HomeMy WebLinkAboutResolutions - 1983.06.09 - 11574June 9, 1983 MISCELLANEOUS RESOLUTION # 83163 BY: Mr. McDonald RE: YOUTH CORP JOB PROGRAL TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the State has just recently passed the Michigan Youth Corp Act which provides funds to the County for the temporary employment of currently unemployed County youth; and WHEREAS the County Executive has proposed a. work projects plan that will fully utilize these funds and maximize the benefits of this program to its participants and WPEREAS the County can best implement this program in both a timely and efficient manner as intended by this Act and WTEREAS no additional County funds will be required; and WT1FREAS the current unemployment rate among participating youth in Oakland County is estimated at 20.5%. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners accepts these funds and authorizes the County Executive to implement the attached Youth Corp Job Proposal to meet both the needs of the citizens of Oakland County end the County's unemployed youth. BE IT FURTHER RESOLVED that such temporary positions be creted to meet the commitments under this program and that the following new classifi- cations and salaries be created for such use: Youth Corp Employee Level I - $3.35 hourly rate Youth Corp Employee Level 11 - $5.50 hourly rate . McDonald, commissioner District 27 YOUTH CORP JOB PROGRAM BACKGROUND The State of Michigan on June 2, 1983 enacted the Michigan Youth Corp Program. This program has been generally described in the media as creating 60,000 summer jobs for the youth of this state. Approximately 35,000 of these positions are federally funded under the Summer Youth Employment Program (SYEP). This federally funded program is essentially the same as those of the past few years. These funds have already been allocated again this year by the County's Employment and Training Division and to the local units of government through the local school boards. The remaining approximately 25,000 positions are to be funded by $42.2 million in state funds- These funds, subject to recapture and re- allocation, have been distributed to the various state departments as follows: Department Available Funds Department of Labor Department of Education •Department of Natural Resources Department of Agriculture Department of Transportation $ 5,000,000.00 $ 5,000;000.00 $22,300,000.00 $ 2,900,000.00 $ 7,000,000.00 TOTAL $42,200,000.00 Funds available to some of the state departments (e.g. DNR and Trans- portation) will essentially allow these departments to maintain their last year's summer programs in the state parks and along state highways and will therefore not generally be available to local units. Funds available to Oakland County will be primarily from the. Department of Labor and the Department of Education. The actual amount was determined by a formula based on the County's unemployment rate. At this time it appears that the Oakland Intermediate School District (Oakland Schools) will receive approximately $450,000.00 in Youth Corp funds through the Michigan Department of Education. Oakland Schools plans to distribute these funds to local school boards for use by local units. This, of course, will be over and above the federal money received by the local units through the County's Employment and Training Division. Another $459,000-00 is available from the Michigan Department of Labor to the prime sponsors, the County of Oakland, for participation in the Youth Corp Program. It is these funds that are addressed in this proposal. YOUTH PROGRAM HIGHLIGHTS The Department of Labor funds available under the Youth Corp Act, provide money to local units for participant wages and administrative costs for approved projects that; maintain and enhance the Human and natural resources of this state or both, and provide a job training experience that will increase participant likelihood of obtaining future employment. •STARTING DATE - As soon as applications are available from the Michigan Employment Security Commission (MESG) sometime after June 10, 1983. OPROGRAM ENDING DATE - September 30, 1983. •-PERSONNEL CLASSIFICATIONS - There are only two permitted employee classifications. Persons are either_ "participants" or "supervisors". *WAGE RATES - Participants must be paid the minimum wage of $3.35/hr. Supervisors may be paid $5.50/hr. "MAXIMUM LENGTH OF EMPLOYMENT - Participants are limited to 12 weeks of employment. Supervisors may be employed up to 14 weeks. Neither may work overtime. *FRINGE BENEFIT ELIGIBILITY - Except for Worker's •Compensation and the required safety equipment, Youth Corp participants and supervisors are not eligible for any fringe benefits. 