ACTIVITIES CENTER TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, in 1982 problems were identified at the Youth Activities Center, at Springfield Oaks, in the areas of building detioration, energy consumption and the overall use of the facility; and WHEREAS, the Planning and Building Committee, On February 17, 1983, authorized the formation of an Architectural Selection Committee to evaluate qualified consultants interested in preparing a plan to resolve the above problems; and WHEREAS, in conformance with Miscellaneous Resolution $7488, adopted on March 18, 1976, which provides for the method of selection of architects and engineers, the Architectural Selection. Committee evaluated nine (9) architectural firms for this project; and WHEREAS, upon recommendation of the Selection Committee, your Planning and Building Committee hereby recommends the retention ofthe fiLm of Harley, Ellington, Pierce, Yee Associates of Southfield. NOW THEREFORE BE IT RESOLVED that the architectural services contract be awarded to Harley, Ellington, Pierce, Yee Associates in an amount not to exceed. $48,000 and that the Chairperson of the Board. of Commissioners be and is hereby authorized to execute tht .Aceement with this firm on behalf of the County. Mr. -Chairperson, on behalf of the Planning and Building Committee, I move the adoption of the foregoing resolution_ Planning and Building Committee June 9, 1983 OAKLAND COUNTY EXECUTIVE DEPARTMENT OF CENTRAL SERVICES FACILITIES ENGINEERING DIVISION Project 82-28 REPORT OF ARCHITECTURAL SELECTION COMMITTEE FOR SPRINGFIELD-OAKS YOUTH ACTIVITIES CENTER Presented to the Planning and Building Committee on May 26, 1983 In accordance with Committee action taken on February 17, 1983, a request for proposals was placed in the Detroit News, Oakland Press, Michigan Chronicle, and the Michigan Contractor and Builder. Nine preliminary responses were received and evaluated by the Selection Committee. As a result of this evaluation, four firms were called in for interviews: 1. Coquillard/Dolgner/Dundon/and Argenta 2, Harley Ellington Pierce Yee Associates 3. Hoyem-Basso 4. Smith-Schurman After conducting the interviews, the Selection Committee felt that Harley Ellington Pierce Yee Associates was best qualified to provide the services needed for the subject project. Accordingly, negotiations were entered into with that firm. The results of these negotiations are contained in the attached letter. We are now recommending that a contract (with the terms and conditions as outlined in the attachment) be awarded to the most qualified firm, Harley Ellington Pierce Yee Associates of Southfield, in an amount not to exceed $48,000. Funding is available in the 1983 Capital Improvement Plan under Youth Activities Center Improvements. We are also recommending that the Selection Committee, consisting of Commissioners Hobart, Doyon, and Rewold; Joe Figa, and Jon Kipke from Parks and Recreation; Shirley Hines, Bill Porritt, Jr., and Tom Barkham from 4-H; and Don Malinowski from Facilities Engineering, be discharged.
