Project 82-28
REPORT OF ARCHITECTURAL
SELECTION COMMITTEE FOR SPRINGFIELD-OAKS
YOUTH ACTIVITIES CENTER
Presented to the Planning
and Building Committee on
May 26, 1983
In accordance with Committee action taken on February 17, 1983, a
request for proposals was placed in the Detroit News, Oakland Press,
Michigan Chronicle, and the Michigan Contractor and Builder. Nine
preliminary responses were received and evaluated by the Selection
Committee. As a result of this evaluation, four firms were called in
for interviews:
1. Coquillard/Dolgner/Dundon/and Argenta
2, Harley Ellington Pierce Yee Associates
3. Hoyem-Basso
4. Smith-Schurman
After conducting the interviews, the Selection Committee felt that
Harley Ellington Pierce Yee Associates was best qualified to provide the
services needed for the subject project. Accordingly, negotiations were
entered into with that firm. The results of these negotiations are
contained in the attached letter.
We are now recommending that a contract (with the terms and
conditions as outlined in the attachment) be awarded to the most
qualified firm, Harley Ellington Pierce Yee Associates of Southfield, in
an amount not to exceed $48,000. Funding is available in the 1983
Capital Improvement Plan under Youth Activities Center Improvements. We
are also recommending that the Selection Committee, consisting of
Commissioners Hobart, Doyon, and Rewold; Joe Figa, and Jon Kipke from
Parks and Recreation; Shirley Hines, Bill Porritt, Jr., and Tom Barkham
from 4-H; and Don Malinowski from Facilities Engineering, be discharged.
