,
6. Alteration of the inlet conditions of the Grand River Road
culvert.
7. Construction of a retention basin between Halstead and M-102
along existing route of Tarabusi Creek including a control
structure.
8. Construction of approximately 400 ft. of 8-6" dia. enclosure
under M-102.
9. Construction of approximately 1010 ft. of 4'-0" dia, relief
sewer between a 66" sewer crossing Grand River Road west of
Sinacola Ct. and the west end of the proposed 8-6" enclosure
under M-102.
10. Improvements of existing Tarabusi Creek ditch section between
Ten Mile Road and Research Drive including a control
structure at Industrial Park Drive.
11. Improvements of approximately 500 ft. of existing Tar abusi
Creek ditch section west of 1-275.
12. Replacement of existing undersized enclosure under Haggerty
Road and of its extension to a point approximately 280 ft.
east of the centerline of Haggerty Road with approximately 62
feet of 36" and 236 ft. of 48" dia. sewers.
13. Construction of a retention basin east of 1-275 and south of
10 Mile Road including approximately 520 feet of 68" x 106"
elliptical pipe and a control structure.
Location of the retention basin is subject to land
acquisition.
All work described above shall include incidental items such as
manholes, culverts, pedestrian bridges where presently existing,
headwalls, pavement replacements, landscaping, etc, as needed to
complete the project.
