McDonald IN RE: SALARY CHANCE FOR NON-REPRESENTED EMPLOYEES TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the County did not grant pay increases in January to County employees due to the economic climate in the state and the uncertainty of the effect of the economy on the County budget; and WHEREAS non-union County employees accepted this decision as a necessary step in assuring the County's continuing fiscal integrity; and WHEREAS the County has taken a conservative position relative to salaries over the years by not giving automatic cost-of-living allowances and by granting general salary increases to non-police employees of 94% from December 1972 through December 1982 while the cost-of-living index has increased 125%; and WHEREAS it was necessary in the current "Act 312 Police-Fire Arbitration Case" for the County to offer a 3.5% salary increase to POAM represented employees, effective with the first pay period an or after January 1, 1983; and WHEREAS the rate of inflation for 1983 is currently projected to be between 4% and 5%, and a review of the budget indicates a moderate salary increase can now be given to non-union employees with total 1983 expenditures remaining within projected revenues; NOW THEREFORE BE IT RESOLVED that salary ranges for County classi- fications not represented by bargaining units be increased by three and one- half percent (3.5%) effective July 1, 1983 including elected and appointed officials, but excluding: Commissioners, Commissioner-Chairperson, Commissioner-Vice- Chairperson, and Appointed Board and Commission members, and Circuit Court Judges (currently at statutory maximum), and the part-time and hourly classes of Student, Summer Employee Levels I - IV, Recreation Specialist I & II, Magistrate, Gate Attendant, Parks Helper, Nursing Assistant Trainee, Food Service Worker Trainee, Youth Corp Employee Levels I and BE IT FURTHER RESOLVED that the County supplement of salary for Probate Judges, excluding the statutorily mandated County contribution, be increased by 2.99% effective July 1, 1983 which will raise their total salary to the statutory maximum. #83188 June 23, 1983 The Qhairperson referred the resolution to the Personnel Committee.