4PUNEnPLOYMENT COMPENSATION - Youth Corp Program participation will not be counted towards eligibility for unemployment benefits. Youth Corp employers therefore, will not incur any liability. •APPLICATION PROCESS - The period for submitting applications began on „Tune 1, 1983 and will end on June 10, 1983. Applications are to be submitted to MESC offices, local high schools, or community colleges. Only those persons certified as eligible and referred by the MESC can be hired by employers under this program. Only as many applicants will be referred to employers as they have positions available. Employers will receive referrals on a first come first serve basis. *PARTICIPANT ELIGIBILITY REQUIREMENTS - All persons hired under this program at the time of application and appointment must be: I. Residents of the State of Michigan. 2. Between the ages of 18 and 21, supervisors may be older. 3. Unemployed. *MAINTENANCE OF EFFORT - Recipients may not add or eliminate full-time positions as a result of participation in this program. PROPOSAL •POSITIONS - 313 positions have been identified to be filled .through the Youth Corp Act by 281 participants and 32 supervisors (Attachment "A"). Only those persons certified as eligible and referred by the MESC can be hired under this program. Upon receipt of Department of Labor approval, the County can immediately begin to employ persons and carry out the intentions of this program per the time- table and budget below. •PROPOSED TIMETABLE - If the Board approves . this proposal today, this program will proceed according to the following schedule: Week of 6/13/83: - create new positions and create a separate payroll fund, etc. in anticipation of filling positions - make a request to MESC for sufficient referrals - secure Michigan Department.. of Labor contract approval - finalize details of referrals and communication procedures between Personnel and the MESC - begin to screen and interview applicants for supervisor positions. Week of 6/20/83: - hire and orient supervisory personnel to the projects goals and methods, County rules and various administrative procedures - begin to screen and hire participants Week of 6/27/83: - finish hiring participants. *BUDGET TOTAL AMOUNT available to Oakland County under Youth Corp Act $459,000.00 DIRECT SALARIES - wages to be paid program participants approximately 88.8% DIRECT BENEFITS to be paid for program participants (Worker's Comp and necessary safety shoes, goggles, etc.) approximately 4,9% TRANSPORTATION RESERVE - to rent vans, pick-up trucks, etc. as necessary to transport participants approximately 5.45.(1) INDIRECT COST Pre-employment physicals for all participants approximately 0.9% $407,500.00 $ 22.500.00 $ 25,000.00 $ 4.000.00 TOTAL $459,000.00 •ADMINISTRATIVE COSTS: Up to 155. of the total funds available can be charged to Administrative costs,. including 6.9% ($25,700.00) Indirect Cost Ratio. However, it is proposed that only the cost of physical examinations, ($4,000.00) and the Transportation Reserve, ($25,000.00) not be returned directly to participants. Thus 93.7% of the funds available will be paid to the participants in the form of direct salaries and benefit, *COUNTY COSTS: No other County costs are anticipated.(2) •PARTICIPATION BY LOCAL UNITS: Any additional assistance required by local units, beyond that provided through local school boards under existing federal summer programs or the state Youth Corp Act through Oakland Schools, will be available in the form of County participant labor to local units on a daily or project basis as staff and transportation are available. It will be up to the local units to provide supervision of the County Youth Corp participants. (1)Represents an estimate of anticipated cost. Any funds not expended for this purpose will be used for wages and salaries of participants. 2 T he regulations appear to permit use of funds for physical examinations. If this should be disallowed, the cost to the County would be approximately $4,000.00. PROPOSED MICHIGAN YOUTH CORPS PROJECTS - JUNE, 1983 DEPARTMENT/DIVISION/UNIT 11/LEVEL OF POSITION Circuit Court/Friend of the Court/Typing, 4 - Participants Reception & Filing Sheriff/Corrections/Inmate Services 3 - Participants County ulerk and Register of Deeds/ 3 - Participants Register of Deeds/Legal Records PROPOSED PROJECT - Typing assistance needed for work resulting from new Friend of the Court legislation; effective 7/1/83 (2) - Updating and color coding of ADC files and records (2) - Assist Jail Inmate Workers with counseling (2) - Assisting with new prisoner exercise program (1) - Clearing of Circuit Court files for micro- filming to make room on shelves, 702 boxes with 50 'files per box Drain Commissioner/Engineering & 1 - Supervisor - Maintenance work on open drain ditches, Maintenance 6 - Participants cleaning out brush, removing debris, etc. (1 Supv. & 4 Participants) - Special project to assemble materials needed for federal grant audit (2 Participants) NOTE: 1 - Pontiac; 1 - Madison Heights Central Services/Support Services/ 4 - Participants - Preparation of docket files in Record Record Retention Retention for microfilming Central Services/Circuit Court 4 - Participants Probation - Packaging and filing of materials for moving of office to new location in early Fall (2) - To assist clerical staff with increased workload in Royal Oak office (2) DEPARTMENT/DIVISION/UNIT fl/LEVEL OF POSITION PROPOSED PROJECT Centni.
